Phd scholars at Mangalore University face delays in fellowship disbursement

who receive monthly fellowship (JRF/SRF) have been left in the lurch as the disbursement has been delayed for more than five months.
According to PhD scholars, there was a maximum delay of 1.5 months earlier at the cash-strapped varsity; however, this time it has taken longer. The monthly fellowship starts from Rs 25,000 per month for full-time scholars under
Junior Research Fellowship
and Rs 30,000 for
Senior Research Fellowship
per month. Mangalore University has about 78 SC/ST PhD scholars on campus.
The PhD scholars said it is difficult to survive without the funds and it hampers their research work. "There is no clear communication from the finance office on when it (the pending amount) will be credited to our accounts," a research scholar said.
Another research scholar complained that the office sends back their claim bills citing unnecessary queries and finds fault in their claims. "As a result, we are frequently running to the administrative block to clear it," the scholar complained.

An official from the special officer SC/ST cell section at MU maintained that the delay is due to the varsity experiencing financial issues. Meanwhile, the fellowship of those scholars who recently joined and whose details have been sent to the finance official will be approved in a few days.
There was an attempt to cut down the current Rs 25,000 scholarship to Rs 10,000 per month to bring relief to the financial status of MU. However, it was opposed by the syndicate members, who advocated continuing the old practice. "It was proposed by the MU officials; however, it was opposed by syndicate members," said an official from the finance department of MU.
MU's finance officer Y Sangappa said the fellowship was not paid for the past four months and it will be done soon. "Last payment was done in December. The reasons are that some scholars were moved from JRF to SRF as they completed three years. Some scholars have not submitted the bills properly. However, the fellowship amount will be processed soon," he said.

We inaugurated our new office at Hitech City in Hyderabad on Friday, he said. Currently, we have set up 170 GCCs with Rs 20,000 crore investments in different parts of the country and almost close to 2 lakh employees who work for these 170 different centres. In the next five years we'll see more emerging tier two cities that will start picking up, he said. The newly inaugurated Hyderabad centre capacity is 2,000. We're also one of the largest infrastructure companies in India, because every time a GCC comes in, they need office space. He said that we have almost 12 million square feet of space that we manage for these companies in setting up these centres. Our primary business is helping large global multinationals to set up their centres in locations like India, where we have set up centres in Bangalore, Hyderabad, Pune, and NCR area. He said that we are also actively growing in Chennai (Tamil Nadu), where we are going to set up a GCC with Rs 50 crore-odd investments with a private partnership, and also Visakhapatnam in Andhra Pradesh. The Chennai GCC is also beginning with the fourth quarter of 2025, he said. We recently announced a partnership with the Andhra Pradesh government to set up GCC innovation campus in the Madhurawada IT cluster in Visakhapatnam, and it is actually the first time this centre has been developed under Public Private Partnership (PPP), he said the centre will come up next year and is expected to generate over 10,000 jobs over the next five years. Without disclosing investments in Vizag GCC centre, he said the Vizag innovation campus will become a preferred destination for leading global enterprises, he informed. This could be the most significant review since the scheme was announced on July 1, 2017, eight years ago. According to reports, a sweeping reassessment of tax rates on consumer goods, which are currently taxed at the highest slab, and compensation cess might be among the top agenda items of the forthcoming meeting. Moving pure term insurance policies from the current 18 per cent rate to a zero-tax bracket can also be a top proposal on the council's table. The life insurance sector has been demanding a 12 per cent basket, but the Centre seems willing to go further to help middle-class consumers, according to reports. The council may consider moving the life insurance to a zero-tax bracket from the current rate, the reports stated. Health insurance buyers may anticipate some relief as well. Scrapping the 12 per cent GST slab entirely could be under discussion. The development could lower taxes on a variety of items. For over a year, discussions have been going on to simplify the GST, but no progress has been made. Meanwhile, in June this year, India collected Rs 1.85 lakh crore in Goods and Services Tax (GST), a 6.2 per cent increase over the same month the previous year. Despite a strong increase to stay above Rs 1.8 lakh crore, collections fell short of the record highs of Rs 2.37 lakh crore in April and Rs 2.01 lakh crore in May. The government said that the collections have doubled over the last five years to reach a record Rs 22.08 lakh crore in FY25, up from Rs 11.37 lakh crore in FY21, as the GST marked its eighth anniversary of implementation. Under the GST regime, the number of taxpayers has more than doubled over the past eight years, from 60 lakh to over 1.51 crore.

COIMBATORE: After years of planning and delays, the much-anticipated widening of the Sathyamangalam Road in Coimbatore is finally set to take off in the coming weeks. In the first phase, the National Highways wing of the State Highways Department will widen a four-kilometre stretch from Kappi Kadai bus stop to Kurumbapalayam on Sathy Road at an estimated cost of Rs 40 crore. Speaking to TNIE, a senior highway department official said that the contract for the work has already been awarded, and a work order will be issued to the contractor shortly. "The construction work is expected to commence within a month," he said. The larger plan involves widening the entire 96-km-long Sathy Road, from Kurumbapalayam to Kakanallah on the Tamil Nadu-Karnataka border. Initially spearheaded by the National Highways Authority of India (NHAI), the project was later handed over to the National Highways wing of the State Highways Department's Coimbatore division in 2022. In May 2023, the Union Government sanctionedRs 639.18 cr for acquiring approximately 650 acres necessary for the expansion. However, the land acquisition (LA) process hit a roadblock due to administrative delays, particularly the absence of a special team led by a dedicated District Revenue Officer (DRO) for the project work. The acquisition work picked up momentum with the formation of the team around six months ago. Despite the progress, the project has drawn strong opposition from farmers and industrialists, particularly in the Annur region. The release of the land acquisition notification on February 26, 2025, triggered widespread anxiety among property owners, who fear the loss of fertile agricultural land, residential plots, and commercial establishments. Environmental activists and local stakeholders have called for alternative solutions, including widening the existing NH 948 or constructing bypass roads through less populated areas. They have also demanded greater transparency from NH officials on compensation packages, environmental assessments, and rehabilitation plans. While these concerns remain unresolved, the highway department has chosen to begin work on the Kappi Kadai-Kurumbapalayam stretch, where no land acquisition is required.
