"While using social media as a platform to express one's thoughts is commendable, we have also observed its misuse by certain anti-social elements for spreading hatred, issuing threats, hate speech, fake news, and even drug trafficking. Most financial fraud platforms are operated by foreign entities. Therefore, everyone must remain vigilant. Citizens should understand that any offers received on their mobile phones are likely traps for financial fraud. If you realise you have been a victim of financial fraud, contact helpline numbers 1930 and 1945 at the earliest," appealed Chief Minister Fadnavis.

"The 'Garuda Drishti' system has been developed to prevent fraudulent activities carried out via social media platforms. Through this system, it will be possible to detect and track criminal activities on these platforms. In the future, the scope and capacity of these tools will be further enhanced," he said.
The Chief Minister congratulated those who received their refunded amounts on Sunday. Police Commissioner Ravindra Kumar Singhal delivered the introductory remarks. Deputy Commissioner Lohit Matgave a presentation on 'Garuda Drishti' before the programme. Joint Police Commissioner Navenchandra Reddy expressed thanks to the dignitaries present.

Since its inception, 'Garuda Drishti' has examined 30,000 posts on social media. Out of these, 650 offensive posts were identified and removed from the concerned platforms. The tool has been effectively used to prevent tension and law-and-order issues arising from rumours, hateful content, and controversial posts on social media. Developed at minimal cost through the Cyber Hack 2025 competition, this tool's Intellectual Property Rights are owned by the Nagpur Police. Apart from crime prevention, 'Garuda Drishti' is useful for analysing social media trends, identifying suspicious accounts, and enabling swift action.

CAG flags strain due to Congress' Karnataka guarantees: Rs 5,229 crore cut in infrastructure spend
The Congress's five guarantees in Karnataka, which are largely seen to have propelled it to power in the state in 2023, resulted in a Rs 5,229 crore reduction in capital expenditure on infrastructure in the 2023-2024 fiscal year and will cause a strain on the economy if the subsidies are not rationalised, a Comptroller and Auditor General (CAG) report has said. According to the CAG report, which was tabled in the Assembly on Tuesday, the reduction in expenditure has also resulted in a 68 per cent delay in projects across the state. 'The State also reduced the capital expenditure towards infrastructure by around Rs 5,229 crore when compared to previous year. This has an impact on the increase in incomplete projects by 68 per cent when compared to previous year. This compression in gross capital formation may prove to be detrimental to future growth prospects,' the report stated. Currently, the Siddaramaiah-led Congress government implements five direct benefit transfer (DBT) schemes: the Gruha Lakshmi (Rs 2,000 to each woman from poor households), Yuva Nidhi (a monthly unemployment allowance of Rs 3,500 for graduates and Rs 1,500 for diploma holders, Gruha Jyoti (free power), Anna Bhagya (free rice) and Shakti (free bus travel for women). For the schemes, the government had allocated a total of Rs 36,538 crore, which amounts to 15 per cent of the state's revenue expenditure for the 2023-2024 fiscal year. It used the entire amount to implement the schemes, except the unspent Rs 40 crore of the Rs 7,384 crore allocated for the Anna Bhagya scheme. While the state's revenue grew by 1.86 per cent in 2023-24 compared to the previous year, the expenditure grew by 12.54 per cent. 'The increase in growth of expenditure was mainly on account of the guarantee schemes which was the contributing factor for the Revenue Deficit of Rs 29,271 crore. This mismatch of receipt and expenditure during the current year (2023-24) had resulted in the state witnessing revenue deficit of Rs 9,271 crore after its recovery during 2022-23 from Covid-19 economic slowdown. Consequently, the fiscal deficit of the state also increased from Rs 46,623 crore in 2022-23 to Rs 65,522 crore in 2023-24,' the report stated. 'To finance the guarantee schemes and the deficits arising thereof, the state availed net market borrowing of Rs 63,000 crore which was Rs 37,000 crore more than last year's net borrowings (Rs 26,000 crore). This would not only increase repayment burden in the near future but also would enormously increase the interest burden…,' the report added. The implementation of the five guarantee schemes without rationalising existing subsidies/ financial assistance and benefits will put a strain on state resources and have an influence on fiscal deficits and debt levels, the report has stated. While admitting to the CAG's observations, the state finance department said the five guarantees boosted local economy, reduced economic disparities and supported the growth of human capital. 'Though the cash transfers such as Yuva Nidhi and Gruha Lakshmi empowered the youth and women and also gave security and enhanced their purchasing power, these cash transfers along with the other three subsidy schemes without rationalisation of existing subsidies would strain the financial economy of the state… The government in its medium-term fiscal plan 2024-28 has projected a revenue deficit of Rs 27,354 crore and thereby increasing its borrowings to Rs 1,05,246 crore,' the CAG noted. The gap between the revenue receipt and revenue expenditure, which results in revenue deficits/surpluses shows that Karnataka had a revenue surplus of Rs 13,496 crore in 2022-23 (0.62 per cent of GSDP) and Rs 19,271 crore (0.36 per cent of GSDP) in 2023-24, the CAG noted. 'The state government spent Rs 52,120 crore on the capital account. This was around 17 per cent of the total expenditure in 2023-24. The borrowings exceeded the capital expenditure by Rs 38,160 crore and the amount was utilised for meeting the expenses towards five guarantee schemes,' the report stated.

