
SC peruses CFSL report on audio tapes allegedly featuring ex-Manipur CM Biren Singh, suggests fresh report
The Supreme Court on Monday (May 5, 2025) perused a sealed cover report submitted by a central forensic science laboratory on the veracity of audio recordings allegedly 'establishing complicity' between former Manipur Chief Minister N. Biren Singh and the ethnic violence in the northeastern State which led to the loss of many lives.
A Bench of Chief Justice Sanjiv Khanna and Sanjay Kumar was informed by Solicitor General Tushar Mehta, appearing for the Centre, that the investigation into the allegations were also continuing separately. 'Peace is prevailing in the State. The investigation will go on, no doubt,' Mr. Mehta said.
At one point after going through the report, the Bench asked Mr. Mehta to 'talk to the officers' and suggested filing a fresh report.
Later, the court recorded in the order that the Solicitor General would take instructions anew on filing a fresh forensic report.
The court relisted the case in the week commencing on July 21.
Advocate Prashant Bhushan, appearing for petitioner-NGO Kuki Organisation for Human Trust, referred to the prayer in the petition for a court-monitored investigation by a Special Investigation Team into leaked audio clips.
'But now we have the President's rule there [Manipur],' the Chief Justice remarked.
Mr. Bhushan indicated that may not be enough.
The senior lawyer had in an earlier hearing submitted that Truth Labs report of the audio tapes showed '93% chances that it is his (Mr. Singh) voice'.
Mr. Mehta had however sought to dismiss the submission by Mr. Bhushan, saying Truth Labs was a private organisation. Mr. Bhushan had responded that Truth Labs reports were extensively used in court as evidence.
The NGO, also represented by advocate Cheryl D'Souza, alleged the 'Chief Minister of Manipur [now the former] was instrumental in inciting, organising and thereafter centrally orchestrating the large-scale murder, destruction and other form of violence against the Kuki-dominated areas in Manipur'.
'In 2023, violence broke out in Manipur due to the clash between the majority Meitei community and the tribal Kukis. Thereafter, in August 2024, an audio of approximately 48 minutes allegedly recorded in a closed door meeting with the Chief Minister was published in various newspapers. The recorded conversation prima facie shows the complicity and the involvement of the State machinery in violence against KukiZo community,' the petition has claimed.

As illness kept Punjab Chief Minister Bhagwant Mann away from a party meeting convened by the Joint Parliamentary Committee under chairmanship of PP Choudhary in Chandigarh on Saturday, his Cabinet colleague and Finance Minister Harpal Cheema and party's state president Aman Arora registered the Punjab government's strong objection to the Centre's proposal, describing it as 'a direct assault on the fundamental structure and spirit of the Constitution of India as framed by Babasaheb Dr Bhim Rao Ambedkar'. However, Mann, later in the evening, virtually addressed a rally in Ludhiana ahead of the by-election on June 19. A Punjab Congress delegation led by PCC president Amrinder Singh Raja Warring, Leader of the Opposition Partap Singh Bajwa and PCC general secretary (organisation) Capt Sandeep Sandhu presented the party's case before the committee. 'We tell the committee that the idea of 'One Nation, One Election' goes against the basic concept of federalism that has been guaranteed by the Constitution of India. Besides, it also goes against the basic structure of the constitution,' Warring told reporters after the meeting. Noting that the parliamentary and Assembly elections are held on entirely different issues, Warring said, 'The idea of imposing simultaneous elections to the Lok Sabha and the state Assemblies will mean imposing dictatorship by default.' Warring said regional and local issues which get prominence during the Assembly elections would be ignored and crushed and that regional and local aspirations would get muzzled down. Cheema told The Indian Express, 'We have told the committee today this proposal is unacceptable. We have lodged a strong protest. This proposal is akin to leaving the state at the mercy of the Centre, led by a certain political party while federal structure allows the state to have its own government and have a control on all its situations.' Reaffirming the 'unwavering commitment' of the Punjab government and the AAP to upholding the Constitution, Cheema said the state government and the AAP would oppose the bill in writing to protect the rights of the states against centralised overreach. Addressing the media, flanked by Arora, Cheema said, 'This proposal is a hidden agenda designed to destroy the federal structure of the nation as enshrined in the Constitution of India, meticulously architected by Baba Saheb Dr Bhim Rao Ambedkar.' Referring to the amendments in the proposed Bill, Cheema said the suggested amendments would effectively render the tenures of state assemblies subject to the discretion of the Union government, an alarming overreach incompatible with the federal framework enshrined in the Constitution. He said this bill would further encourage the misuse of Articles 356 and 360 by the Union government. 'As per section 5 of part 2, If the Election Commission is of the opinion that the elections to any Legislative Assembly cannot be conducted along with the general election to the House of the People, it may make a recommendation to the President, to declare by an order, that the election to that Legislative Assembly may be conducted at a later date. Citing this amendment, Cheema said, 'The BJP's proposal will ultimately backfire, as it enables the Union government to conduct state elections at its convenience a year or two after general elections, rather than fulfilling the purpose of the proposal as being publicised.' The PCC president said, 'Different reasons cited in favour of 'One Nation One Election' are also baseless. The argument that imposition of Model Code of Conduct hurts welfare schemes or development works is also baseless.' He pointed out that the pre-existing schemes and projects continue during elections and in any case the Election Commission can always approve any disbursements of pre-existing schemes. 'One issue about synchronising the various states and the parliamentary election is that it will require either cutting short the terms of various state Assemblies or prolonging some others,' he said. Warring said to meet the objectives of simultaneous elections, tenures of some state assemblies, including Tamil Nadu and Kerala, will be curtailed by more than two years, and tenure of state assemblies like Uttar Pradesh and Uttarakhand be extended by more than two years. He said the Constitution nowhere authorises the Union government to dissolve the state Assemblies or to suspend the state governments, except under the emergency clauses.

