Andhra Liquor Scam: Ex-Intelligence Chief Named in Supplementary Chargesheet

The Special Investigating Team probing the alleged Rs 3500-crore liquor scam in Andhra Pradesh has named former Andhra intelligence chief, IPS officer PSR Anjaneyulu and consulting firm KPMG in a supplementary chargesheet.
The 134-page supplementary chargesheet filed in the ACB court, gives new details of the alleged conspiracy that reportedly sheds light on the money trail and the proceeds of the illicit funds.
Using call data records, the chargesheet claims that PSR Anjaneyulu had made 65 calls to a key accused within a two-hour window on a single day, indicating a potential connection to the scam.
The supplementary chargesheet also highlights the role of Dr. Rajat Bhargava, an IAS officer and former Special Chief Secretary of Revenue, as a key whistleblower.
The document says that Dr Bhargava made several attempts to alert the Chief Minister's Office (CMO) about malpractices in the excise department. However, according to the SIT, a specific directive came from the CMO, with Dhananjay Reddy allegedly instructing Dr Bhargava not to take any action.
The SIT claims that consulting firm KPMG was hired to lend credibility to a deliberately flawed excise policy. The chargesheet alleges that KPMG officials met with the alleged key conspirators multiple times to draft a favourable policy. The most crucial element of this conspiracy, the manual indenting process, which allegedly favoured certain vendors, was a suggestion given by KPMG, it declares.
The supplementary chargesheet details how the ill-gotten funds from the scam were routed and invested in assets.
Raj Kasireddy, named accused no 1, allegedly used scam money to acquire 11 parcels of land, totalling over 30 acres in the Ranga Reddy district and Hyderabad.
The SIT identifies Balaji Govindappa as a key conduit in the scam, detailing his role in the entire money trail. The chargesheet specifies that Govindappa used liquor scam money to purchase immovable assets in Bansuwada and three other locations, often in the names of his family members.
The chargesheet alleges that Dhanunjaya Reddy and Krishna Mohan Reddy, who were in the CMO at that time, had allegedly purchased substantial assets, and it specifies the dates of purchase and the source of the transferred funds.
The SIT claims that the houses of key accused like Chanakya were used as 'safe houses' for money logistics related to the scam.
The chargesheet provides details of the first few meetings to set up the scheme, which took place on October 13, 2019, in which Vijay Sai Reddy, Raj Kasireddy and Vasudeva Reddy allegedly participated. These details were reportedly established using call data records.

What is the new minimum balance limit for HDFC Bank savings account? As per the new rules announced by HDFC Bank, account holders are now required to keep a minimum of Rs 25,000 in their savings accounts, failing which would invite a penalty from the bank. Earlier, the HDFC Bank had a minimum balance requirement (MBR) of Rs 10,000 for savings accounts. The new MBR rule came into effect from August 1 in metro cities and urban areas, and affects all HDFC Bank customers who open savings accounts on or after the said date. ICICI Bank hikes MBR HDFC Bank's MBR hike came day after ICICI Bank– the country's second-largest bank– increased the minimum balance limit on savings accounts from Rs 10,000 to Rs 50,000 per month. ICICI Bank's MBR hike also came into effect on August 1 and was implemented across all its branches in metro and urban regions. Notably, ICICI Bank also hiked the MBR for savings accounts in its semi-urban branches from Rs 5000 to Rs 25,000 per month, while MBR for savings accounts in branches located in rural areas was increased from Rs 5000 to Rs 10,000 per month.

Reliance Infrastructure (RInfra) on Wednesday said it has secured an arbitration award of Rs 526 crore against Aravali Power Company Pvt Ltd. In an exchange filing, the company stated that the arbitration was initiated after Aravali Power wrongfully terminated a contract in 2018. RInfra Wins Rs 526 cr Arbitration Award 'The arbitral tribunal, by a majority award, has held the termination to be invalid and awarded consequential claims Rs 526 crore in favour of Reliance Infrastructure,' it said. Proceeds from the award will be utilised for growth capital, RInfra said. Reliance Infrastructure is a major player in providing Engineering and Construction (E&C) services for developing power, infrastructure, metro and road projects. Why RInfra Invoked Arbitration Against APCPL? Reliance Infrastructure (RInfra) had invoked arbitration against Aravali Power Company Pvt Ltd (APCPL) in 2018, after the latter's termination of a contract that RInfra claimed was wrongful. The dispute began after APCPL alleged a breach of contract, issued a termination notice, and also invoked arbitration the same year. On July 1, the Delhi High Court sought RInfra's response to a petition by APCPL seeking enforcement of a Rs 600-crore arbitral award it secured against the Anil Ambani-led firm in December last year. RInfra is part of the Reliance Group, is an Indian private-sector enterprise engaged in power generation, infrastructure, construction, and defence. A man from Punjab has been arrested in connection with the low-intensity blast at Bollywood rapper and singer Badshah's bar and club in Chandigarh in November last year, the Delhi Police said Wednesday. The accused, identified as Deepak, 31, a resident of Faridkot in Punjab, was arrested by a team from the Special Cell's Counter-Intelligence Unit, officers said, adding that he is currently being questioned. No one was injured in the blast which occurred outside Badshah's Bar and Club, located in Chandigarh's Sector 26, on November 26, 2024, but hours later, gangster Goldy Brar claimed responsibility for the incident, purportedly through a social media post. The post, which demanded protection money from the singer, also mentioned the name of gangster Rohit Godara. According to a police officer, Deepak was in Delhi to meet someone when he was arrested. The officer said Deepak has close ties with Brar, a former associate of gangster Lawrence Bishnoi. Sources said Deepak had conducted reconnaissance before the blast and was in touch with Brar. The CCTV footage collected from the scene showed a man hurling a bomb outside the bar and running away. Three days after the incident, two men — Vinay, 20, and Ajit Sehrawat, 21, — were arrested in Hisar by joint teams of the Chandigarh Police and Haryana's Hisar district police over suspicion of being involved in the blast. Brar and Bishnoi were allegedly involved in the murder of Punjabi singer Sidhu Moosewala in Punjab's Mansa in May 2022. The two are said to have ended their association recently and are now operating separate extortion rackets. Brar, whose original name is Satwinder Singh, carries a reward of Rs 10 lakh for his arrest, announced by the National Investigation Agency (NIA). He is a wanted accused in several cases in Punjab, Delhi, Rajasthan, and Uttarakhand, and is reported to be residing in the United States. Gangster Godara is also believed to be hiding in the US.
