Exclusive: Informed by caste survey, Telangana could provide curated benefits for each sub-caste

The 59 SC sub-castes and 33 ST sub-castes in Telangana will receive tailor-made benefits in education, employment, and need-based financial support to individual families, based on the findings of the state's caste survey, The Indian Express has learnt.
While the focus till now had been on Madigas, the largest SC sub-caste, followed by Malas, it will shift to the remaining 57 sub-castes which have been left behind and are not doing well as per the caste survey report. Similar customised schemes will be applicable to nearly 50 sub-castes of the 134 BC castes in Telangana.
The 11-member expert committee headed by former Supreme Court Judge B Sudarshan Reddy submitted a 300-page review of the caste survey report to Chief Minister A Revanth Reddy at the Marri Chennareddy HRD Institute last Saturday.
Deputy Chief Minister (Finance and Planning, Energy) Bhatti Vikramarka Mallu told The Indian Express that the report places an even greater responsibility on the government to assemble community-specific schemes.
'The report provides an insightful understanding of how people of each caste and sub-caste are faring. Their standing socially and economically… whether they have jobs or not or any means of livelihood. Those are not just statistics in the report; they are people. We now know the numerical strength of each community. We need tailor-made solutions to address each community's issues, down to family units,' Bhatti said.
An official explained, 'Based on the numerical strength, we will design not just government schemes and benefits, but provide quotas in education and employment, individual financial assistance, political representation down to Mandal and Zilla Parishad Territorial Constituencies.'
There were a few surprises too in the caste survey report. For instance, the BC population has crossed 56 per cent in the state. On July 11, the state government had passed a Bill providing a 42 per cent quota for BCs in local bodies, and another bill providing a 42 per cent reservation in education and employment opportunities, assuming that the BC population hovered between 55-56 per cent and would cross 56 per cent by the 2028 elections.
The state government sent the two Bills to the President and the Centre for their consent.
As the Telangana government received indications that the President may send back the Bill without approval, Chief Minister Reddy, Deputy CM Bhatti and others rushed to New Delhi to make a powerpoint presentation at the AICC, in a bid to mount pressure.
Another surprise was that at least four per cent of Telangna's population declared that they have no caste.
According to the finalised data, the state has 1,15,71,457 households and the population surveyed was 3,55,50,759. Of this, the SC population was 61,91,294 (17.42%), the ST population was 37,08,408 (10.43%), the BC population was 2,00,37,668 (56.36%), while other castes were 56,13,389 (15.89%).
CM Reddy said that the social, economic, educational, employment and political caste (SEEPC) survey, conducted by the Telangana government through door-to-door visits and self-certification of the people, is a role model for the country. The government has collected 88 crore pages of data in the survey.

