
Arunachal minister reiterates state govts commitment to ensure child safety
Itanagar, July 20 (PTI) Arunachal Pradesh Women and Child Development minister Dasanglu Pul has expressed deep concern over the recent child abuse case reported in Lower Dibang Valley district of the state, and reiterated the state government's commitment to ensuring justice and safety of children.
In a meeting convened with key child welfare stakeholders at Roing on Saturday, Pul assured full government support to the victims and their families, an official statement said.
The stakeholders include members of the Child Welfare Committee (CWC), District Child Protection Unit (DCPU), and the Child Development Project Officer (CDPO) of the district.
'My heart goes out to the victims and their families. We stand united to ensure justice and healing. No child should ever feel unsafe," the minister said, underscoring the importance of coordinated action in such cases.
At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11.
The 19-year-old man, identified as Riaz-Ul Kurim from Bongaigaon in Assam, was taken into police custody on Friday after it came to light that he had allegedly sexually assaulted several girls of a school, police had said.
The parents of the girls, who filed a complaint with the school authorities, had nabbed the youth and thrashed him before police rescued him and took him into custody.
However, a mob barged into the police station, dragged the youth outside and beat him up. As he was rescued and taken to the hospital, they followed him and thrashed him again, ultimately leading to his death.
The youth used to work at a construction site near the school, police said.
The minister also welcomed the state cabinet's recent approval to implement the 'Support Person' provision under the Protection of Children from Sexual Offences (POCSO) Act.
The initiative aims to provide emotional and procedural assistance to child victims during police and court processes.
'Children facing such trauma often feel scared, confused, and isolated. This important step ensures they receive emotional and procedural support, bringing us closer to a truly child-friendly justice system, one that protects, empowers, and upholds the dignity of our youngest citizens," the minister said.
The move is being seen as a significant milestone in Arunachal Pradesh's efforts to build a robust and compassionate child protection framework. PTI UPL UPL RG

Agency: PTI Last Updated: Moscow, Jul 26 (AP) Russia and Ukraine traded aerial attacks overnight, resulting in two deaths in each country, according to officials. Ukraine's southern Dnipro and northeastern Sumy regions came under combined rocket and drone attack, local officials reported. Head of the Dnipro regional administration Serhii Lysak said at least two people had died and five were wounded in the barrage. In the city of Dnipro, a multi-story building and business were damaged during the strike and in the region a fire engulfed a shopping centre. In Sumy, the military administration said three people were injured. Kharkiv sustained an intense aerial bombardment overnight with local authorities reporting Ukraine's second-largest city was hit by four guided aerial bombs, two ballistic missiles and 15 drones over a three-hour period. In a post on Telegram, Kharkiv mayor Ihor Terekhov said high-rise residential buildings, local businesses, roads and the communication network were damaged in the attack. He said at least five people were injured, including three rescue workers who were wounded in a double tap strike — where a second attack targets emergency workers trying to help people wounded in the initial attack. According to the daily air force report, in total Russia targeted Ukraine with 208 drones and 27 missiles overnight. It said according to preliminary data, air defense and electronic warfare took down or intercepted 183 drones and 17 missiles but hits from 10 missiles and 25 drones had been recorded in nine locations. In Russia, officials said that Ukrainian drones targeted multiple regions overnight. A drone attack on the Rostov region, on the border with Ukraine, killed two people, acting governor Yuri Slyusar reported. In the neighbouring Stavropol region, drones hit an unspecified industrial facility, governor Vladimir Vladimirov said on Telegram. He added that the attack sparked a brief fire, but didn't specify where exactly. Vladimirov said cellphone internet in the region was restricted because of the attack — a measure authorities regularly take across the vast country that critics say helps widespread online censorship. In a shocking incident, an HIV-infected minor was allegedly raped for two years at a children's shelter in Maharashtra's Latur district and was later forced to undergo an abortion when she became pregnant. In her complaint filed at Dhoki police station in her native Dharashiv district, the 16-year-old victim claimed that she was raped at least four times by an employee between July 13, 2023 and July 23 this year at Sevalay, a home for HIV-infected children in Hasegaon, news agency PTI reported. After she fell ill, she was taken to a hospital where tests revealed she was four months pregnant, following which the accused got a doctor to perform an abortion procedure without her consent, the news agency reported citing an official. The victim further claimed that she was threatened to not disclose the ordeal to anyone. The girl also wrote a letter to officials and dropped it into a complaint box. The institution's management, however, did not help her and tore up the letter, the official said. 'As per her complaint, the child was at the institution for the past two years. She was allegedly raped by an employee of the children's home four times. Despite DNA Match With Child, Karnataka HC Refuses To Overturn Acquittal In POCSO Rape Case
The court said while the DNA test confirmed the man was the child's father, absence of supporting oral evidence, especially from the victim, rendered the case legally insufficient The Karnataka High Court recently declined to interfere with the acquittal of a man accused of raping a minor, holding that a DNA match proving paternity does not automatically establish guilt under criminal law. The state had approached the Dharwad Bench of the High Court seeking to overturn the August 2021 acquittal of a 24-year-old man from Belagavi district, who was tried under Section 376(2) of the IPC and Sections 4 and 6 of the Protection of Children from Sexual Offences (POCSO) Act. However, the high court refused to do so, reasoning that while the DNA test confirmed he was the father of the child born to the victim, the absence of any supporting oral evidence, especially from the victim herself, rendered the prosecution's case legally insufficient. The prosecution case was that in January 2015, the accused, then working as a daily wage labourer, allegedly entered into a sexual relationship with a 17-year-old girl in a remote area near Kyadagi forest, Uttara Kannada. The girl later became pregnant. However, it was only a year later that she lodged a police complaint after the accused began to avoid her. A medical examination confirmed her pregnancy, and a DNA test later matched the accused as the biological father of the baby. But at trial, the victim, along with her close family members, turned hostile, denying that any sexual contact had taken place. With 22 witnesses examined and 37 documents submitted, the prosecution pinned its case almost entirely on medical and forensic evidence. The trial court, however, found the evidence inadequate to meet the threshold of 'beyond reasonable doubt" and acquitted the accused. Challenging this, the state contended that the DNA evidence alone was conclusive of the offence. The high court disagreed. In its judgment delivered on July 10, the bench of Justices R Nataraj and Rajesh Rai K underlined that scientific evidence such as DNA tests must be evaluated in the broader context of all available facts and testimonies. 'The victim herself firmly stated that the accused did not have any sexual intercourse with her. She is not aware who the father of her child is. Even her parents and relatives also deposed similarly. In such circumstance, the DNA report cannot be solely relied to convict the accused," the bench observed. The court drew upon precedents from both the Supreme Court and other high courts, emphasising that DNA profiling is rooted in statistical probability and cannot be treated as infallible. It also warned against treating such reports as conclusive in the absence of procedural safeguards around collection, preservation, and contamination. Citing the principle that appellate courts should not lightly interfere with acquittals where the trial court has taken a plausible view, the high court declined to re-evaluate the trial court's findings.
