Preparatory work for Census 2027 begins with two-day conference
At the conference, the DCOs were informed about the processes that would have to be followed for the forthcoming Census, the first phase of House Listing Operations and Housing Schedule (HLO) expected to begin April 1, 2026.
Before the first phase begins, a pre-test exercise will be held where tentative questions will be asked by enumerators. The notification for pre-test is likely to be issued in August, a senior government official said.
A pre-test was carried out in 2019 across 76 districts in 36 States and Union Territories, covering a population of over 26 lakh. For Census 2021, which will now be known as Census 2027, as many as 31 questions were notified for the first phase.
A senior government official said that a portal will be launched soon to get real-time information on field work. The DCOs and other senior Census officials will be able to monitor various verticals such as the finalisation of administrative units, preparation of code directories, schedule of training of enumerators, questionnaires for pre-test exercise among others.
This will be the first digital Census and also the first to enumerate caste in independent India. Caste will be counted in the second and the main phase of the Census, which will be conducted in February 2027.

The Census India 2027 posted on X on Thursday: 'As a part of #Census2027 preparations, two-day conference of Directors of Census Operations of States and UTs began in Vigyan Bhawan, Delhi today'. The inaugural session was addressed by Union Home Secretary Govind Mohan and Registrar General of India (RGI) and Census Commissioner of India Mritunjay Kumar Narayan.
On June 27, Mr. Narayan had written to Chief Secretaries of all States that the preparations for Census 2027 was underway and any changes to boundaries of administrative units should be effected by December 31, 2025 as the first phase or the HLO begins April 1, 2026. It asked the States to submit the details of changes made to the boundaries till that date.
According to the Constitutional mandate, the first Census after 2026 can be used as the basis to redraw Lok Sabha constituencies. The next General Election is expected to be held in 2029.
On June 16, the RGI notified the process in the Gazette of India.
Around 34 lakh enumerators and supervisors, mainly drawn from officials working with the State governments and 1.3 lakh Census functionaries are expected to be deployed for the exercise.

The Union government's decision to impose a blanket ban on real money gaming (RMG), with the passage of the Promotion and Regulation of Online Gaming Bill in the parliament, has drawn sharp criticism from Karnataka IT minister Priyank Kharge, who called it a 'knee-jerk reaction' that could damage India's digital economy. Over 2,000 gaming startups operate in the country, many of them providing coding, design, and backend services for global platforms. Industry estimates suggest that more than two lakh jobs in IT, AI design, and the creative economy are linked to this ecosystem. The sector has also attracted around ₹23,000 crore in foreign direct investment (FDI) over the past five years, said Kharge. Kharge warned that the ban threatens this entire ecosystem. 'Thousands of people will be unemployed, the gaming talent pool will shrink, and allied sectors like data centres, advertising, and cybersecurity will be hit. If the government is talking about building a $10 trillion digital economy, how does shutting down this vertical send the right signal to global investors?' he said. A senior government official had told HT that the Centre weighed the revenue from online money games against their social costs and concluded that the latter outweighed the financial gains. The official added that 45 crore players have lost ₹20,000 crore to online money games. The government is also of the view that these money games not only create a financial burden but also contribute to behavioural changes like addiction and related suicides among youth. Beyond jobs and revenue, Kharge argued that prohibition will push users to unregulated offshore platforms. Industry observers have also raised similar concerns, pointing out that platforms based in China and Eastern Europe often operate without mechanisms like KYC or tax compliance, raising risks of money laundering, data theft, and even terror financing. The minister said the industry itself has been demanding regulation, not prohibition. 'Addiction won't end by banning platforms. Instead, users will flock to offshore servers where no safeguards exist. If they lose money there, who will they complain to?' he asked. Estimates suggest that India could lose nearly ₹8 lakh crore annually to unregulated foreign operators if players migrate en masse. Government officials have acknowledged that the ban will affect the industry but maintain that companies can reorient themselves towards recreational and casual games that do not involve monetary stakes. Kharge, however, drew a comparison with India's earlier attempt to block pornography websites, saying such bans only drove users to VPNs and unregulated domains. He also criticised the timing of the Online Gaming Bill, describing it, along with other recent pieces of legislation like the the Constitution Amendment Bill, 2025, the Government of Union Territories (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, as a 'diversion' from the Election Commission's ongoing scrutiny of electoral rolls. 'It is common sense that illegal markets will threaten national security. How many URLs can you block? They will just reappear under different domains. And if servers move abroad, they go beyond India's ambit,' Kharge said. HT reached out to IT ministry officials for a comment but did not immediately receive a response.