New Delhi, Jul 29 (PTI) The Supreme Court on Tuesday issued contempt notices to a litigant and his lawyers for making 'scurrilous allegations" against a sitting judge of the Telangana High Court in their plea. The top court, while issuing the show cause notices to the petitioner and his lawyers, refused to allow withdrawal of the petition, and said, 'We cannot permit judges to be out in a box and allow any litigant to make such allegations against a judge. Here we were trying to protect lawyers." A bench comprising Chief Justice B R Gavai and Justice K Vinod Chandran was hearing a transfer plea filed by petitioner N Peddi Raju filed through advocate-on-record Ritesh Patil. The petition involved a case in which Telangana Chief Minister A. Revanth Reddy had received relief from a high court in a matter under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. 'Here we were trying to protect lawyers, but this kind of conduct cannot be condoned," the bench, which earlier heard another suo motu case pertaining to summoning of lawyers by the ED for rendering legal advice, said. 'Scurrilous allegations have been made against the sitting judge of Telangana High Court. It has been held (in a judgement) that it is not only a litigant but also a lawyer who signs (the petition) is guilty of contempt of court. 'We thus issue notice to Peddi Raju as well as the lawyers … and the AoR. They are directed to state why contempt should not be initiated against them. Notice returnable on August 11," the CJI said. A counsel sought the liberty to withdraw the remarks after the court expressed strong displeasure. However, the bench dismissed the request. 'File apology …we will see whether to consider or not. We will see the apology is genuine or not. When we expressed displeasure at the language, liberty was sought to withdraw. We dismissed the request," the bench said. The case stems from the Telangana High Court's decision to quash a criminal case registered against the chief minister under the SC/ST Act. The petitioner later approached the top court with a transfer plea, alleging bias and impropriety on the part of the high court judge. Senior advocate Sidharth Luthra appeared on behalf of the chief minister. Prominent advocate from Jammu and Kashmir Ghulam Ahmad Lone said the situation in the region has haunted lawyers for long and only four to five lawyers from J&K and Ladakh have been elevated to the bench of the High Court in the last 33 years. Lone, was speaking in presence of Chief Justice of India Bhushan Ramkrishna Gavai and other legal luminaries at the North Zone Regional Conference organised by the National Legal Services Authority (NALSA) in collaboration with the High Court of J&K and Ladakh and J&K Legal Services Authority at the Sher-e-Kashmir International Convention Centre on the banks of Dal Lake in Srinagar. 'The Bar Association worked in harmony with the High Court since its inception in 1928 and provided justice to all without fear, favor or ill will…unfortunately we had an aberration in the last decade of the 20th century (in J&K). The whole apparatus was affected so were the lawyers. We have changed now but those aberrations are still haunting us,' said Lone. He further explained, 'they are haunting us because in the last 33 years there are only four to five lawyers from J&K and Ladakh who have been elevated to the bench of the High Court.' He said CJI's remarks that lawyers from this region (J&K and Ladakh) were as brilliant as lawyers from other parts of the country was encouraging and if that is so the 'past aberrations should no longer haunt the lawyer community.' 'We are one with you. We want to work in harmony and with dedication and uphold principles of law and constitution. We are committed to that,' said Lone adding, 'we make a pledge here that we have forgotten the past.' He quoted famous Persian poet-philosopher and jurist Maulana Rumi saying, 'Yesterday I was clever and I wanted to change the world. Today I am wise and I want to change myself.' Lone also delved into the history of J&K and genesis of the legal system here which he claimed was formally introduced by the Dogra rulers of the region. 'Kashmir, as per Raj Tarangini of Kalhana, is a civilization and culture since 2000 to 3000 BC. We then witnessed a Sufi movement that proclaimed omnipotence and omnipresence of God and taught us to respect people irrespective of race, culture, caste, language or religion. We still uphold those principles,' said Lone. He further added that the region witnessed 'several invasions by Mughals, Afghans and Sikhs.' 'None of them left any legacy. They came, ruled the region and left. They did not give us any legal jurisprudence or any legal system. It is not mentioned in any history book,' said Lone adding, 'then after 1846 Dogra rulers were the first to introduce administrative, judicial and revenue systems here and provided laws, which we are still following.' 'Dogra rulers started the High Court in 1928. They also formed the Board of Judicial Advisors, who would hear appeals against the High Court,' said Lone, adding, 'You would understand the system of justice and fairness we had that the then Maharaja has not even once, to my knowledge, objected to decision of their (High Court and Board) and accepted their orders despite being a monarch.'

Patna: Former Bihar Health Minister and RJD leader Tej Pratap Yadav has once again openly challenged RJD leadership, this time over the alleged objectionable remarks and threats made by party MLA Bhai Virendra targeting a Panchayat Secretary who belongs to the Scheduled Caste-Tribe (SC/ST) community. Taking to the social media platform X, Tej Pratap wrote: "Will RJD also take action against its MLA Bhai Virendra, who made shameful remarks against the SC-ST society, contrary to the ideals of Baba Saheb Ambedkar, and threatened to kill? I was expelled from the party under the conspiracy of Jai Chands... Now it remains to be seen whether the party will show the same strictness on those who create a ruckus or not. Respect for the Constitution should be seen in conduct, not in speeches." This direct attack has stirred a fresh political storm within the Rashtriya Janata Dal (RJD) and has brought simmering factional tensions and alleged organisational bias to the surface. Tej Pratap's statement doesn't just target Bhai Virendra; it indirectly criticises the party's top brass, including RJD chief Lalu Prasad and Leader of Opposition in the state Assembly Tejashwi Yadav, his father and brother, respectively. By referencing his expulsion and calling out "Jai Chands", Tej Pratap accused the leadership of double standards, suggesting selective enforcement of discipline within the party. The controversy over Bhai Virendra's remarks has sparked outrage on social media, with several Dalit organisations and civil rights groups labelling the comments as anti-constitutional. They have demanded an unconditional apology and disciplinary action against the MLA. After the threatening call from Maner MLA Bhai Virendra, Panchayat Secretary Sandeep Kumar, posted in Maner block of Patna, lodged a formal complaint against him in the SC and ST Police Station on Monday. Kumar alleged that the four-time legislator had threatened him during a phone call. Bhai Virendra confirmed the authenticity of the call but defended his actions. He admitted using "harsh words" but accused the Panchayat Secretary of showing disrespect and not following the protocol.
