Incidents of Naxal violence declined by 81 per cent in 2024 compared to 2010
In a written reply, Minister of State for Home Affairs Nityanand Rai said there has also been a sharp decline in Left Wing Extremists-affected districts from 126 in 2013 to 18 districts in April 2025.
He said to address the LWE problem holistically, a 'National Policy and Action Plan to address LWE" was approved in 2015.
It envisages a multi-pronged strategy involving security-related measures, development interventions, ensuring rights and entitlements of local communities, etc, he said.
He said to encourage Left Wing Extremists to join the mainstream, states have their own 'Surrender cum Rehabilitation" policies.
The Centre also support the states in the endeavour through 'Surrender-cum-Rehabilitation Policy' and reimburses the expenditure incurred by the LWE-affected states on rehabilitation of surrendered cadres.
The rehabilitation package includes an immediate grant of Rs 5 lakh for higher-ranked LWE cadres and Rs 2.5 lakh for other LWE cadres, he said.
The Minister said that in addition, the scheme also provides for incentives for surrender of weapons and ammunition besides imparting training in trade/vocation of their liking with a monthly stipend of Rs. 10,000 for three years.
'The resolute implementation of the policy has resulted in a consistent decline in violence and the constriction of geographical spread. The LWE-related violence incidents and resultant deaths of civilians and security forces, have come down from 2010 by 81% and 85% respectively in 2024," he said.
On a question related to Jharkhand, he said there has been considerable improvement in the LWE scenario, with the number of LWE perpetrated violent incidents in Jharkhand reducing by 92 per cent from a high of 742 incidents in 2009 to 69 incidents in 2024.
'From 1st January, 2024 to 15th July, 2025, 103 LWE-related violent incidents were reported in Jharkhand in which 25 LWE cadres were neutralised, 276 were arrested and 32 surrendered," he said.
The LWE-affected districts in Jharkhand have also reduced from 21 in 2013 to only two in 2025, he said.
'However, seven districts are categorised as Legacy and Thrust Districts, for continued support to the districts taken out of LWE influence," he said. PTI ABS RT RT

Tejasvi Surya flags metro fare hike in Lok Sabha, demands Yellow Line be made operational soon
Tejasvi Surya, Bengaluru South MP, on Wednesday raised concerns in the Lok Sabha over the steep hike in Namma Metro fares and criticised Bengaluru Metro Rail Corporation Limited (BMRCL) for not publishing the fare fixation committee (FFC) report. Speaking during Zero Hour, Mr. Surya said: 'About four months ago, BMRCL hiked metro fares by nearly 130%. Public transport must be affordable for the common man. This hike has significantly reduced ridership.' He demanded that BMRCL make the FFC report public, stressing that transparency is essential in a democracy. 'Despite several requests, the report remains unpublished. I urge the Ministry of Housing and Urban Affairs (MoHUA) to direct BMRCL to release it immediately,' he said. Mr. Surya also called for the early operationalisation of the long-delayed Yellow Line, stating that it is key to addressing Bengaluru's traffic woes. 'The city's infrastructure deficit is growing. Metro expansion is the only sustainable solution,' he added. The 19-km Yellow Line connects R.V. Road to Bommasandra, spanning 16 stations and linking major residential and industrial zones, including Electronics City. Initially set for completion in 2021, the project has been delayed by over four years owing to the lack of metro rolling stock.

Hackers installed malware on laptop of Bengaluru crypto exchange CoinDCX's staffer to steal Rs 384 crore: police
The police investigating the alleged theft of cryptocurrency worth $44 million from CoinDCX, a cryptocurrency exchange operated by Bengaluru-based Neblio Technologies, said on Wednesday that hackers had installed malware on a company laptop used by Rahul Agarwal, an employee of the firm they have arrested over the crime. The police said the hackers installed malware on the pretext of giving Agarwal, a Jharkhand native who had worked with CoinDCX for the past three years, a part-time job. In a police complaint filed on July 22, Hardeep Singh, Vice-President, Public Policy and Government Affairs, Neblio Technologies, said that someone hacked into the company's wallet to transfer cryptocurrency worth $44 million (Rs 384 crore) at around 2.37 am on July 19 to six accounts. A police officer said the hackers tasked Agarwal, who had held a good position in the company, with writing reviews and also gave him other online tasks in return for good money. While Agarwal initially used his personal laptop, he later switched to his office laptop, on which the hackers managed to install the malware without his knowledge, according to the officer. The hackers thus gained access to CoinDCX and diverted money from its wallet. The police officer said, 'Agarwal was totally in the dark about the theft that has happened by hacking into his laptop. It was late for him to realise that he was used as a tool to siphon such a huge amount of cryptocurrency.' An internal investigation revealed that Agarwal had earned about Rs 15 lakh and when the company confronted him, he explained it as income from a part-time job he had been doing. The police are in a dilemma about establishing the money trail as there is barely any regulation on cryptocurrency in India or elsewhere in the world. 'If it was a bank transfer, we could find a money trial. But it seems to be impossible as the origins of the wallets (to which the cryptocurrency was transferred) is also not from India. If the crypto exchanges failed to share the data of the wallets, it would be a tough task,' the officer said. Neeraj Khandelwal, a co-founder of the firm, said during a live session on July 21, 'We've launched a Recovery Bounty Programme, committing 25 per cent of any recovered funds to those who help us. This is a fight against bad actors for the entire industry, and we invite the community to help us.' The bounty would amount to $11 million, around Rs 96 crore, according to the company. The Whitefield CEN police have registered a case under sections 66 (computer-related offences), 43 (penalty and compensation for damage to computer, computer system etc), 66(c) (identity theft) and 66(d) (cheating by personation by using computer resource) of the Information Technology Act as well as 303 (theft), 316 (4) (criminal breach of trust), 318 (4) (cheating), and 319 (2) (cheating by personation) of the Bharatiya Nyaya Sanhita.
