‘Hurt community's sentiments: Vandana Kataria's family protests renaming stadium in Haridwar

have opposed the state govt's decision to "rename" Vandana Kataria Stadium in Haridwar as the Yogasthali Sports Complex. They said the move "hurt their sentiments and those of the entire Dalit community to whom Kataria belongs" and demanded that the original name be retained.
At a press conference in Haridwar, Kataria's younger brother, Pankaj Kataria, said, "Roshnabad sports stadium is recognised as Vandana Kataria Stadium after a renowned hockey player, but now the govt has given it a new name, Yogasthali Sports Complex, which will become a landmark in the future. Vandana Kataria Stadium is not just a name, it is an honour for our family, our community, and the entire nation. This decision has deeply hurt us and all sports lovers.
We request that no new name or change be made."
The district administration, on the other hand, has clarified that only the overall campus has been named Yogasthali Sports Complex, while the hockey stadium within it will continue to bear Kataria's name. District sports officer Shabali Gurung told TOI, "There are different sports facilities in the campus, including the hockey stadium, swimming pool, badminton, etc.
Only a new name has been given for the entire sports complex, but the hockey stadium will continue to be known as the Vandana Kataria Hockey Stadium as before.
No changes have been made to it."
Additional director, sports, Ajay Kumar Agarwal, also said the govt has not altered any existing names and that while a name was assigned to the entire sports complex, the individual sports facilities within it have retained their original names.
However, Bhim Army and other Dalit groups have rejected the clarification and announced plans to protest. Bhim Army leader Deepak Sethpura told TOI, "Vandana Kataria is our pride and we cannot compromise on the name of our sister. The govt is fooling our people by changing the stadium name. If the decision is not revoked, Bhim Army will stage a protest."

Written by Neeraj Bunkar On June 4, a chilling incident in Beed district, Maharashtra, again laid bare the persistent scourge of caste-based violence in India. Vaibhav Khandagale, a Dalit man, was brutally assaulted by a mob of 10–12 'upper caste' Maratha men, some of whom were his classmates and supposedly friends. The attack, driven by casteist hatred, was not just an assault on Vaibhav's body, but also an affront to the principles of equality enshrined in our Constitution. The SC/ST (Prevention of Atrocities) Act, enacted on September 11, 1989, was designed to protect marginalised communities from caste-based discrimination and violence. It defines atrocities as 'offences' committed against Scheduled Castes (SCs) and Scheduled Tribes (STs) by non-SC/ST individuals, including acts like physical assault, humiliation, and the denial of rights. Section 3(1)(r) of the Act, cited in the FIR registered by Vaibhav in Beed, addresses intentional insults or intimidation meant to humiliate SC/ST members in public view, punishable with imprisonment from six months to five years and a fine. Section 3(1)(s) covers abuses using casteist slurs, while Section 3(2) (va) enhances penalties for offences under the Indian Penal Code (now Bharatiya Nyaya Sanhita (BNS), 2023). The FIR, registered under multiple sections of the BNS, 2023 (Section 119(1) for causing hurt, Section 333 for cheating, and Section 351(2) for criminal force), alongside SC/ST Act provisions, reflects the gravity of the incident. However, the response from local authorities raises serious concerns about the Act's enforcement. Vaibhav's brother, Dhananjay, according to reports, alleges that the police delayed registering the FIR, forcing the family to wait hours at the Shirur Kasar police station. Even after persistent pressure, the police initially resisted including critical BNS sections related to attempted murder. Shockingly, a counter-complaint was reportedly filed by the wife of the main accused, falsely alleging theft and threats by Vaibhav's family. This case mirrors broader trends documented by the National Crime Records Bureau (NCRB). In 2022, India recorded 57,582 cases of atrocities against SCs, up from 50,291 in 2020. Maharashtra alone reported 2,743 cases in 2022, a steady rise from 2,569 in 2020. Uttar Pradesh topped the list with 15,368 cases, followed by Rajasthan (8,752) and Madhya Pradesh (7,733). In Maharashtra, however, the conviction rates for these crimes remain alarmingly low, undermining the Act's purpose. For SCs, the conviction rate was a