Centre withholding funds to states goes against cooperative federalism: MK Stalin at Niti Aayog meet
Speaking at the Niti Aayog meeting chaired by Prime Minister Narendra Modi, Stalin said it was 'not acceptable in a cooperative federal India for funds due to a state and already approved to be withheld, delayed, or reduced', according to The Indian Express.
The Samagra Shiksha scheme, implemented in 2018, is the scheme through which the Union government provides support for elementary and secondary school education.
On May 21, the Stalin government moved the Supreme Court, alleging that the Union government's decision to withhold funds was a response to its refusal to implement the 2020 National Education Policy and the PM SHRI Schools scheme, and its opposition to the three-language formula that includes Hindi.
The Tamil Nadu chief minister said during the meeting on Saturday that the Centre's decision 'adversely impacts the education of children studying in government schools and those studying under the Right to Education Act', reported The Indian Express.
He also stated that Tamil Nadu was 'marching ahead with long-term plans' and asserted that the state would make a 'significant contribution to India's vision of a USD 30 trillion economy'.
'To realise that vision, cooperative federalism must be the strong foundation,' said Stalin. 'I strongly urge that the Union government must extend cooperation without bias to all states, including Tamil Nadu, to help them achieve their development goals.'
His counterpart in Telangana, Revanth Reddy, also spoke about the need to uphold the principle of cooperative federalism in the march toward a 'Viksit Bharat' by 2047, reported The Indian Express.
The Telangana chief minister said that the progress of the nation was 'intrinsically linked to the progress of each of its constituent units'.
'It is, therefore, imperative that we support, catalyse, and harness the potential of rapidly advancing states, while simultaneously extending every necessary assistance to those that are still catching up,' Reddy was quoted as saying.
It was important that the states and the Centre continued to 'collaborate, exchange best practices, and support one another in building a resilient, inclusive, and future-ready India', he added.
Three Opposition CMs skip meeting
Three of the chief ministers of non-Bharatiya Janata Party-ruled states did not attend the meeting.
Among them was West Bengal Chief Minister and Trinamool Congress Mamata Banerjee. It was not clear why she did not attend the Niti Aayog meeting.
Karnataka Chief Minister Siddaramaiah also skipped the meeting, stating that he was busy with 'prior engagement' in the state, reported The Hindu. The Congress leader sent his speech to be read out in the council.
Kerala Chief Minister Pinarayi Vijayan also sent his speech to be read out by his Cabinet colleague KN Balagopal. Vijayan had not attended a Niti Aayog meeting of chief ministers in Delhi last year as well.

Teenage girl killed in Rajasthan after balcony of under-construction school collapses on her
A teenage girl was killed and another injured after the balcony of an under-construction government school collapsed on them in Rajasthan's Udaipur district on Friday morning. The incident took place in Pathar Padi village in the tribal-dominated area of Kotra. The two girls were grazing goats on the premises when the balcony collapsed. One of them died on the spot, while the other was taken to a hospital in Gujarat. Following news of the girl's death, angry villagers staged a protest at the spot. Police and district administration officials arrived to control the situation. Speaking to the media, several villagers accused the administration of using sub-standard construction materials, which they alleged led to the collapse. Speaking to The Indian Express, District Education Officer Bharti said, 'The building is being constructed by officials in charge of the Samagra Shiksha Abhiyan. As per initial reports, two girls were grazing cattle and the balcony of the upper primary school, which is under construction, collapsed. One girl died, and the other is undergoing treatment. There is no educational activity ongoing on the premises. Students are studying in a building 100 metres away. An investigation is on.' Reacting to the incident, Banswara Lok Sabha MP and Bharat Adivasi Party (BAP) founder Rajkumar Roat wrote in a post on X in Hindi: '… Our country is celebrating its 79th Independence Day today, but the future of the nation is losing its life, crushed under the poorly constructed school due to the corrupt system of independent India.' 'This is the home assembly constituency of TAD Minister Babulal Kharadi. Poor construction right under the minister's nose has taken the life of an innocent today. Is this Amrit Mahotsav?' he added. In another incident, five students were injured when a false ceiling collapsed at a private school in Bundi during an Independence Day function. The school administration has admitted the injured children to the district hospital. One student received stitches while the others were discharged after receiving medical aid. Officials from the education department, police, district administration, and public representatives reached the hospital and enquired about the condition of the injured children. These incidents come barely 20 days after a government school building collapsed in Jhalawar village, killing seven children and injuring 20 others.