Personal or smuggled? Things to know while carrying gold from abroad
Carrying gold ornaments back from abroad can be stressful. Travellers often carry gold jewellery with them to wear during family functions or simply for personal use abroad. However, reports of seizures by custom officials at the airport leave passengers anxious about what is allowed and what is not. The Delhi case that raised eyebrows In March 2024, this anxiety turned real for Delhi resident Shamina. Returning from Riyadh, she was stopped at the IGI Airport with four gold bangles weighing 100 grams. Customs treated the ornaments as dutiable imports and ordered confiscation. Last month, however, the Delhi High Court ruled the seizure excessive. It stressed that ornaments worn on the body cannot automatically be branded smuggled gold, and ordered the release of the bangles subject to warehousing charges. Similar disputes, such as Anjali Pandey v. Union of India (2024), involving a Thai tourist whose bangles were seized, show how the line between 'personal jewellery' and 'smuggling' is often blurred. How Customs makes the distinction? According to Mayank Arora, partner at The Chambers of Bharat Chugh, three factors guide customs officers: · Form: Ornaments worn on the body are usually treated as personal use, while bars or coins raise suspicion. · Quantity and intent: A few bangles or a chain are acceptable; multiple identical pieces suggest commercial purpose. · Declaration: Declaring jewellery at the red channel reduces risk, while concealment or mis-declaration increases suspicion. Duty-free allowances: What travellers must know? As Alay Razvi, managing partner at Accord Juris, explains, the baggage rules allow: · Men: 20g (Rs 50,000) of gold duty-free. · Women: 40g (Rs 1 lakh) of gold duty-free. · NRIs abroad for over one year: up to 1kg of gold (bars or jewellery) on payment of duty. · Tourists: no allowance, but ornaments worn for personal use can be declared and temporarily detained for re-export. Gold bars, coins and biscuits are always dutiable, regardless of quantity. What happens if you don't declare? Failing to declare jewellery can lead to costs and stress. Rohit Jain, managing partner at Singhania & Co., says: · If openly worn but not declared: duty plus fine (10–20 per cent of value) may apply. · If concealed: it may be treated as smuggling, leading to confiscation and, in high-value cases, even prosecution. Traveller's checklist · Declare jewellery at the red channel or through the ATITHI app. · Carry invoices or photos showing past ownership. · Request a detention receipt if jewellery is to be re-exported. · Avoid carrying bars or coins. · Never conceal ornaments. 'Transparency is the best safeguard,' says Arora. 'Seizures and penalties usually follow concealment or non-declaration.'

