Govt. wants to ensure land for all eligible families: Minister
Speaking at the inauguration of a taluk-level land title deeds distribution fair held at the Thrissur Town Hall on Monday, the Minister stated that, for the first time in 64 years, the government is preparing to amend land records legislation to resolve long-pending issues — such as ownership determination of rubber plantations.
He added that the income limit for families eligible for pattayam (land title) is being raised from ₹1 lakh to ₹2.5 lakh. With the implementation of the Pattaya Dashboard system, the government has been able to proactively identify landless individuals and distribute titles accordingly, in a door-to-door manner.
The Minister noted that once the ongoing digital resurvey is completed, the process of issuing pattayams will be significantly expedited. During this government's term alone, around 3,000 pattayams were distributed in the district. The government is also taking steps to accelerate the Revenue Department's operations through the introduction of digital revenue cards and DigiLocker integration.
A total of 978 land titles were distributed during the taluk-level pattayam mela at the Town Hall. Long-standing land issues of residents from Ollur Navajyoti, Shanthinagar, Pattalakkunnu, Avanoor Ambedkar Nagar, Ittapara Nagar, and Kavinagar (Mayiladumkunnu) in Thangalur village were resolved during the event.
Land titles were granted to 57 beneficiaries in the Thrissur assembly constituency, 274 in Ollur, 166 in Nattika, and 35 in Manalur through the Land Tribunal system. Additionally, 387 Devaswom land titles were distributed — 72 in Manalur, 168 in Ollur, 63 in Thrissur, and 84 in Nattika. Another 59 titles for puramboke land were also issued.
To address the forest land issues in the district, a special office was set up, and around 10 survey teams conducted inspections under the leadership of the District Collector. As a result, 4,118 applications were sent to the central government on June 25, the Minister said.
Further land distribution fairs will be held in various taluks in the coming days. Earlier, the Minister had distributed pattayams to 63 families residing in Irumbupalam and Chuvannamannu Rajeev Dasalaksham Nagar in the Pananchery village.
The event was presided over by MLA P. Balachandran, with MLA, C.C. Mukundan as chief guest.

Hubballi: In a major development that signals Karnataka's determination to implement the Mahadayi river project despite opposition, the state government has issued a land acquisition notification. The move comes even as Goa Chief Minister Pramod Sawant recently asserted that his government would not allow the project to proceed. With this notification, the state has conveyed a strong counter to Goa, making it clear that the project cannot be stalled indefinitely. The notification, issued on July 23 by the under-secretary of the Revenue Department, covers land in Khanapur taluk of Belagavi district. Specifically, acquisition has been initiated for 9 acres and 27 guntas in Asoga, Karambal, Shedagali, and Rumewadi villages to facilitate project works. Only clearances from the Union Ministry of Environment and Forests and the National Wildlife Board remain pending. Once granted, the project will receive the much-awaited green signal. The Mahadayi project has been a long-standing demand of people in Kittur Karnataka, who have fought for decades to secure drinking water and irrigation facilities for 13 towns and hundreds of villages, including Hubballi-Dharwad. In 2010, the Union government constituted the Mahadayi Water Disputes Tribunal, which in 2018 allocated 13.42 TMC of water to Karnataka. The Detailed Project Report (DPR) also received approval, raising hopes among residents. However, due to persistent objections from Goa and lack of environmental clearance, implementation has been has consistently lobbied against the project, pressing the Centre not to issue final approvals. CM Sawant's statement in the Goa Assembly last month further angered people in north Karnataka, who see the project as critical to their survival. By issuing the acquisition notification, the Siddaramaiah-led government has attempted to demonstrate political will. Congress leaders have urged Union ministers, particularly Pralhad Joshi, to expedite the pending clearances. 'The state has completed its responsibility. Now the Centre must act swiftly to ensure approval,' leaders asserted. Responding to the development, Union Minister Joshi maintained that sincere efforts are underway to secure necessary permissions. With land acquisition in motion, the spotlight now shifts to the Centre. Observers say only when environmental and wildlife clearances are granted will the Mahadayi project shed its prolonged uncertainty and bring long-awaited relief to Kittur Karnataka.

Marksheet scam in Gulbarga University: loss pegged at ₹11.67 crore
A multi-crore marksheet scam has been reported in the Department of Evaluation of Gulbarga University, in which marksheets were printed in violation of the government orders. A committee headed by S.R. Niranjana, Vice-Chairman of Karnataka State Higher Education Council, has conducted a probe into the issue and submitted a report to the government stating that the university has suffered a loss of about ₹11.67 crore due to the printing of marksheets in violation of the rules. Minister for Higher Education M.C. Sudhakar revealed this in response to a question raised by Talwar Sabanna, MLC, in the Legislative Council session The previous BJP government implemented National Education Policy (NEP-2020) in the higher education sector in 2021-22. As per the rules of NEP, instead of physical marksheets, it is mandatory to issue digital marksheets to students who have completed their degrees. After the results of various examinations, the digital marksheets are uploaded in DigiLocker. Students can download these marksheets using their login credentials. But, Gulbarga University violated the government order and printed marksheets from 2021-22 to 2024-25. The university obtained these marksheets from the government press. Since digital marksheets were mandatory, the university did not distribute these printed marksheets to any student. As a result, the marksheets of more than five lakh undergraduate and postgraduate courses had remained in the university godown. The syndicate members of the university had objected to the printing of marksheets in violation of the rules, after which the State government had formed a committee headed by Prof. Niranjana to investigate the issue. The report, in addition to the financial loss, has also framed charges against 11 people, including the university's Registrar (Evaluation). 'The names of the officers/staff members who were there during that period, and their designations have been given. After examining the report, it has been found that Gulbarga University has illegally printed marksheets and degree certificates in violation of the orders issued by the State government, causing financial loss. Legal action will be taken against the officers/employees under the Karnataka State Universities Act, 2000,' said Dr. Sudhakar.
