Bhubaneswar: Union Cabinet on Tuesday approved two major semiconductor manufacturing units worth Rs 4,009 crore for Odisha. The two projects, to be set up in Bhubaneswar's Info Valley, will generate thousands of high-skilled jobs, catalyse electronics manufacturing and help place Odisha on the global semiconductor map, sources said.

Thanking Prime Minister Narendra Modi for the Cabinet's approval, chief minister Mohan Majhi said in an X post, "The recent amendment of the Odisha Semiconductor Manufacturing and Fabless Policy, aimed at enhancing investment viability, competitiveness, and sustainability, together with this significant Cabinet approval, marks a major milestone in the state's industrial and technological advancement.
I look forward to continued partnership between the state and central govts to further this strategic initiative for the comprehensive development of Odisha and the nation."
SiCSem Pvt Ltd, in collaboration with UK-based Clas-SiC Wafer Fab Ltd, will set up India's first commercial compound semiconductor fabrication facility here. The plant will manufacture silicon carbide (SiC) devices, known for their efficiency in high-power applications, with an annual capacity of 60,000 wafers and 96 million packaged units.
The SiC devices will have applications across critical sectors, including missiles, defence equipment, electric vehicles (EVs), railway, fast chargers, data centre racks, consumer appliances and solar power inverters.
The facility is expected to give India a strategic edge in producing next-generation power electronics domestically.
The second project, by US-headquartered 3D Glass Solutions Inc (3DGS), will introduce the world's most advanced semiconductor packaging technology.
The unit will manufacture glass interposers, silicon bridges and 3D heterogeneous integration (3DHI) modules. The component are crucial for miniaturisation, high performance and energy efficiency in electronics. With a planned capacity of about 69,600 glass panel substrates, 50 million assembled units, and 13,200 3DHI modules annually, the facility will cater to applications in defence, high-performance computing, artificial intelligence, RF and automotive electronics, photonics and co-packaged optics.
Officials said the two projects will not only bring cutting-edge technology to Odisha but also create a ripple effect in the state's electronics ecosystem, encouraging ancillary industries and boosting technical skill development.
Apart from two Odisha projects, the Cabinet also approved one project each for Punjab and Andhra Pradesh under the India Semiconductor Mission (ISM).
Union education minister Dharmendra Pradhan hailed the Cabinet's decision to set up the two units in Odisha. He said the decision is a pivotal moment for the state, emphasising its potential to create jobs and generate substantial revenue. Pradhan expressed his gratitude to the PM and highlighted that this move marks a new chapter in the 'Purvodaya' mission.

BJP MLA Munirathna and Karnataka Deputy Chief Minister DK Shivakumar locked horns in the state Assembly Tuesday over the alleged dropping of Bettahalasuru station which is part of Phase 2B of the Bengaluru Metro project. Phase 2B, also known as the Blue line, is a key link to Bengaluru's Kempegowda International Airport. Shivakumar, in his response to Munirathna during Question Hour in the House, stated that the Bettahalasuru station was dropped after real estate major Embassy Group failed to fund its construction as per an earlier agreement. The station was originally included in the 2018 DPR which was forwarded to the Centre. The state also acquired land for the project after the Embassy Group committed to funding the station's construction at a cost of Rs 120 crore. However, according to Shivakumar, the group has paid only Rs 1 crore so far. Raising the issue in the Assembly, MLA Munirathna questioned how a private entity's funding failure could stall a public infrastructure project. 'This station serves the public, not private interests. Land acquisition and DPR approval are complete. The government must act to protect public interest,' he said, adding that local MLA Krishna Byre Gowda had also written to Shivakumar underlining the station's importance. 'MLA Munirathna has 70-80 acres of land in the area' Shivakumar, however, hit back stating that Munirathna owned 70-80 acres of land around the station, which is why he insisted on developing it. 'As per norms, it is allowed to name the station after a company if they sponsor the construction with CSR funds. Prime Minister (Narendra) Modi praised the model and Opposition leader (R) Ashoka was also there. Munirathna has about 70-80 acres of land there and hence he needs a Metro station,' the deputy chief minister said. To which Munirathna quipped, 'If DCM D K Shivakumar makes a call to Embassy builders, they will make the payment in 24 hours. Builders in Bengaluru only listen to him.' Replying to him, Shivakumar stated, 'Self-interest is natural. The Embassy (Group) has about 250 acres and they were willing to pay Rs 120 crore of the total cost of Rs 140 crore to brand the Metro station there. They have given only Rs 1 crore till now. We will build the station and name it after Munirathna if he pays for it.' The controversy comes even as Embassy Group, through Vikas Telecom Pvt Ltd, which is part of Embassy Office Parks REIT, is funding the Rs 100-crore construction of the Kadubeesanahalli station on the Outer Ring Road (ORR) corridor under Phase 2A of the Metro project. The station, to be named 'Embassy Tech Village Kadubeesanahalli Metro Station,' is part of a 17-km stretch from Central Silk Board to KR Puram with 16 stations.

Pakistan and the US have agreed to deepen bilateral cooperation to tackle leading militant groups, including the Balochistan Liberation Army (BLA), ISIS-Khorasan, and the Taliban. It transpired during their bilateral counterterrorism dialogue in Islamabad on Tuesday, a day after the US designated the Pakistan-based BLA a Foreign Terrorist Organisation. The dialogue was co-chaired by Nabeel Munir, Pakistan's Special Secretary for the UN, and Gregory D. LoGerfo, the Acting Coordinator for Counterterrorism at the US Department of State. According to a joint statement issued after the meeting, the two sides reaffirmed their shared commitment to combating terrorism in "all its forms and manifestations". Both delegations underscored the critical importance of developing effective approaches to terrorist threats, including those posed by Balochistan Liberation Army, ISIS-Khorasan, and Tehreek-e-Taliban Pakistan, it stated. Reaffirming the "long-standing partnership" between Pakistan and the US, both sides stressed that "sustained and structured engagement" is vital to countering terrorism and promoting peace and stability. The US applauded Pakistan's "continued successes in containing terrorist entities that pose a threat to the peace and security of the region and the world". Both delegations emphasised the importance of building stronger institutional frameworks and developing capabilities to respond to security challenges and to counter the use of emerging technologies for terrorist purposes. They also reaffirmed their intention to work closely in multilateral fora, including the United Nations, to "promote effective and enduring approaches to counterterrorism". The BLA was blacklisted in 2019 following a string of deadly attacks in Pakistan but it has continued terrorist activities, including taking credit for the hijacking of the Jaffar Express this year. Pakistan had blamed India for allegedly supporting the BLA. Pakistan and the US ties have markedly improved in recent months, as witnessed by back-to-back visits of Army chief Field Marshal Asim Munir to the US and having high profile interaction, including with President Donald Trump.