mere 8.8 per cent in 2018, dipping to 7.2 per cent in 2019, rising slightly to 11.8 per cent in 2020, then falling again to 10.7 per cent in 2021 and 8.9 per cent in 2022. For STs, the rates were similarly dismal: 11.3 per cent in 2018, 11.9 per cent in 2019, 12.5 per cent in 2020, 11.8 per cent in 2021, and 12.8 per cent in 2022. By the end of 2022, 14,504 cases involving crimes against SCs and 4,149 against STs were still pending trial in Maharashtra, reflecting a backlog that delays justice for victims. The Act mandates robust mechanisms like Special Courts and Special Public Prosecutors to ensure speedy trials (Sections 14 and 15). It also prohibits anticipatory bail (Section 18) and mandates state governments to provide legal aid and rehabilitation (Section 21). Yet, Dhananjay's account of delayed police response, insensitive officers, and hospital negligence in initiating a medico-legal case highlights a gap between the law's intent and its execution. The Beed incident also exposes the social and political pressures that undermine justice. The Act's provisions for externment (Section 10) and forfeiture of property (Section 7) could deter such intimidation, but their application remains rare. The collective silence of 200 villagers during the assault further illustrates the social boycott faced by Dalit families. The SC/ST Act remains a vital shield for India's marginalised, but its effectiveness hinges on impartial enforcement and societal change. Without systemic reforms — stronger police accountability, proactive legal aid, and widespread awareness — the Act risks remaining a paper promise, leaving countless Vaibhavs vulnerable to the enduring shadow of caste. New Delhi: Leader of Opposition in the Lok Sabha Rahul Gandhi has written a letter to Prime Minister Narendra Modi, flagging the 'deplorable' conditions in residential hostels for Dalit, Scheduled Tribes (STs), Extremely Backward Classes (EBC), Other Backward Classes (OBC), and minority students. In his letter, Gandhi also highlighted the delay in providing post-Matriculation scholarships for students from marginalised communities and urged the Prime Minister to resolve these two critical issues. He added that these problems hampered opportunities for 90 per cent students from marginalised communities, reported The Hindu . 'Firstly, the conditions in residential hostels for students from Dalit, ST, EBC, OBC and minority communities are deplorable. During a recent visit to Ambedkar Hostel in Darbhanga, Bihar, students complained about single rooms which 6-7 students were forced to share, unhygienic toilets, unsafe drinking water, lack of mess facilities, and no access to libraries or the internet,' said Gandhi said in his letter dated June 10. 'Secondly, post-matric scholarships for students from marginalised communities are plagued by delays and failures,' said Gandhi. The Leader of Opposition cited the example of Bihar, and claimed that the scholarship portal had been non-functional for three years, and no student had received a scholarship in 2021-22. 'Even thereafter, the number of Dalit students receiving scholarships fell by nearly half, from 1.36 lakh in FY23 to 0.69 lakh in FY24. Students further complain that the scholarship amounts are insultingly low,' Gandhi wrote in the letter. Gandhi added that these 'failures' were widespread across India and called for an audit of every hostel for students from Dalit, ST, EBC, OBC and minority communities to ensure good infrastructure, sanitation, and food and academic facilities, and the allocation of adequate funds to address deficiencies. He also called for the timely disbursement of scholarships, increase in scholarship amount and improved execution of post-matric scholarships. 'I am sure you agree that India cannot progress unless youth from marginalised communities progress. I look forward to your positive response,' said Gandhi. 'Rahul Gandhi himself is criticising the 60 years of his government. He says that the backwards and Dalits have not been uplifted. If injustice has been done to the backwards and Dalits, then he has done injustice to the backwards and Dalits. In a post on social media website X, LoP Gandhi alleged that the 'double-engine' government's negligence led to the dalit girl's death. 'The brutality against a minor Dalit girl in Muzaffarpur and the subsequent negligence in her treatment is extremely shameful. If she had received timely treatment, her life could have been saved. But the double-engine government was negligent not only in providing security but also in saving his life,' he said. (ANI)
