NYC Police Commissioner Jessica Tisch confirmed Tamura had a documented mental health history and carried a concealed weapon permit issued in Nevada just weeks before the shooting. A private investigator license and a prior misdemeanor for trespassing also appeared on his record.
Police say Tamura's vehicle was spotted in Columbia, New Jersey, just hours before he arrived in Manhattan. Armed with an M4-style assault rifle and a revolver, he entered the lobby of 345 Park Avenue at around 6:30 p.m.,

immediately opening fire. He killed a security guard and several others as he made his way to the 33rd floor, where he fatally shot himself.
Security footage captured Tamura sparing a woman in an elevator moments before continuing his rampage. Officers later discovered a suicide note in his pocket, in which he blamed chronic traumatic encephalopathy (CTE) for his deteriorating mental state.
"Terry Long football gave me CTE and it caused me to drink a gallon of antifreeze," the note read (via CNN).
"You can't go against the NFL, they'll squash you... Study my brain please I'm sorry. Tell Rick I'm sorry for everything."

Among those caught in the chaos was a member of the NFL's own staff, who was seriously wounded during the attack. NFL Commissioner Roger Goodell addressed the league in an emotional internal message.
"As has been widely reported, a gunman committed an unspeakable act of violence in our building at 345 Park Avenue.
One of our employees was seriously injured in this attack. He is currently in the hospital and in stable condition," Goodell wrote.
He added, 'We believe that all of our employees are otherwise safe and accounted for, and the building has nearly been cleared. We are deeply grateful to the law enforcement officers who responded to this threat quickly and decisively and to Officer Islam, who gave his life to protect others.'
Officer Didarul Islam, a 36-year-old off-duty cop working security, was among the victims. The father of two and husband to a pregnant wife, Islam is now being honored as a hero who made the ultimate sacrifice.

Silchar: The decapitated and decomposed body of a 20-year-old woman, who was missing for a week, was recovered on Sunday from the backyard of her residence in Neelkantapur in Sribhumi district. The victim, identified as Piyali Malakar, was the daughter of Shankar and Trishna Malakar. According to her grieving parents, Piyali had gone missing from their home on July 21 while they were away. Despite attempts to locate her, the family had no leads and finally lodged a missing persons report at Bazaricherra police station. Nearly six days later, a foul stench began emanating from their backyard. Shankar Malakar went to inspect and reportedly noticed footprints in the area. He immediately alerted the police. Chilean rescuers recover bodies of 4 miners trapped in collapsed shaft
Agency: PTI Last Updated: Bogota (Colombia), Aug 3 (AP) The bodies of four out of five miners trapped in a collapsed section of one of Chile's biggest copper mines for three days have been found and identified, an official said Sunday. Rescue workers at the El Teniente mine, about 100 kilometres south of the capital Santiago, are still looking for the fifth miner, identified as Moises Pavez, mine director Andres Music said. The trapped miners were located thanks to GPS devices, but rescue workers had to drill through dozens of metres of rock to reach them. A section of the mine collapsed following a 4.2 magnitude quake on Thursday, killing one worker and injuring nine others. Authorities are investigating whether it was a naturally occurring earthquake or whether mining activity at El Teniente caused the tremor. Chilean prosecutors also launched a criminal investigation to determine whether any safety standards were violated. El Teniente, located in the Andes mountains in central Chile, is the world's largest underground copper mine and is owned by Chilean state company Codelco. Shortly after Thursday's collapse, Codelco halted operations at the affected section of the copper mine and evacuated 3,000 people from the wider site to safe areas. The company cancelled a presentation of its first-half financial results, set for Friday morning, due to the rescue efforts.
