1st phase of integrated immigration system to be ready by year-end

KUALA LUMPUR: The first phase of the National Integrated Immigration System (NIISe), which is equipped with artificial intelligence (AI) technology, will be implemented by the end of the year.
Immigration Department director-general Datuk Zakaria Shaaban said it includes an Advanced Passenger Screening System (APSS), which is capable of assessing passenger profiles from their country of origin, including criminal history and visa status before they arrive in Malaysia.
He said three command centres, capable of monitoring all immigration-related activities in real time using AI, would also be established in Putrajaya, Kota Kinabalu and Kuching.
"As the system will integrate with other agencies, we will be able to monitor movements into the country more effectively, including at entry points and depots, as well as during enforcement actions on the ground.
"For example, if our officers are unable to determine a person's whereabouts, the command centre will assist them," he said during a visit to Media Prima Bhd today.
On a separate matter, he said the Refugee Registration Document (DPP) initiative was currently at the system procurement stage.
He said the department has the data on all refugees at its depots, which could be included in the registry once the system is ready.
Earlier, during an interview for the MHI, he said NIISe, which is based on AI and smart data integration, would enhance entry points with an autogate system that processes each traveller in just "three to four seconds".
In addition, the use of body cameras and AI-powered smart CCTVs enables real-time behavioural analysis, including detecting unusual interactions between travellers and officers, or potential abuse of power, he said.
He also said the department is employing chatbots and interactive automation to handle visa applications and travel document services.
"Digital systems such as MyVisa, eVisa, ePass, MyOnline Passport, MYXpats and others now incorporate automation elements that pave the way for AI integration."

The special meeting, brokered by Malaysia and Prime Minister Datuk Seri Anwar Ibrahim in his capacity as the current ASEAN Chair, is being held to de-escalate rising tensions and restore stability along the conflict-hit border areas. Thailand's acting Prime Minister Phumtham Wechayachai arrived at Seri Perdana, the venue of the meeting, which is the official residence of the Malaysian prime minister, at about 2.51 pm followed shortly after by Cambodian leader Hun Manet. They were welcomed by Anwar. Also attending the meeting were US Ambassador to Malaysia Edgard Kagan and Chinese Ambassador to Malaysia Ouyang Yujing, who are participating as co-facilitators. Last Friday, Anwar had called Phumtham and Manet separately, appealing for both leaders to seek an immediate ceasefire and return to dialogue to resolve their dispute. Anwar had said that Malaysia stands ready to assist and facilitate the process in the spirit of ASEAN unity and shared responsibility. The two Southeast Asian neighbours have a long history of diplomatic rows over an 817-kilometre undemarcated stretch of their shared border. Tensions between Thailand and Cambodia have been simmering since May 28 following a skirmish between their troops near the disputed Preah Vihear border area, which claimed the life of a Cambodian soldier.

IPOH, July 28 (Bernama) -- The Perak Federation of Malaysian Manufacturers (FMM) is calling for more engagement sessions to be held to provide clarification to industry players regarding the expansion of the Sales and Services Tax (SST) scope, which came into effect on July 1. Its deputy chairman Mark Chan Chow Loong said this was important given that the expansion involves more than 3,000 additional items, raising many technical questions among manufacturers. 'As we know, the SST expansion was only recently announced, so many companies and manufacturers still require further clarification on how it is implemented and its impact on production costs. 'Therefore, these sessions are very beneficial as they provide a clearer understanding to manufacturers, especially regarding the list of products involved, exemption applications, and implications on production costs,' he said at the Special Coffee Series: SST Expansion briefing here today. Also present was Perak State Development Corporation (PKNPk) chief executive officer Datuk Redza Rafiq Abdul Razak. A total of 450 industry players and manufacturers from various sectors across Perak attended the session. Chan explained that while the SST expansion has implications on the cost of raw materials, the impact varies depending on the type of product and the composition of raw materials used. 'For instance, in the plastics industry, raw materials contribute between 60 to 80 per cent of the cost of finished products. So any additional tax imposed will have a direct impact on prices,' he said. Meanwhile, Redza Rafiq said the engagement session was not just a typical briefing, but rather a strategic and inclusive platform that brought together policymakers, implementing agencies, and the business community.

3,700 enforcement ops target misuse of retail licences by foreigners

by HIDAYATH HISHAM LOCAL authorities have carried out over 3,700 operations since 2023 to curb the misuse of retail licences by foreigners operating under Malaysian names. Housing and Local Government Minister Nga Kor Ming said the actions were aimed at protecting economic opportunities for local traders, particularly those benefitting from subsidised business facilities under the Madani Government. 'Local authorities have never permitted any foreign nationals to apply for or own hawker and petty trader licences, business premises, grocery shops, eateries, car workshops or market stalls,' he told the Dewan Rakyat today. He was replying to Mohd Hasnizan Harun (Perikatan Nasional [PN]-Hulu Selangor), who had asked about current policies on foreigners operating in the retail sector and the misuse of business licences under the names of Malaysian spouses. Offences involving misuse of licences or proxy operations by foreigners are dealt with through strict enforcement measures, including licence revocations, compound fines, seizures and business closures. As of 2023, these actions have resulted in the cancellation of 23 business licences and the seizure of 2,880 premises for various violations, including illegal subletting and the use of local nominees. Among the steps taken by local authorities are regular monitoring of business areas with high foreign presence, seizure of goods from unlicensed foreign hawkers and revocation of licences where the actual operators are found to be foreigners. The government has also tightened the conditions for new applications and licence renewals across different states and increased joint enforcement efforts involving the Immigration Department and Royal Malaysia Police (PDRM). Nga added that inter-agency coordination remains crucial, as local authority (PBT) jurisdiction only covers licensing and premises inspections. 'PBT and the Housing and Local Government Ministry (KPKT) are always open to constructive cooperation with other agencies, including the Immigration Department and the PDRM,' he said. He stressed that these measures are necessary to ensure that facilities designed to uplift local entrepreneurs are not exploited by outsiders. The ministry views such abuse seriously, especially when government-provided business spaces — offered below market rates — are diverted to non-citizens through deceit or proxies. The Madani Government, Nga added, is committed to supporting local traders through structured empowerment initiatives, but insists on fair enforcement to prevent manipulation of the system.
