Nagaland CM calls for balanced, inclusive legal system
He also advocated the establishment of a separate high court for the state.
Speaking at a tree plantation programme, organised by the High Court Bar Association at the new high court complex in Meriema in Kohima district, Rio emphasised the importance of preserving customary law.
"Just as the wisdom of our forefathers has guided our communities, so too can it coexist with the formal legal system," Rio said, underscoring the value of traditional village and district-level justice mechanisms that are "quick, cost-effective, and rooted in community harmony".
He said that customary law, protected under Article 371 of the Constitution, continues to play a vital role in Nagaland's legal framework and should be respected alongside modern jurisprudence.
"If we look only at the courts, many of our farmers and villagers in rural areas will not be able to afford legal processes. They might give up their rights altogether," Rio said.
He said justice must be "done in spirit, not just in letter".
"When justice is delivered, peace and harmony follow. Injustice breeds division,' he said.
The chief minister also highlighted the state's ongoing struggle to receive central funding and recognition for a separate high court in Nagaland.
Despite multiple appeals to the Union Ministry of Law and Justice and the Chief Justice of India, Rio said that the state was yet to receive any financial support from the Centre for the establishment of a separate high court for Nagaland.
Nagaland now has the Kohima bench of the Gauhati High Court.
"So far, we have spent over ₹214 crore from the limited state's own resources. To complete the furnishing and staffing, we need an additional ₹300 crore,' Rio revealed.
Despite all the efforts, including personal appeals and visits to national leaders, the state has received no grant from the Centre, he said.
Rio stressed that the infrastructure for a separate high court has already been developed, including courtrooms, judges' residences, and support facilities.
'We will continue to press our demand for a separate,' he stated, urging the legal fraternity to uphold high standards of justice delivery within the state.

24-hour span to produce accused before magistrate begins when the person is detained: HC
The Kerala High Court has said the 24-hour period to produce an accused before a magistrate commenced from the time the person is effectively detained or his/her liberty curtailed, and not from the time of arrest that the police recorded. A Bench of Justice Bechu Kurian Thomas said the non-recording of arrest under one pretext or another was often resorted to under the guise of investigation. Police brutalities generally occured during these periods of uncontrolled authority. Unless there was a check, such unrecorded periods of custody could be the source of human rights violations, the court observed. The Constitution mandates that the person arrested be produced before the nearest magistrate within 24 hours of the arrest. Other than the time needed to reach the magistrate court from the place of arrest, there is a peremptory prohibition that the person arrested shall not be detained beyond the said period without the magistrate's authority, it said and granted bail to Biswajit Mandal of West Bengal, who had been arrayed as accused in a drug case. Mr. Mandal contended that he was detained beyond the 24-hour period, in violation of constitutional and statutory prescriptions and had sought bail. To decide the legal issue regarding when the 24-hour period began, the court had appointed Nikhina Thomas and Neha Babu, second-year students of Ramaiah College, Bengaluru, as amici curiae for providing assistance.

The BJP on Wednesday claimed irregularities in voter registration in a number of Opposition Lok Sabha seats — including Congress leader Rahul Gandhi's Rae Bareli, TMC leader Abhishek Banerjee's Diamond Harbour and SP chief Akhilesh Yadav's Kannauj — and accused these leaders of securing victory through 'vote theft'. At a press conference in the capital, former Union minister Anurag Thakur presented an analysis of electoral rolls in these constituencies to make a range of allegations — duplicate votes, fake addresses, fake relatives, incorrect ages and large-scale voter additions. He also claimed voter registration irregularities in the Lok Sabha seats of Wayanad (Priyanka Gandhi Vadra) and Mainpuri (Dimple Yadav), and the Tamil Nadu Assembly seat of Kolathur held by Chief Minister M K Stalin. Thakur's claims followed Rahul's allegations of 'vote chori' last week. On Thursday, the Leader of Opposition in Lok Sabha cited data from the 2024 Lok Sabha polls to claim that over one lakh votes were 'stolen' in Karnataka's Mahadevapura assembly segment through duplicate voters, fake and invalid addresses and single-address voters. In 1967, he alleged, the Congress carried out 'complete rigging' of the elections in Jammu and Kashmir and in 1988, in collusion with the National Conference, the Congress 'carried out large-scale rigging.' Meanwhile, the BJP launched a separate attack on senior Congress leader Sonia Gandhi with the party's National Information & Technology Department head Amit Malviya claiming that the former Congress president's 'tryst with India's voters' list is riddled with glaring violations of electoral law'. He shared a purported copy of electoral rolls of the Gandhi family from 1980 which stated that her name was struck off due to her nationality. 'Her name first appeared on the rolls in 1980 — three years before she became an Indian citizen and while she still held Italian citizenship…' he said. 'Following an outcry in 1982, her name was deleted from the list — only to reappear in 1983. But even her reinstatement raised serious questions… The qualifying date for registration was January 1, 1983 — yet she was granted Indian citizenship only on April 30, 1983…' he alleged. Responding to Malviya's allegation, Congress MP Sukhdeo Bhagat said: 'In 1980, it was pointed out that Sonia Gandhi ji's name shouldn't be in the electoral roll. It was an error by the ECI. The name was withdrawn respectfully, and reinstated in 1983. We are saying that when the ECI makes an error, we are fixing responsibility, and not running away.' 'Now, let's talk about Prime Minister Narendra Modi. He has been contesting from Varanasi for three times now. He has to be in the electoral roll there. Then, how did the PM cast his vote in Sabarmati in 2022,' said Bhagat.
