
Govt accelerates eco reforms via Nivesh Mitra 3.0
The proposal was mooted at a meeting chaired by chief secretary SP Goyal on Tuesday, where officials and representatives from key departments came together to assess achievements of the state and outline future action under the Compliance Reduction & Deregulation 2025 initiative. The discussions highlighted the state's commitment towards ensuring simplification of regulations, digital innovation and process re-engineering to promote investments.
Invest UP will lead the implementation of these reforms.
Among major points of discussion was the upcoming launch of Nivesh Mitra 3.0, a major upgrade to the state's single-window clearance system, which currently offers over 525 services across 44 departments. Under the new version, service delivery timelines are expected to reduce by 30% through the simplification of applications and approvals and a reduction in documentation requirements by half.
The state has implemented over 4,675 reforms across 45 departments.
These include over 2,500 business-centric changes, 1,586 citizen service enhancements and 577 decriminalisation measures. The ongoing deregulation campaign, initiated in March 2025, is being steered by the cabinet secretariat's deregulation cell. Reforms will cut across 23 priority areas and 71 sub-priority domains from departments such as housing, urban planning, labour, UPPCL, fire, revenue and Invest UP.
Key reforms include extended validity of licences, adoption of risk-based inspections and policy changes enabling night shifts for women.
The meeting saw discussions on amendment of building regulations to reduce land wastage, removal of outdated restrictions on women in specific industries and streamlining of factory and trade licence renewals. "To further boost investor confidence, the state is drafting two landmark decriminalisation bills that aim to eliminate over 98% of imprisonment clauses in state and concurrent acts," said a govt spokesperson.

1 2 Lucknow: Chief secretary SP Goyal reviewed preparations for the 'Har Ghar Tiranga' campaign on Friday. He stated that 4.60 crore flags would be hoisted across the state and directed officials to ensure that sufficient number of flags were made available to the public. Stressing the need to ensure public involvement to make the event a success, the CS urged officials to include social groups in the event. He mentioned that various events such as the Tiranga festival, Tiranga rally and musical concerts should be organised to foster a spirit of patriotism. "The campaign has been initiated to instil patriotism among people. People should be encouraged to become volunteers and upload 'Har Ghar Tiranga' selfies through social media, radio, TV and local promotional channels," the CS said. He instructed district officials to ensure the participation of public representatives, social workers, distinguished citizens, self-help groups, NGOs, village councils, youth organisations, local clubs and students in the events. He directed them to launch a cleanliness drive during the campaign period under the Swachh Bharat Mission. The CS emphasised that the national flag, made of khadi, should be hoisted at all govt offices and educational institutions. The flags should be sourced through Khadi and Village Industries. He asked district officials to coordinate with NGOs, small industries and private sewing centres to increase flag production. The CS said the deadline for sending nomination for the Padma Awards was Aug 31, 2025, and each district should forward names of six talented individuals related to sports, education or other fields. GBC-5: UP govt wants investors to look beyond Greater Noida
As the Uttar Pradesh government is getting ready for the fifth Ground Breaking Ceremony (GBC-5) proposed in November, it is flooded with requests from investors for allotment of land in Greater Noida, while large chunks of land in Bundelkhand region are available. The government aims to roll out projects worth ₹ 5 lakh crore, with the figure likely to reach ₹ 10 lakh crore by the time of the event at the fifth GBC, said state industrial minister Nand Gopal Gupta 'Nandi. (HT file) In the last four GBCs, Greater Noida has turned out to be a favourite destination for investors. This preference is not without reason. Due to proximity to New Delhi and now the upcoming Jewar airport, it is the first choice for investors. 'To tackle this issue, the government has earmarked Greater Noida region for Data Centre and IT companies. In the GBC-5, the government wants to give a push to the Bundelkhand region where large chunks of land are available,' a senior state government official said. 'In the forthcoming GBC, regions that have attracted less investment will be in focus . The government wants to bring more investment into the Bundelkhand region which is among six nodes of the Defence Industrial Corridor,' the official added. In the GBC-5, the government is also likely to introduce new concessions for entrepreneurs setting up their units in B-category towns across the state. 'Investors need to look beyond Greater Noida. For this, more concessions will be given to them in this fifth ground breaking ceremony proposed in November if they set their units in small towns across the state,' state industrial development minister Nand Gopal Gupta 'Nandi' said. 'Bundelkhand is one such region where the government wants to focus on the pharma sector and solar power plants as these sectors need large chunks of land. In this region, land is easily available,' the minister added. 'The government aims to roll out projects worth ₹5 lakh crore, with the figure likely to reach ₹10 lakh crore by the time of the event at the fifth GBC,' he said. 'The GBC-5 is set to be another major milestone in turning investment proposals into reality,' he added. Uttar Pradesh has hosted two investor summits to date. The first, held in 2018, attracted investment proposals worth ₹4.28 lakh crore, while the second, in 2023, set a record with proposals of ₹33.50 lakh crore. To ensure these proposals are implemented efficiently, the government has been conducting GBCs as a key mechanism for fast-tracking projects. For the GBC-5, the Invest UP has started listing out projects that have reached the production stage. According to Invest UP, more than 8,000 projects out of 16,000 have already begun commercial operations, while the rest are at various stages of implementation.

ED raids close aides of suspended Invest UP boss in graft case
Lucknow: The enforcement directorate (ED) on Thursday conducted multiple raids in Lucknow at premises linked to Nikant Jain, a close associate of suspended Invest UP CEO Abhishek Prakash, in connection with a money laundering probe related to alleged commission demands for approving a solar power project. Tired of too many ads? go ad free now According to officials, ED teams accompanied by paramilitary forces searched the residences of Nikant Jain in Viram Khand, his associate Saurabh Seth in Vishal Khand, and a hotel in Niralanagar. These raids were carried out under the Prevention of Money Laundering Act (PMLA) and yielded several incriminating documents which are being analysed. The ED is probing whether a Rs2.5 crore cheque issued by Rajendra Singh to Jain was a disguised bribe for securing official clearance for a solar project. Singh reportedly told investigators that the cheque was issued for purchasing a property from Jain but was unable to provide any concrete details regarding the transaction, raising further suspicion. During the raids, Saurabh Seth, who is listed as a director in one of Jain's firms, claimed he was initially an employee and was later made director. However, ED officials discovered that Seth is listed as a director in at least five companies, including two directly linked to Jain. At the time of the raid, Jain's wife was present at the residence but denied any knowledge about her husband's business operations. ED officials seized documents from both the residence and Jain's office. Raids and questioning continued till late Thursday night. Jain was previously arrested by the Lucknow police in connection with a bribery case where a 5% commission was allegedly demanded to approve a solar energy project by the company Solar P-6 under the state-run Invest UP platform. The controversy led to the suspension of then-CEO Abhishek Prakash. The state govt had handed over the probe to a three-member SIT, which later filed a chargesheet against Jain.
