
‘Not feasible': Parliament panel asks Centre to review NCTE draft regulations
The panel recommended the Centre to hold extensive consultations with states to align the framework with their recruitment systems and uphold the federal nature of education to avoid litigations.
Parliamentary standing committee on education, women, children, youth and sports in its report on review of NCTE's functioning presented to Parliament on August 8, has also opposed moves in the draft rules to phase out the four-year Bachelor of Elementary Education (B.El.Ed.) from the 2026–27 academic session in favour of the Integrated Teacher Education Programme (ITEP). It has also suggested upgrading the B.El.Ed. curriculum, expanding it to more institutions, and safeguarding the faculty and infrastructure developed over decades, particularly in women's colleges and institutions.
NCTE had released the Draft Regulation, 2025, to the public in February 2020 for inputs and suggestions. The draft rules outline new norms and standards for teacher education programmes like ITEP, in line with NEP's 5+3+3+4 school structure: the foundational stage (three years of pre-school/Balvatika plus Classes 1 to 2), the preparatory stage (Classes 3 to 5), the middle stage (Classes 6 to 8), and the secondary stage (Classes 9 to 12).
The Committee, led by Congress Rajya Sabha MP Digvijaya Singh, said having separate teachers for pre-primary to Class 2 and for Classes 3 to 5, is impractical under state recruitment rules, and recommended two broad categories instead — generalist pre-primary or primary teachers who can teach all subjects till Class 5 and subject-specific middle or secondary teachers.
'This approach would allow teachers to work across multiple stages and subjects, which will reduce deployment inflexibilities and imbalances in demand or supply of teachers. A primary teacher can teach classes 1 to 5 with a focus on foundational skills, while secondary teachers can cover classes 6 to 12 with subject expertise,' the committee said while recommending the education ministry's department of school education and literacy (DoSEL) and NCTE to review draft rules in view of various concerns 'regarding hyperspecialization and segmentation of teachers' education'.
Observing that education finds mention in the Concurrent List of the Constitution, the committee asked the DoSEL to 'uphold the federal nature' of teacher education and hold extensive, consultative meetings with the states before changing teacher education structure and align the NCTE draft rules 2025 with the recruitment rules of various states to avoid litigation.
The Committee said each teacher education programme has evolved over decades, warning that ending them based on factors like institution numbers or structural fit is 'a short-sighted approach that risks dismantling a proven program.' It urged the government to back B.El.Ed. and allow multiple models, and avoid shutting down successful programmes.
Introduced first by Delhi University (DU) in 1994, the four-year B.El.Ed. degree programme has been adopted by approximately 30 colleges and universities across India. In line with NEP 2020, the NCTE launched the ITEP in the 2023–24 academic session as a four-year dual-major programme that combines teacher education with a chosen disciplinary subject.
The Parliament panel also raised concerns about ITEP.
The Committee noted that 92% of Teacher Education Institutions (TEIs) are private and often lack infrastructure, faculty, and academic rigour, 'compromising quality and multidisciplinary integration.' It recommended the government to establish at least one well-equipped public sector multidisciplinary TEI in every district under ITEP.
The ITEP, launched in 2023–24 in 57 TEIs, has expanded to 19 central universities, 21 state universities, 7 National Institute of Technology (NITs), 3 Indian Institute of Technology (IITs), and 14 colleges by 2025-26, with admissions through NCET conducted by the National Testing Agency (NTA).
In its Draft NCTE (Recognition Norms and Procedure) Regulations, 2025, the council also announced four specialised ITEP programmes — ITEP Yoga, Physical Education, Sanskrit Education, and Art Education — which will also be offered from the 2026-27 academic session.