Two-state tour: PM Modi to visit Bihar, West Bengal on August 22; what's on agenda
PM Modi NEW DELHI: Prime Minister Narendra Modi is set to travel to Bihar and West Bengal on August 22 to launch and inaugurate a wide range of development initiatives worth more than Rs 18,000 crore. The PM's engagements include laying foundation stones, inaugurating key infrastructure projects, and flagging off new train services aimed at improving connectivity, health, power supply, and urban development in both states. The Prime Minister will first arrive in Gaya, Bihar, at around 11 am, where he is scheduled to dedicate projects worth nearly Rs 13,000 crore to the public. Later in the afternoon, at around 4.15 pm, he will move to Kolkata to launch metro services and urban infrastructure projects worth over Rs 5,200 crore. He will also address gatherings in both states. Focus on Bihar Connectivity, power, health and urban development will be at the centre of the Prime Minister's Bihar visit. One of the key highlights will be the inauguration of the 8.15 km-long Aunta–Simaria bridge on NH-31, including a new 1.86 km six-lane bridge across the Ganga. Built at a cost of over Rs 1,870 crore, it provides direct connectivity between Mokama in Patna district and Begusarai. Along with this, the Prime Minister will inaugurate the four-lane Bakhtiyarpur–Mokama section of NH-31, a project worth about Rs 1,900 crore. Work on the Bikramganj–Dawath–Nawanagar–Dumraon section of NH-120 has also been completed to enhance rural road connectivity and promote economic activity in smaller towns. A major addition to Bihar's power capacity will come from the Buxar Thermal Power Plant (660×1 MW), constructed at a cost of Rs 6,880 crore. The project will help meet rising electricity demand and strengthen energy security in the state. On the health front, the Prime Minister will dedicate the Homi Bhabha Cancer Hospital and Research Centre at Muzaffarpur to the public. Equipped with modern facilities such as Oncology OPD, ICU, HDU, operation theatres and a blood bank, the hospital will provide affordable cancer treatment to patients in Bihar and nearby states. In the field of urban development, PM Modi will inaugurate sewerage projects worth over Rs 520 crore in Munger under Namami Gange and lay the foundation stone for similar works in Daudnagar, Jehanabad, Barahiya and Jamui. Water supply projects under AMRUT 2.0 at Aurangabad, Bodhgaya and Jehanabad will also be launched. Additionally, he will flag off two new trains. The Amrit Bharat Express between Gaya and Delhi will feature improved passenger facilities, while the Buddhist Circuit Train between Vaishali and Koderma is expected to boost tourism across key Buddhist heritage sites. He will also participate in a Grih Pravesh ceremony for 12,000 rural and 4,260 urban beneficiaries under PMAY by handing over keys to some families. Focus on West Bengal Later in the day, the Prime Minister will visit Kolkata to unveil metro projects that aim to transform connectivity within the city. He will inaugurate three new metro sections covering 13.61 km and flag off services on the Noapara–Jai Hind Bimanbandar, Sealdah–Esplanade, and Beleghata–Hemanta Mukhopadhyay routes. During his visit to Jessore Road station, he will undertake a metro ride to the airport and back. These projects are expected to reduce travel times significantly. For example, the Sealdah–Esplanade section will reduce commuting time from nearly 40 minutes to just 11 minutes. The new link to Jai Hind Bimanbandar is likely to improve airport access, while the Beleghata route will strengthen connectivity with the city's IT hub. The Prime Minister will also inaugurate a newly built subway at Howrah Metro Station and lay the foundation stone for the six-lane Kona Expressway, a 7.2 km elevated road project worth over Rs 1,200 crore. This project will enhance links between Howrah, Kolkata and surrounding areas, cutting travel time and supporting trade, commerce and tourism.
