Parliament Security Breach: Delhi HC grants bail to accused Neelam Azad, Mahesh Kumawat; asks to furnish ₹50,000 bond

The Delhi High Court on July 2 granted bail to Neelam Azad and Mahesh Kumawat, the two accused in the 2023 Parliament security breach, PTI reported. This is subject to furnishing bail bonds of ₹ 50,000 each and two sureties of the like amount, it added.
The accused, Neelam Azad and Mahesh Kumawat have also been barred from giving interviews, holding press conferences, or posting anything on social media regarding the incident.
The Delhi HC bench presided by Justices Subramonium Prasad and Harish Vaidyanathan Shankar have further been asked to not leave Delhi and report to the police station every Monday.
The case was heard by the higher court after Azad and Kumawat challenged a trial court's order rejecting their bail pleas.
In a major security breach on the anniversary of the 2001 Parliament terror attack, other accused in the case Sagar Sharma and Manoranjan D allegedly jumped into the Lok Sabha chamber from the public gallery during Zero Hour, released yellow gas from canisters and sloganeered before they were overpowered by some MPs.
Around the same time, two other accused — Amol Shinde and Azad — allegedly sprayed coloured gas from canisters while shouting 'tanashahi nahi chalegi (dictatorship won't work)' outside Parliament premises.
The bail pleas were opposed by the prosecution which said during the preliminary inquiry, it was revealed that accused Azad and Shinde were associates of Sharma and Manoranjan.
All the accused — Azad, Kumawat, Manoranjan, Sharma, Shinde, and Lalit Jha, during the trial court proceedings admitted to knowing that a threat was given by designated terrorist Gurpatwant Singh Pannu for targeting Parliament on December 13, 2023, the prosecution added.

New Delhi, Aug 13 (PTI) Delhi Chief Minister Rekha Gupta has asserted that development work in the national capital will not be hindered by financial constraints, as she directed all department heads to ensure timely completion of projects, officials said on Wednesday. The chief minister earlier this week held a special meeting with the heads of all departments to review the progress of the ongoing development projects, public service initiatives, and administrative reforms, an official statement said. During the meeting, Gupta directed the department heads to ensure that the ongoing development projects across Delhi are completed on schedule, with continuous monitoring by responsible officials, it said. She stressed that the capital's progress towards a 'Developed Delhi" will not be impeded by financial constraints, noting that the Delhi government has an adequate budget while the Central government is also providing full support. The chief minister also directed that the e-office system be strengthened and utilised to its full potential, stressing that no development work should face obstruction under any circumstances. She issued clear directives that all capital projects outlined in the budget must be implemented without any delay, and their progress reviewed regularly. Senior officials must continuously monitor these initiatives and take immediate, effective action to resolve any issues, the chief minister said. She highlighted that the Delhi government has passed a record budget of Rs 1 lakh crore to ensure that no project faces financial constraints. Gupta added that she will continue to review the projects regularly to ensure their timely completion. She also expressed satisfaction with the success of the digital governance system, and emphasised promoting it further, along with ensuring the full implementation of the e-office system. Noting that 119 out of the 199 departments have adopted the system, she asked the remaining ones to join the e-office system immediately to ensure complete digitalisation of offices. The chief minister also stressed the active participation of all the departments in the 'Kude Se Azadi' campaign being run in August. Gupta also instructed the department heads to prioritise tasks related to representatives or ministers of the Central or Delhi governments, legislators, etc., as their work is linked to public interest. She said all department heads should prioritise renovation of their office premises so that the work environment is appropriate and people do not face any inconvenience. Agency: Bareilly (UP), Aug 13 (PTI) A 62-year-old woman who was 'digitally arrested" by cyber fraudsters at her home for nearly 42 hours, was rescued by police on Wednesday. Scammers, posing as government officials, accused Gulshan Kumari of being involved in money laundering case and threatened her with arrest. They allegedly demanded Rs 70 lakh and ordered her not to leave home, monitoring her over phone and video calls, police said. Acting on a tip-off regarding the 'digital arrest", a police team reached her house in Premnagar and rescued her.