Kishtwar tragedy: 56 bodies recovered, search operation for missing intensifies
Fifty-six bodies have been recovered so far and over 300 were rescued as Prime Minister Narendra Modi spoke to J&K Lt Governor and Chief Minister, assuring all possible help to sufferers of the Kishtwar cloudburst tragedy. At least 56 people, including two CISF personnel, have been confirmed dead after a massive cloudburst struck Chashoti village near the Machail Mata Shrine in Kishtwar district on Thursday. The resulting cloudburst debris and flash floods swept away makeshift structures, a community kitchen and a security post. Officials said over 250 people are still missing while more than 300 have been rescued so far, several of them with serious injuries. Chief Minister Omar Abdullah said on X today, 'I just received a call from Hon PM @narendramodi Sb. I briefed him about the situation in Kishtwar & the steps being taken by the administration. My government & the people hit by this tragic cloudburst are grateful for his support & all the assistance provided by the Union Government'. Union Minister Jitendra Singh said the disaster could result in substantial casualties and confirmed that the administration has swung into action, deploying rescue teams from the Civil Administration, Police, Army, NDRF, and SDRF. Adverse weather and washed-out roads have hampered air operations, forcing ground teams to lead much of the evacuation effort. Witnesses said the cloudburst struck around 11.30 a.m. Thursday, when hundreds of pilgrims were present in the last motorable Chashoti village before the high altitude shrine. The sudden surge of water destroyed a community kitchen hosting nearly 200 pilgrims and also damaged nearby security installations. Many tents and temporary shelters set up for pilgrims were washed away in the deluge. L-G Manoj Sinha has directed all agencies to strengthen rescue and relief operations and ensure all possible assistance to the affected. Control rooms and helpline numbers have been activated to help locate missing persons. The Machail Mata Yatra, which draws thousands of devotees every August, has been suspended until further notice. Due to the scale of the tragedy, Independence Day celebrations in several parts of the Union Territory were scaled down, with only flag hoisting and the national anthem being observed. Officials fear the casualty count may rise as many areas remain cut off. Rescuers, including volunteers from local organisations, are continuing their search along the riverbanks downstream from the disaster site. Critical health infrastructure was reinforced at Sub-District Hospital (SDH), Paddar, with an additional deployment of 13 doctors and 31 paramedics. Senior officers of the health department are stationed at Paddar, overseeing rescue and medical operations. District Hospital (DH) Kishtwar has been augmented with the additional deployment of General Surgeons, Orthopaedic Surgeons, and Anaesthetists from Government Medical College (GMC) Doda. Additionally, tertiary care institutions have been put in a state of full readiness. A team comprising specialists has been readied at Doda to manage patients being referred from DH Kishtwar. Government Medical College (GMC) hospital in Jammu is in full operational readiness with 50 dedicated disaster beds, 20 ventilator beds, and 5 operating theatres (OTs). Specialist medical teams comprising Orthopaedicians, Neurosurgeons, Critical Care Anaesthetists, and Maxillo-facial consultants are on standby. The GMC Jammu Blood Bank has been augmented with 200-plus units of blood available for any exigency. To assist in the response to the situation, PGIMER Chandigarh has dispatched a specialised team comprising Critical Care Specialists and Neurosurgeons to GMC Jammu to further enhance critical care patient care capabilities. Immediately following the incident, a large fleet of 65 ambulances from the Health department, NHPC, Army, CRPF and 108 Emergency Service of the J&K Health and Medical Education department was deployed for rescue and patient transfer.