ONOE will aid India's constitutional goals: Ministers
Union cabinet ministers Arjun Ram Meghwal and Bhupinder Yadav on Thursday voiced strong support for One Nation One Election (ONOE) at a symposium in Delhi, stating that the reform will not only transform the country's economic landscape but also aid in achieving the constitutional goals of social, economic, political justice, equality and fraternity. Speaking at the symposium organised by the organisation Lawyers Voice on 'One Nation One Election: Need of the Hour' at the Delhi high court, Meghwal said that holding simultaneous elections to the Lok Sabha and state assemblies could lead to a 1.5% increase in the country's GDP and accelerate India's progress in becoming the third largest economy. 'We are already the fourth-largest economy in the world, and soon we will become the third-largest. This reform will only accelerate our progress,' he said. The law minister, in his speech, also addressed the concerns about the lack of consensus and clarified that the government consulted 47 political parties in this process. 'A lot of people say that the decision was taken without consultation but we invited 47 political parties and 32 out of 47 agreed. 15 said that they disagree with it. We have the Law Commission's report, the parliamentary standing committee's report of 2015, Niti Aayog has also supported simultaneous elections,' the minister said. Meghwal said that even public opinion is in favour of simultaneous elections. 'We received 5,032 responses through our website, and 3,837 supported One Nation, One Election. This shows that the public, too, wants this reform,' he added. Adding to the discourse, Yadav, while calling elections a means to secure people's mandate, said that ONOE would also ensure better coordination between Centre and the state governments in implementation of developmental reforms. 'Elections are the means to seek people's mandate and work towards the betterment of the country and that is why conducting one nation one election is important. This reform will help strengthen democratic values by ensuring that every citizen's voice—rich or poor—is represented effectively in Parliament,' Yadav said. Also known as simultaneous elections, ONOE proposes aligning the election cycles of the Lok Sabha and State Assemblies by allowing the voters to cast their ballots for both tiers of government on the same day in their constituencies. The proposal was a part of the BJP's 2024 poll manifesto and is backed by Prime Minister Narendra Modi, who argues that it will trim election costs and shift focus to governance. Adityanath carrying forward Kalyan's legacy of good governance, says Pradhan

"In the 1990s, when Uttar Pradesh was in turmoil, he established the foundation of good governance. Today, Yogi Adityanath is carrying forward that same legacy," he said. Paying his tribute to Kalyan on his fourth death anniversary, he said: "Without him, the Ram Janmabhoomi movement would not have gained such strength and success. Kalyan Singh was not just a person or a leader, but an idea and a tradition. In 2004, when I entered Parliament for the first time, Babuji was already there as a Lok Sabha member and the chairman of a parliamentary committee. I had the privilege of working with him closely. " Kalyan's death anniversary also became an occasion for BJP functionaries to attack the opposition parties by drawing a comparison between BJP and them. In reference to the proposed bill which will make it mandatory for the PM, CMs, or Union and state ministers to step down within 30 days of being jailed, the Pradhan said: "It is natural for those who defy the law to be afraid because their parties are filled with criminals." Drawing a comparison, Pradhan recalled how Kalyan Singh had chosen to resign instead of ordering firing on Ram Bhakts during the Ram Mandir movement, while Arvind Kejriwal, even after going to jail on corruption charges, did not relinquish power. He questioned the morality of Congress and its allies on such issues. Referring to Singh's decision to resign, Pradhan said that he performed an act of national pride, but the then Congress govt in the Centre dismissed his govt. Questioning Congress' alliance with AAP, he said: "Did your ally Arvind Kejriwal go to jail for hoisting the tricolour like Uma Bharti? Did he step down for the cause of nationalism like Babuji? No, he went to jail for corruption and still refused to quit office." "Today, the Congress questions why leaders should resign after arrest. Yesterday, the Yuvraj of Congress (Rahul Gandhi) claimed Modiji is bringing a medieval black law. But it is natural for them to fear — because their party is full of criminals," he said. Former Union minister Uma Bharti demanded that the name of Shahjahanpur should also be changed. Hitting out at Akhilesh Yadav, she added: "He says, what is there in a name? How can someone with a mindset of servitude understand the importance of a name? Only those with national self-respect know the value and glory that a name carries."