PM has energy for foreign tours, but no empathy to visit Manipur: Congress
Taking a swipe at Prime Minister Narendra Modi over his three-nation tour, the Congress on Sunday said he has all the energy, excitement, and enthusiasm -- '3 Es' -- for such visits and asked can he not summon up a 4th E -- empathy -- for going to Manipur "where the people's suffering continues unabated". The opposition party also said this is Modi's 35th trip abroad since May 2023 and it was "pathetic of the PM to treat Manipur in this awful manner". "The Prime Minister leaves for Cyprus, Canada, and Croatia this morning. There was a time when he boasted about his knowledge of algebra by spouting the (a+b)^2 equation as applicable to India and Canada. But things went horribly wrong thereafter," Congress general secretary in-charge communications Jairam Ramesh said in a post on X. "When it appeared that Canada was dragging its feet on the invite to India, Mr. Modi's drum beaters proclaimed that he would not go even if like always, he stands exposed," Ramesh claimed. The Canadian prime minister has said that India has been invited to the G7 Summit along with a number of other non-G7 countries because India is the fifth largest economy in the world, Ramesh pointed out. "Perhaps Mr. Modi can remind him that according to the Niti Aayog CEO, India became the world's third largest economy on May 24, 2025," the Congress leader said. The Congress has been attacking the prime minister for not visiting Manipur besides slamming the Centre for its handling of the situation in the ethnic strife-torn northeastern state. More than 220 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023. The Congress last week had accused Prime Minister Modi of "insensitivity" to the suffering of people in the state. Ramesh had said the suffering of the people of Manipur is not only of the state and the northeastern region but of the entire country. The Centre had on February 13 imposed President's rule in the northeastern state after Chief Minister N Biren Singh resigned. The state assembly, which had a tenure till 2027, has been put under suspended animation. Prime Minister Modi on Sunday morning embarked on a three-nation tour during which he will take part in the G7 Summit in Canada, and visit Cyprus and Croatia to shore up India's bilateral cooperation with these two countries. Modi will first be in Cyprus at the invitation of the country's president, Nikos Christodoulides. In the second leg of his visit, Prime Minister Modi will travel to Kananaskis in Canada on June 16-17 to participate in the G7 Summit at the invitation of Canada Prime Minister Mark Carney. In the final leg of his tour, Modi will undertake an official visit to Croatia on June 18 at the invitation of the prime minister of the European country, Andrej Plenkovic.

Basavaraj Bommai accuses CM Siddaramaiah of making false statements on funds

Bommai said that Chief Minister Siddaramaiah is making political statements against the Union Government as he is unable to allocate funds for the guarantee schemes. Prime Minister Narendra Modi increased the Central grant share from 32% to 42%, Bommai said, and added that though Siddaramaiah is aware of it, he deliberately conceals. Accusing Siddaramaiah of repeatedly making false statements, Bommai, a former chief minister, said that during the discussions on the 14th Finance Commission, five Congress ministers were present, but they failed to advocate effectively for the state, and are now trying to cover up their mistakes with such statements. The former chief minister said that the state has already received as much as it got during the 14th Finance Commission period, and funds will continue to come. During the UPA regime, Karnataka got only Rs 700 crore for Railway projects, he said. 'This year, the Centre has allocated Rs 7,700 crore. However, the state government is unable to provide the matching grants,' Bommai said. Caste survey On the proposed caste survey, Bommai said that the authority to conduct a caste survey lies with the Union Government and Chief Minister Siddaramaiah is trying to mislead the backward classes. Bommai said that Siddaramaiah was in a tight spot over the issue, and the high command had to step in to rescue him.
