vertical gardening requirements for buildings with high floor space index (FSI), town and country planning minister Vishwajit Rane said.
The new regulations will require all buildings with 250 or higher FSI to incorporate vertical or terrace gardening systems.
Rane said an official notification of the vertical forest guidelines is expected soon. Occupancy certificates will be issued to buildings only upon full compliance with these new requirements, he added.
Apart from the vertical gardening mandate, Rane outlined plans to revise FSI restrictions to accommodate essential infrastructure needs.
Exemptions from FSI calculations up to a certain extent of the height of a building could be considered specifically to allow for parking facilities and other public amenities like a community hall, he said.
The announcement came as Goa launched an ambitious afforestation drive under the 'EkPedMaaKeNaam' campaign, which aims to plant 5 lakh trees across the state over the next three to four months.
The first phase began on Thursday with 500 trees planted at Sonsoddo, a place that was once a legacy dump, which will now be home to 65,000 new trees.
Rane said that within a year, the place will be transformed into a beautiful landscape.
Phase 2 of the tree-planting initiative is scheduled to commence in Aug, with dedicated nodal officers appointed to ensure the smooth execution and continuous monitoring of the programme's progress.
Margao MLA Digambar Kamat, director of municipal administration Brijesh Manerkar, and chairperson of Margao Municipal Council Damodar Shirodkar were among those present on the occasion.
Meanwhile, Bicholim MLA Chandrakant Shetye, on the occasion of World Environment Day, called on farmers to use modern technology to bring their fallow land under cultivation.
'Our ancestral agricultural land is in ruins today and the younger generation of the households are looking for jobs. Our soil has the potential to grow gold,' he said.
In Mormugao, Vasco MLA Krishna Salkar distributed saplings to students from St Joseph Institute, Vasco and surrounding institutions, encouraging them to actively plant and nurture trees.

Operators to lose licence if private vehicles used for rental
Panaji: State govt on Friday decided to issue an ordinance for the licence cancellation of rental car and bike operators who deploy private vehicles for commercial use. Action would be taken against such operators as well as individuals who do not have a licence to run a rental vehicle business but give private vehicles for hire to tourists. 'The transport department will initiate an ordinance for licence cancellation of rent-a-car/bike operators using private vehicles for commercial use,' Sawant said. Last year, the traffic cell of Goa police issued more than 600 challans for using private vehicles for commercial purposes. Once the challan is issued, vehicle owners must appear before court to pay the challan. Sawant chaired a meeting at Police HQ, Panaji, to review these matters and the progress of the border checkpost infrastructure and enforcement readiness. The meeting was attended by the IGP, DIG, transport director, North Goa SP, transport SP, and PWD principal chief engineer. During the meeting, the transport department pointed to the loss to the exchequer due to the use of private vehicles for commercial purposes and the nonpayment of GST. Sawant said that only 10% of private vehicles were identified and challaned for being used for commercial purposes. The transport department noted that the Transport Act was amended in 2018, allowing the main rental car/bike operators to have agreements with their close aides and start the business, but those individuals were exempted from paying GST. Sawant directed the transport department to make necessary changes to address the revenue leakage. On another front, the green initiative 'Ek Ped Maa Ke Naam' is to be implemented at all police stations, Sawant said. Moreover, he said govt is working to build a seamless, transparent, and citizen-friendly mobility and enforcement ecosystem on Goa's borders. Sawant reviewed infrastructure readiness at Patradevi and Keri (North Goa) and Mollem and Polem (South Goa). He discussed land availability for developing way-side public amenities and IOCL petrol pumps, reviewed application development progress by ITG, and rollout plans of the traffic SP. He also deliberated on the public notification strategy, automated border monitoring, and integration with VAHAN. As for rental car and bike operators, revenue minister Atanasio 'Babush' Monserrate blamed them for causing accidents and harming the taxi business in the state. V.O.C. port becomes India's first plastic-free port
V.O. Chidambaranar Port has been declared India's first 'plastic-free' port, according to a press release from V.O.C port authority. At the World Environment Day event held on Thursday on the port premises in Thoothukudi, Susanta Kumar Purohit, Chairperson, VOC Port Authority, and B. Kasiviswanathan, Chairperson, Cochin Port Authority, had jointly unveiled a plaque officially declaring V.O. Chidambaranar Port Authority as a 'plastic-free zone'. The release said reaffirming its commitment to environmental sustainability, the port is upgrading its administration office to meet green certification standards. A 1 MW solar power project is in execution and a 2 MW battery storage system is under active consideration. Additionally, the tendering process has commenced for a 6 MW wind power project and green methanol bunkering facilities. Plans are also underway to sign a Memorandum of Understanding (MoU) with NTPC for the development of an additional 1 MW of green hydrogen plant. Collaborative studies on green corridors are progressing with the European Union and the ports of Singapore and Rotterdam, in coordination with Deendayal Port Authority. Speaking at the event, Mr. Kasiviswanathan emphasised the urgent need to adopt sustainability initiatives to restore and protect the environment. He commended the port for achieving India's first plastic-free port. He also distributed the prizes to the winners of various competitions organised by the port, as part of the 'World Environment Week'. In his address, the Chairperson of the V.O.C Port Authority highlighted the various green initiatives carried out by the port reflecting the port's strong commitment to protecting the environment and building a cleaner, greener future. The event was attended by Rajesh Soundararajan, Deputy Chairperson, P. Kavin Maharaj, Chief Vigilance Officer, and other senior port officials.
