KLIP collective decision of Cabinet, not mine alone: KCR
Hyderabad: Former chief minister K Chandrashekar Rao, putting the record straight on charges made by his detractors that the Kaleshwaram Lift Irrigation Project (KLIP) was his one-man show from concept to execution, told the Justice PC Ghose Commission, which is probing alleged irregularities in the project, that KLIP was constructed as per the collective decision of the state Cabinet and that he did not take any individual decisions in the construction of the project.
The BRS supremo deposed before the Commission, which earlier accepted his request to conduct a one-to-one inquiry without open court questioning in view of his frail health.
The former CM also disclosed the reasons for the completion of the project in just three years.
'Every decision with regard to the finalization of the project designs, location of the barrages and reservoirs, execution of the works and maintenance of the project and barrages were done only after the approval of the technical committees and engineers,' KCR told the Commission.
The Commission posed 18 questions to KCR, focusing mainly on his alleged role in the finalization of the project and barrages, damage suffered by three barrages – Medigadda, Annnaram and Sundilla, scrapping of the Tummidihetti barrage, release of water to barrage, mobilization of funds by constituting Kaleshwaram Corporation, utilization of funds etc.
Justice PC Ghose specifically sought to know the reasons for the completion of a project as big as Kaleshwaram project in a short time. It is learnt that KCR explained the urgency of the completion of the project to provide a succor to distressed farmers in the dry areas.
Further, KCR told the Commission, WAPCOS' recommendations on the location change and water availability were taken into consideration during the construction of the project.
Explaining the main objective of the Kaleshwaram project, the former CM said that the government formed a corporation and borrowed money to complete the project without any delay.
When the Commission inquired about the release of water to the barrages, KCR explained he had no role in that and mentioned that the project engineers were responsible for the maintenance of water levels in the barrages.
The Maharastra government's objection to the Tummidihetti was the main reason to construct a barrage at Medigadda, the former CM said.
The technical team recommended the construction of the three barrages and the Central Water Commission (CWC) made some suggestions which were also accepted by his government.
Official sources said that KCR submitted all documentary evidence in support of his submissions such as government orders, CWC letters and Technical Committee study on the project to the Commission during the 50-minute-long quizzing.

Karnataka Chief Minister Siddaramaiah on Friday met the 16th Finance Commission in Delhi and is learnt to have 'highlighted a stark imbalance in fiscal returns', telling the Commission that 'for every rupee Karnataka contributes to Union taxes, it receives only 15 paise in return'. A statement issued after the meeting by the CM's office said that Siddaramaiah 'pointed out that the reduction in Karnataka's share under the 15th Finance Commission from 4.713% to 3.647% resulted in a cumulative loss of over Rs 80,000 crore during the award period'. The overall share allocated to all states from central taxes was reduced to 41% for 2021-26, as against 42% in the previous cycle, primarily due to the creation of Union Territories of Jammu and Kashmir and Ladakh. Siddaramaiah demanded a larger allocation for the state from the central tax pool for the five-year period beginning April 1, 2026. According to the statement, Karnataka 'proposed that the share of taxes devolved to states (vertical devolution) be increased to at least 50% (from April 1, 2026), and that cesses and surcharges be capped at 5%'. 'The state also recommended including Union non-tax revenues in the divisible pool.' 'For sharing funds among states (horizontal devolution), Karnataka suggested that each state retain about 60% of what it contributes, with 40% going to less-developed states, ensuring both growth and equity,' it said. Siddaramaiah told the Commission that 'to make the formula fairer, Karnataka has proposed reducing the weight of the income-distance criterion and giving more weight to a state's economic contribution, so that high-performing states are not penalised, but encouraged,' said the statement. The state also called for 'critical reforms' to make the fiscal devolution system 'more growth-oriented, predictable, and fair' and highlighted three 'key issues' — the growing disparities in per capita devolution; the flawed design of revenue deficit grants, and the unpredictable nature of state-specific grants. During the meeting, the CM told the Commission that the state recommends replacing discretionary special grants with a formula-based allocation of 0.3% of Gross Union Receipts. The CM also sought support for Rs 1.15 lakh crore investment to strengthen Bengaluru's infrastructure, given its major role in Karnataka's economy, said the statement.

Save Kaleshwaram scheme and act against corruption
It's indeed a complex project comprising three barrages at Medigadda, Annaram and Sundilla, 15 reservoirs, 21 pump houses and 1,531 km of gravity canals. The idea is to lift 240 thousand million cubic feet of Godavari water in all during the 120 days of flood season every year. It sounds like a boon for Telangana, which had always been deprived of adequate water for its farmers. The catch, though, is the power requirement of 9,000 MW once the project is operationalised, which translates to an estimated electricity bill of Rs 10,000 crore, or Rs 37,882 per acre. Several experts and opposition parties had objected to it, arguing that it was unviable and there were other economically feasible ways to achieve the stated objectives. But nobody had anticipated the project would run into a bigger hurdle: the structural damage to the Medigadda barrage and others caused by the floods of 2022 and 2023. Now, the question before everyone is whether KLIS has turned into a white elephant. The National Dam Safety Authority recommended that a rehabilitation design be drafted for the barrages, but also termed the damage to Medigadda Block 7 irreversible and warned against movement of structures. There were allegations of corruption, too, hanging over KLIS and the Congress government constituted a commission headed by Justice P C Ghose last year to probe alleged irregularities. It hit the headlines recently when KCR deposed before it. A parallel vigilance probe has called for action against 57 engineers. It is inevitable that politics will play out over the charges, as will court cases. But the main task of the government should be to salvage the project. This cannot be achieved without coordination with the Centre. Action must also be taken against those found guilty of corruption.

According to the agency, Sridhar also owns a luxury villa in Tellapur near Hyderabad, three independent buildings in Warangal, Karimnagar and Hyderabad, 19 prime residential plots in the three cities, 16 acres of agricultural land and has stakes in several hotels in Karimnagar worth several crores of rupees, besides cash, jewelry and bank deposits, that are hugely disproportionate to his income. Congress had flagged Kaleshwaram Lift Irrigation Project corruption as a major issue in the 2023 state assembly polls, even as the then ruling BRS had refuted the allegations as baseless, claiming the project was built to promote the welfare of Telangana citizens. Meanwhile, Nune Sridhar has been charged in a disproportionate assets cases, the ACB said, adding that all his financial and property documents, as well as transaction records, are being thoroughly examined to detect potential benami holdings and corruption in irrigation contracts under his watch.
