Man Throws Rice In 'Black Magic' Bid During Delhi Court Hearing: Here's What Happened Next
A Delhi court has sentenced a man to imprisonment till the rising of the court and imposed a fine of Rs 2,000 after he disrupted proceedings by throwing rice on the courtroom floor during a hearing.
The incident took place on August 11 before Additional Sessions Judge Shefali Barnala Tandon, according to officials.
The court staff and lawyers said the accused, identified as Dr Chander Vibhas, deliberately scattered rice inside the packed courtroom, reported NDTV.
'The courtroom is full and the advocates present have requested the court to get the rice removed or cleaned (which is) spilt all over, and they hesitate to approach the dais for their matters to be taken up after this matter," the judge noted in her order.
Black Magic Suspected
The judge directed the accused to collect the rice and called for a sweeper.
'Till the time the sweeper comes, the court proceedings have been halted at the request of counsels present since they suspect black magic by the accused. The sweeper has come after 10 minutes and cleaned the floor," the order said.
The accused's lawyer, appearing virtually, sought time to appear physically, while Dr Vibhas went down on his knees and apologised in the courtroom.
When proceedings resumed at 2 pm, the judge underlined the seriousness of the act.
'The courtroom is a space where justice is sought and delivered and maintaining its dignity is essential for the rule of law. Disrespect towards the court or disruption of judicial proceedings sends a damaging public message, and such overt acts or behaviour of the accused not only disrupted the proceedings and undermined the judicial process but also threatened the very foundation of our legal system," she observed.
The court held that the conduct amounted to an offence under Section 267 of the Bharatiya Nyaya Sanhita (BNS), which deals with intentional insult or interruption to a public servant during judicial proceedings.
Referring to the Maharashtra Prevention and Eradication of Human Sacrifice and other Inhuman, Evil and Aghori Practices and Black Magic Act, Judge Tandon added: 'This is very shocking and surprising that the present accused Dr. Chander Vibhas, who is stated to be a surgeon by profession and belonging to the educated and elite class, has acted in such an unreasonable manner and created an interruption in court proceedings."
The act caused proceedings to be stalled for nearly 15–20 minutes. Vibhas later pleaded guilty and assured the court that he would not repeat such behaviour.

Dwarka Expressway, UER-II: PM Modi inaugurates highway projects in Delhi to ease congestion, speed travel
Prime Minister Narendra Modi on Sunday inaugurated two National Highway projects in the national capital: the Delhi section of the Dwarka Expressway and a major stretch of the Urban Extension Road-II (UER-II). The projects, developed at a combined cost of nearly Rs 11,000 crore are aimed at easing traffic congestion in Delhi and improving connectivity with surrounding areas. The inauguration was attended by Union Minister of Road Transport and Highways Nitin Gadkari, Haryana Chief Minister Nayab Singh Saini and Delhi Chief Minister Rekha Gupta. The 10.1-km Delhi section of the Dwarka Expressway was built at a cost of about Rs 5,360 crore. The section will provide connectivity to Yashobhoomi convention centre, the Delhi Metro's Blue and Airport lines, the upcoming Bijwasan railway station, and the Dwarka bus depot. It will also decongest NH-48 by providing an alternative route to the existing Delhi-Gurugram highway. The Expressway also has 8-lane wide tunnel which is 3.6 km long. The expressway's Delhi portion has been divided into two packages: 5.9 km from Shiv Murti intersection to the Road Under Bridge at Dwarka Sector-21, and 4.2 km from Dwarka Sector-21 to the Delhi-Haryana border. The Haryana section of the expressway, about 19 km long, was inaugurated by the Prime Minister in March 2024. Alongside, PM Modi also inaugurated the 66 km-long Alipur to Dichaon Kalan stretch of UER-II, along with new links to Bahadurgarh and Sonipat. Built at an estimated cost of Rs 5,580 crore, the project is expected to divert heavy traffic away from Delhi's Inner and Outer Ring Roads and reduce pressure on congested points such as Mukarba Chowk, Dhaula Kuan and NH-09. It will provide direct connectivity to outer Delhi areas such as Narela, Bawana, Mundka and Najafgarh. UER-II was constructed using 10 lakh metric tonnes of inert material from the Bhalswa and Ghazipur landfills. According to officials, the new spurs will provide direct access to Bahadurgarh and Sonipat, improve connectivity to industrial hubs, and facilitate faster movement of goods across the National Capital Region.

UP woman accuses elder brother and Muslim ‘wife' of pressuring her to convert to Islam
The police in Prayagraj on Saturday arrested a Muslim woman on charges of pressuring a young woman to convert to Islam and attempting to force her into marriage with an elderly Muslim man from Kolkata. In her complaint, the young woman has named her elder brother as an accomplice of the Muslim woman. Ritika Kushwaha, 21, alleged that the arrested accused, Rubiya—a mother of two—was brought to their home by her elder brother Rahul Kushwaha, who has a criminal background and had recently been released after serving five years in prison. Rubiya was allegedly staying in the house as Rahul's wife. The police said they would investigate if there was any 'nexus' involved in the case. According to the police, the complainant alleged that a few days after his release from jail last year, her brother Rahul brought home a woman named Rubiya, whose husband is currently lodged in prison. Ritika alleged in her complaint that after Rubiya began living there, the atmosphere in their house changed and that Rahul imposed restrictions, including on offering prayers to Hindu deities at home. She further alleged that Rahul and Rubiya started subjecting her to mental and physical pressure to adopt Islam and that when she resisted, they threatened to kill her. Ritika also claimed that the duo were forcing her to marry an elderly man from Kolkata and suspected that their actual intention was to sell her. Based on Ritika's complaint, the police in Prayagraj registered an FIR against Rahul and Rubiya under the anti-conversion law as well as Bharatiya Nyaya Sanhita sections 298 (injuring or defiling place of worship, with intent to insult the religion of any class), 352 (intentional insult with intent to provoke breach of peace), and 351 (criminal intimidation).