NC, PDP flay Centre's stand on L-G's powers to nominate 5 MLAs to J&K Legislative Assembly
Several Jammu and Kashmir parties, including the ruling National Conference (NC) and the opposition Peoples Democratic Party (PDP), on Monday (August 11, 2025) flayed the Centre's stand on powers of the Lieutenant Governor (L-G) to nominate five MLAs to the Jammu and Kashmir Legislative Assembly without the elected government's 'aid and advice'. 'When Jammu and Kashmir has an elected government with an absolute majority, bypassing it to let the L-G handpick members is not governance, it is contempt for the people's mandate. It strikes at the heart of parliamentary democracy, ignores the constitutional spirit of 'aid and advice', and sets a dangerous precedent where unelected appointees can rewrite the people's verdict,' ruling NC leader and MLA Tanvir Sadiq said. Former Chief Minister and PDP president Mehbooba Mufti also expressed her dismay over the Centre's stand. 'The Government of India's decision to nominate five MLAs in Jammu and Kashmir after holding elections is a blatant subversion of democratic principles. Nowhere else in the country does the Centre handpick legislators to override the public mandate. In India's only Muslim-majority region, long marred by conflict, this move feels less like governance and more like control,' Ms. Mufti said. Kashmir, despite having a larger population, was given only one additional seat, while the other region got six seats. This arbitrary process compromised the fairness of our electoral system,' he said. Mr. Tarigami said the provision for nominating members, 'especially by an unelected L-G, will 'further worsen the situation'. 'Nomination itself is contrary to the principle of an electoral democratic process, and in the present context, it openly indicates designs to weaken democratic representation in Jammu and Kashmir,' Mr. Tarigami said. According to amended Section 15 of the Jammu and Kashmir Reorganisation Act, 2019, the L-G has powers to nominate five members — two women, two Kashmiri Pandits and one Pakistan-occupied Jammu and Kashmir resident — to the Assembly. Most parties opposed the move and alleged that in case of a hung Assembly, the five MLAs may tilt the balance and the ruling party in the Centre will benefit from it. The L-G powers were contested before the High Court. The Hindu on August 10 reported that the Union Ministry of Home Affairs had submitted its position and supported the L-G's powers to nominate five members to the Jammu and Kashmir Legislative Assembly without the government's 'aid and advice'. The Ministry said the nominations were 'outside the realm of the business of the elected government of Jammu and Kashmir'.

New I-T Bill restores exemption for anonymous donations to trusts, TDS refund claim filing procedure
New Delhi, Aug 11 (PTI) The new Income Tax Bill, passed by Lok Sabha on Monday, has retained the provisions regarding ITR filing for TDS claims and tax exemptions for anonymous donations made to all religious-cum-charitable trusts, as in the existing tax laws. The original Income Tax Bill, which was brought in Parliament in February, had done away with this exemption and the ITR filing flexibility for claiming TDS refunds. Income Tax (No.2) Bill has added the word "profession" in clause 187 to enable professionals with total receipts exceeding ₹ 50 crore in a year to have the facility of prescribed electronic modes of payment. Additionally, the provisions related to carrying forward and setting off of losses have been re-drafted for improved presentation. As regards the TDS correction statements, the time period for filing statements has been reduced to two years from six years in the Income Tax Act, 1961. "This is expected to reduce the grievances of deductees substantially," sources in the Central Board of Direct Taxes (CBDT) said. Income Tax (No.2) Bill, which will replace the Income Tax Act, 1961, incorporates almost all the recommendations of the Select Committee which submitted its report to Parliament on July 21. The original Income Tax Bill, 2025, was introduced in the Lok Sabha in February and was referred to the Committee. The Select Committee had suggested restoration of the provisions of Income Tax 1961 with regard to taxation of donations to non-profit organisation (NPOs) or charitable trusts. With regard to NPOs, the government in the new bill has exempted from tax anonymous donations received by purely religious trusts. However, such donations received by a religious trust that may also have other charitable functions, like running hospitals and educational institutions, will be taxed as per law. Clause 337 of the Income Tax Bill, 2025, proposed a flat 30 per cent tax on anonymous donations received by all registered NPOs, with a narrow exemption extended only to those established wholly for religious purposes -- a "significant divergence" from the existing I-T Act. The Income-tax Act, 1961, provided a more comprehensive exemption: anonymous donations were not taxed if received by any trust or institution created or established wholly for religious and charitable purposes, unless such a donation was specifically-directed towards a university, educational institution, hospital, or medical institution run by that same trust or institution. CBDT sources said, "Provisions relating to taxation of anonymous donation (in Income tax(No.2) bill) have been aligned with the existing provisions of the Income-tax Act, 1961 and exemption has been made available to mixed object registered non-profits organisation also." Another point with regard to taxation of NPOs as flagged by the Committee was the proposal to tax 'receipts' of NPOs. The Committee opposed taxing 'receipts' as it contravenes the principle of real income taxation under the Income Tax Act. It recommended reintroducing the term 'income' to ensure only net income of NPOs is taxed. CBDT sources said, "The concept of receipt has been changed with the concept of income as was there in the Income-tax Act, 1961". With regard to the refund of TDS claims by individuals who are otherwise not required to file tax returns, the committee suggested the removal of the provision in the Income Tax Bill that makes it mandatory for an assessee to file I-T returns within the due date. The Income Tax (No.2) Bill does away with the requirement and provides "flexibility" to individuals by allowing refund claims in cases where the return is not filed in due time with the omission of Clause 263(1)(ix). Also, the amendments made by the Taxation Laws (Amendment) Bill, 2025, which was passed by the Lok Sabha on Monday, have also been made part of the new income tax Bill. Accordingly, the new income tax bill includes a provision related to tax exemptions for subscribers of the Unified Pension Scheme (UPS). It also incorporates changes in the scheme of block assessment with regard to Income Tax search cases, and provides for certain direct tax benefits to public investment funds of Saudi Arabia.
