NHAI starts process to cancel Bhuni toll agency contract, slaps ₹20 lakh penalty
NEW DELHI/MEERUT: The National Highway Authority of India (NHAI) on Monday imposed a ₹20 lakh penalty on the toll collecting agency at Bhuni Toll Plaza after its staffers tied up and thrashed an army jawan on August 17. Meerut: People stage a protest near Bhuni toll plaza after an Indian Army jawan was allegedly assaulted by the toll plaza employees, in Meerut district. (PTI) In a statement, NHAI said it has imposed a penalty of Rs. 20 lakhs on the agency, M/s Dharam Singh, and initiated the process of terminating and debarring the toll collection firm from future participation in toll plaza bids. '#NHAI strongly condemns such behaviour by the toll plaza staff and is committed to ensuring safe and seamless travel on National Highways,' the agency said. The action against the agency, which was contracted to manage the toll plaza on the Meerut-Karnal section of NH-709A, comes after outrage over a video clip that showed the 26-year-old soldier, Kapil Singh of the Rajput Regiment, being tied to a pole, kicked, punched and attacked with sticks by a group of toll plaza employees. Six staffers of the toll collecting agency have been arrested for the assault, said senior superintendent of police Vipin Tanda. On Monday, angry villagers also vandalised the Bhuni toll plaza. 'Enraged by yesterday's attack on (an) army man, a group of villagers staged a protest at the toll plaza. The situation has been brought under control. Regular movement of traffic continues,' said Meerut superintendent of police (Rural) Rakesh Kumar Mishra. Police said the attack on the jawan took place after he requested the toll plaza staff for a quick passage so that he could catch a flight to rejoin duty in Srinagar.

Ahmedabad woman held for luring job-seekers to Bangkok, trapping them into committing cyber fraud
The Cyber Crime Branch of Ahmedabad has arrested Kinjal Shah, who allegedly lured a man to Bangkok under the pretext of a job, only to involve him in a cyber fraud racket. Kinjal Shah, who runs a visa office in Vadodara, was reportedly in contact with Abhishek Singh in Dubai, a key operative claiming to be an Information Technology (IT) company employee. According to the police, Kinjal Shah promised the victim a job in Bangkok and instructed him to communicate with Abhishek via video calls for work permits and visas. Abhishek, posing as an IT professional, conducted interviews over video calls with other Chinese associates to build trust. Once convinced, the victim was called to Bangkok on a tourist visa, where he was asked to take selfies with strangers at the airport and hand over his passport. The victim's passport was seized, and he was illegally taken across the Thai border into Myanmar, first by trekking 15–20 kilometres through forests and then by car, and boat before being brought to the K.K. Park area. There, he was allegedly trained in cyber fraud for 33 days and prevented from returning to India unless a payment of Rs 3.5 lakh was made. The victim's uncle in India made the payment through multiple UPI accounts, after which the passport was returned and the victim safely returned to India. Police said Abhishek Singh, a former banker, is currently working for a Chinese gang based in Dubai. Kinjal Shah reportedly planned to send three individuals as part of the operation. Authorities also warned of multiple social media advertisements run by Chinese gangs to recruit unsuspecting victims. ACP Hardik Makadia of Ahmedabad Cyber Crime Branch confirmed the arrest and said the investigation is ongoing. Another case in Mandvi, Kutch district, involved a 35-year-old man who was cheated of Rs 65,000 by a gang of extortionists posing as police officers. The victim, Kanti Bhudia, was lured under the pretext of hiring masonry workers and was subsequently blackmailed by the fake officers. In a more severe case, a honey trap led to suicide by a businessman in Kutch. The accused, Manisha Goswami, allegedly masterminded a scheme that resulted in the victim's death, highlighting the extreme consequences of such fraudulent activities.

Karnataka high court confirms bus conductor's dismissal for repeated misconduct
Bengaluru: Karnataka high court has upheld the dismissal of P Basha, a conductor with KSRTC, citing his repeated instances of misconduct that had spiralled to over 55. "Given the past conduct of the appellant, the punishment imposed cannot be considered disproportionately excessive," a division bench comprising Chief Justice Vibhu Bakhru and Justice CM Joshi stated while dismissing the appeal filed by Basha. Basha, a resident of Peresandra village in Chikkaballapur district, was appointed as a driver-cum-conductor with KSRTC on March 12, 2009. On Jan 13, 2019, while on duty on a bus travelling from Bengaluru to Gowribidanur, officials conducted a check at Yelahanka stage point and found 34+1 passengers on the bus. Two passengers, travelling from Mehkri Circle to Gowribidanur, had not been issued tickets. Basha failed to collect the fare of Rs 71 each from the two passengers and was charged with misconduct. He contested the proceedings, stating that after issuing tickets, he had counted the passengers and found two in excess. Basha claimed that the two passengers were wearing headphones and were preoccupied with their mobile phones, causing them to forget to obtain tickets. Despite this, he was proceeded against, citing 57 instances of misconduct, including five serious red mark cases and three red mark cases. On March 5, 2020, a dismissal order was issued. The KSRTC management appealed the labour court's decision in the high court, which on Dec 20, 2023, upheld the dismissal order. Basha's subsequent request for a review was rejected, leading him to file a writ appeal. The division bench reviewed the case records and noted that the enquiry officer had followed due procedure, establishing Basha's misconduct. The labour court had examined the fairness of the procedure and the merits of the findings, deeming them justifiable. "In view of the above, the only question that is to be addressed is whether the punishment is shockingly disproportionate. At first blush, it appears that the punishment of dismissal on account of non-issuance of tickets of an aggregate value of Rs 142 is harsh. However, it is also necessary to bear in mind the past conduct of the appellant. A show-cause notice dated July 3, 2019 issued to the appellant listed 57 instances of misconduct. One of the cases was pending, but penalties were imposed on the appellant in the other 56 cases. Most of the cases were over non-issuance of tickets as well. The appellant was called upon to improve his conduct, but, apparently, there was no improvement," the bench observed. "Clearly, the employer can't be compelled to suffer repeated misconduct on the part of its employee and to continue the employment of an employee who has steadfastly failed to improve... Viewed in this perspective, the punishment imposed on the appellant does not shock the conscience of this court," the division bench said, dismissing the appeal.
