Ensure strict vigil for CET exams on July 26, 27, says Haryana CM Saini
This will enable timely suspension of internet services in sensitive areas, if required, and help ensure that the examination is conducted in a completely peaceful and fair manner.
Approximately 13.48 lakh candidates will appear in the CET examination at 834 centres.
The Chief Minister was chairing a meeting here to review arrangements regarding the CET examination.
An official statement quoting the Chief Minister said this is the first time the CET examination is being conducted on such a large scale by the Haryana Staff Selection Commission (HSSC).
He instructed that videography of the entire process, from the storage of question papers to their arrival at the examination centres, must be ensured to maintain transparency.
CM Saini said stringent measures should be taken to prevent the presence of any anti-social elements around examination centres.
In addition, social media should be closely monitored to ensure that any attempt to spread rumours or misinformation related to the examination can be promptly identified and prevented.
The Chief Minister said while ensuring sufficient availability of buses during the CET examination, the Transport Department should also make adequate arrangements for public transport in view of the upcoming Teej festival. This will help ensure that citizens across the state do not face any inconvenience.
He also appealed to the public to avoid unnecessary travel on July 26 and 27, the days of the CET examination, to maintain a smooth and uninterrupted traffic system.
The Chief Minister further instructed the district administration to make special arrangements in districts from where buses have to travel more than 100 km to reach the examination centres.
He also directed to keep reserve buses ready to handle any emergencies. In addition, the Chief Minister said 112 emergency response services should be integrated into the transport arrangements for both examination days to ensure timely assistance, if required.
All candidates should be facilitated to reach their examination centres at least 30 minutes before the scheduled time, CM Saini said.

Chandigarh: The appointment of Chinmai Garg, a young Haryana Civil Service (HCS) officer of the 2023 batch, as secretary of the Haryana Staff Selection Commission (HSSC) has come under the scanner of the Punjab and Haryana high court. The court had earlier asked the state govt to appoint an experienced person to the post. The court granted two weeks to the counsel of the Haryana govt to get instructions about the experience of the new incumbent, with respect to conducting exams like the controller of examination (CoE) of any state university. Justice Harkesh Manuja passed these orders while hearing a contempt petition filed by one Dhana Ram. During the hearing on Aug 4, the state counsel referred to an office order dated Aug 3, issued by the secretary, Haryana, whereby Garg was posted as secretary, HSSC, as well as controller of examination, HSSC. The court observed that the order dated May 31, 2024, passed by the court, showed that a direction was issued to the chief secretary, Haryana, to take steps to appoint a suitable candidate as secretary of the HSSC, who was experienced in conducting exams as the controller of examination of a state university. The relevant portion of the May order read: "Keeping in view our finding relating to conducting of examination without declaring the result of CET finally by the commission, we direct the chief secretary, Haryana, to take steps to appoint a suitable candidate having experience of conducting examinations as secretary of the Haryana Staff Selection Commission like the controller of examination of any state universities. " The next hearing is scheduled for Aug 20.

J&K government declares 25 books on Kashmir forfeited for exciting secessionism and endangering sovereignty of India
The Home Department of the Jammu and Kashmir government has issued a notification declaring 25 books on Kashmir as forfeited for allegedly exciting secessionism and endangering sovereignty and integrity of India. The books have been banned under section 98 of Bharatiya Nagarik Suraksha Sanhita 2023 and sections 152, 196,197 of Bharatiya Nyaya Sanhita. Some of the authors whose books have been banned include A G Noorani, Sumatra Bose, Arundhati Roy, Maulana Maududi, Pankaj Mishra, Victoria Schofield, Stephen P Cohen, Hasan ul Bana, David Devdas, Hafsa Kanjwal and others. The books have been published by some prominent houses including Oxford University Press, Routledge, Stanford University Press, University of Pennsylvania Press, Harper Collins, Cambridge University Press, Penguin India and other publishing houses. The notification issued by the Home Department, which is under the Lieutenant Governor Manoj Sinha,stated that it has come to the notice of the government that certain literature propagates false narrative and secessionism in J&K. 'Available evidence based on investigations and credible intelligence unflinchingly indicate that a significant driver behind youth participation in violence and terrorism has been the systematic dissemination of false narratives and secessionist literature by its persistent internal circulation, often disguised as historical or political commentary, while playing a critical role in misguiding the youth, glorifying terrorism and inciting violence against Indian State,' read the notification issued on August, 5, 2025, also the sixth anniversary of the abrogation of Article 370 and 35 (A) and downgrading of the J&K into the two Union Territories of J&K and Ladakh. The notification states that this literature would 'deeply impact the psyche of youth by promoting culture of grievance, victim hood and terrorist heroism.' 'Some of the means by which this literature has contributed to the radicalization of youth in J&K include distortion of historical facts, glorification of terrorists, vilification of security, religious radicalization, promotion of alienation, pathway to violence, terrorism, etc,' read the notification. The notification mentioned that 25 books have been identified that propagate false narrative and secessionism in J&K and need to be declared as 'forfeited' in terms of Section 98 of Bhartiya Nagarik Suraksha Sanhita 2023; and whereas; the identified 25 books have been found to excite secessionism and endangering sovereignty and integrity of India, thereby, attracting the provisions of sections 152, 196 & 197 of Bhartiya Nyaya Sanhita 2023. 'Now, therefore, in exercise of the powers conferred by section 98 of the Bhartiya Nyaya Sanhita 2023, the Government of Jammu and Kashmir hereby declares publication of 25 books, forming Annexure 'A' to this Notification, and their copies or other documents to be forfeited to the Government', the notification added. J&K govt. declares 25 books on Kashmir ‘forfeited'
The Jammu & Kashmir government on Wednesday (August 6, 2025) declared 25 books, many by prominent writers such as A.G. Noorani, Sumantra Bose, Arundhati Roy and Ayesha Jalal, as 'forfeited for propagating false narrative and secessionism' in J&K. The Home Department invoked Section 98 of the Bhartiya Nagarik Suraksha Sanhita 2023 to categorise the 25 books as 'forfeited'. Their circulation will be stopped. 'The identified 25 books have been found to excite secessionism and endangering sovereignty and integrity of India, thereby, attracting the provisions of Sections 152, 196 & 197 of Bhartiya Nyaya Sanhita 2023,' the Home Department said in an order. 'Available evidence based on investigations and credible intelligence unflinchingly indicate that a significant driver behind youth participation violence and terrorism has been the systematic dissemination of false narratives and secessionist literature by its persistent internal circulation, often disguised as historical or political commentary, while playing a critical role in misguiding the youth, glorifying terrorism and inciting violence against Indian State,' it read. It said this literature would deeply impact the psyche of youth by promoting a culture of grievance, victimhood and terrorist-heroism. The books declared as 'forfeited' include Independent Kashmir by author Christopher Snedden; The Dispute 1947-2012 by author A.G. Noorani; Kashmir at Cross Roads (Inside a 21st Century Conflict) by Sumantra Bose; Kashmir & the future of South Asia by Ayesha Jalal and Sugata Bose; Azadi by Arundhati Roy; Confronting Terrorism by author Stephen P. Cohen among others. Two books by Islamic scholars, Imam Hasan Al-Bana and Moulana Moudadi, were also in the list.
