Two crore Bihar voters will be disenfranchised because of SIR, INDIA bloc claims

The Special Intensive Revision (SIR) of electoral rolls currently underway in Bihar could disenfranchise at least two crore voters in the State, especially the migrant population, a delegation of INDIA bloc leaders said on Wednesday after a nearly three-hour-long meeting with the Election Commission of India (ECI).
Twenty leaders from 11 parties of the Opposition bloc met the Commission to convey their objections regarding the SIR exercise ahead of the Bihar Assembly elections scheduled for October–November this year. Drawing a parallel with the 2016 demonetisation exercise, which was colloquially referred to as notebandi, the Opposition termed the electoral revision 'votebandi'. Citing the ECI's own estimate that at least 20% of Bihar's population comprises migrant workers, the leaders expressed fears that such individuals could be arbitrarily removed from the rolls.
Speaking at a press conference after the meeting, Congress leader and senior advocate Abhishek Manu Singhvi said the delegation raised three primary concerns: the necessity, timing, and feasibility of the revision exercise. 'Firstly, we asked if the last revision was in 2003, for 22 years, four or five Bihar Assembly polls have happened - were all those elections faulty and imperfect?' Mr. Singhvi asked. He pointed out that the 2003 revision was held well in advance of national and State elections.
'In contrast, this revision, which affects the second largest electorate in the country with over eight crore voters, is being carried out in just two months,' he said. 'We believe that migratory persons, who travel to work, cannot be at the beck and call of the enumerator.' Mr. Singhvi further stated that 'disenfranchisement' is the gravest attack on the Constitution's basic structure. 'We have said that upwards of 2.5 or three crore persons - let us assume the minimum two crore - may be disenfranchised by this exercise. Why choose to do this at the cusp of the elections?' he asked.
Mr. Singhvi also questioned why the ECI had 'jettisoned and abandoned' the Aadhaar card, which has previously been used to confirm voter identities. He raised concerns over the lack of transparency, noting that political parties were not informed in advance about the planned revision. 'EC seems completely disinclined to consider our submissions,' he said.
Rashtriya Janata Dal leader Manoj Jha described the meeting as 'less than amicable'. '20% of the population, who migrate in search of livelihood, are in danger of losing their voting rights. The purpose of this exercise is exclusion rather than inclusion,' Mr. Jha said.
Communist Party of India (Marxist–Leninist) Liberation General Secretary Dipankar Bhattacharya said the Opposition came away from the meeting even more concerned. 'The EC clarified that only those who are ordinary residents will find their names on the electoral roll. Those who are forced to leave the State looking for livelihood, in EC's view, will not be considered 'ordinary residents',' he said. Mr. Bhattacharya also questioned the logistics of reaching eight crore voters during the monsoon season.
Responding to the Opposition's concerns, the Commission said that the SIR was being conducted in accordance with Article 326 of the Constitution, the Representation of the People Act, 1950, and the instructions issued on June 24. The Commission maintained that each concern raised during the meeting was addressed in full.
The ECI also thanked political parties for appointing over 1.5 lakh Booth Level Agents (BLAs) for ground-level participation in the SIR.
The meeting saw tensions rise over the issue of representation, with the ECI having earlier informed parties that only the heads would be allowed in. 'It will render dialogue between political parties and the Election Commission absolutely impossible,' Mr. Singhvi said, criticising the move.
However, ECI sources later clarified that some participants were pre-appointed while others were allowed entry on the Commission's own discretion. The Commission said it allowed two representatives from each party to ensure all views were heard.

Rejecting the bail application of Ashraf Khan alias Nisrat, justice Arun Kumar Singh Deshwal said it has become a 'fashion among certain groups of people' to misuse social media under the guise of freedom of expression by making unfounded allegations against national leaders and circulating content that spreads hatred and division. The accused was booked under sections 152 (acts that endanger the sovereignty, unity, and integrity of India) and 197 (imputations and assertions prejudicial to national integration) of the Bharatiya Nyaya Sanhita (BNS) at the Sasni police station of Hathras district. It was alleged that the accused uploaded edited videos to his Facebook account during the recent India-Pakistan military face-off. According to the prosecution, one video allegedly depicted Prime Minister Narendra Modi walking alongside a donkey pulling a cart fitted with an aircraft, and later portrayed him as apologising to Pakistan. Another portion of the post allegedly showed Wing Commander Vyomika Singh of the Indian Air Force seated beside the Pakistan Army chief, with captions suggesting that the PM was running to save himself from a Pakistani missile. Additional posts allegedly included slogans such as 'Pakistan Air Force Zindabad' and visuals of Indian aircraft being destroyed by Pakistani jets. Other objectionable content targeting defence minister Rajnath Singh and the PM was also found, according to the prosecution. During the hearing, the applicant's counsel argued that Khan was innocent and had not forwarded the objectionable posts himself, though they were found on his mobile phone. In contrast, the state counsel opposed the bail plea, arguing that the posts created social disharmony and insulted the Indian military establishment. In its order dated July 2 (Wednesday), the court concluded that the nature of the posts reflected disrespect not only towards the Prime Minister but also towards the Indian Armed Forces and its officers. 'Though our Constitution grants the right to freedom of speech and expression to every citizen, that freedom does not extend to posting videos and content that insult the Prime Minister, the Indian Military and its officers. Such actions not only cause social disharmony but also promote separatist sentiment and pose a threat to the sovereignty, unity, and integrity of India,' the court observed. Accordingly, the bail application was rejected.

Patna: Amid mounting opposition protests over the ongoing special intensive revision (SIR) of the electoral rolls in Bihar, the Election Commission on Thursday made a direct appeal to the electorate to take active part in the exercise to ensure no eligible voter is excluded. The appeal came shortly after Independent MP from Purnia, Pappu Yadav, sparked controversy by calling for a boycott of the drive. "I appeal to all citizens not to allow booth-level officers or any election officials into their villages since the SIR is nothing but a nautanki," Yadav wrote on social media. Urging people not to hand over any documents or details, he added, "Just serve them tea and water and see them off." His comments drew widespread backlash from netizens and sharp criticism from political parties. Reacting strongly, the BJP described the remarks as highly inflammatory and called on the EC to act. "This is a complete violation of EC guidelines. The EC must take cognisance of his remarks and act in the matter," BJP spokesperson Manoj Sharma said. Calling Yadav's words dangerous for democracy, he added, "It was because of elections conducted by the same EC that he was able to become an MP." Techno Mag Learn More Undo Chief election commissioner Gyanesh Kumar, who met representatives of various political parties at Nirvachan Sadan in Delhi on Wednesday, also appealed to parties to cooperate fully with the process. "We exhort all political parties to come forward and appoint even more booth-level agents to assist voters in enrolment and ensure the process is transparent and participative," he said. According to the EC, enumeration forms are being printed and distributed to 7.90 crore electors in Bihar, based on records as of June 23, 2025. A total of 77,895 booth level officers have been deployed with another 20,603 being appointed. These BLOs are delivering pre-filled forms door-to-door to all electors listed as of June 24, 2025, the date of the SIR order. The forms are to be filled and submitted by July 25, 2025 with nearly four lakh volunteers, including govt staff, NCC cadets and NSS members, assisting the elderly, sick, disabled, poor and other vulnerable voters. The completed forms will then be collected by BLOs along with self-attested documents, and the data uploaded daily via ECINET. The draft electoral roll will be published on Aug 1, after which people can file claims and objections. The final roll will be released on Sept 30 and both hard and digital copies will be shared free of cost with recognised political parties and published on the ECI website.
