BJP MLA Gets Showcause Notice After Vande Bharat Assault Video Goes Viral

The Uttar Pradesh unit of the Bharatiya Janata Party (BJP) has issued a show-cause notice to Babina MLA Rajiv Singh Parichha following a disturbing incident aboard the New Delhi-Bhopal Vande Bharat Express, where a passenger was allegedly assaulted by individuals identified as the legislator's supporters.
The incident occurred on June 19 at Jhansi railway station and has since ignited a storm of criticism after CCTV footage of the assault went viral on social media, micro-blogging sites, and other media platforms. IANS does not confirm the authenticity of the video.
In response to the viral video and mounting public outrage, BJP state general secretary Govind Narayan Shukla issued a notice to Parichha, stating that the act falls under serious indiscipline and demanding a written explanation within seven days.
The 18-second clip shows a group of men slapping and hitting a passenger, identified as Rajkishore, with slippers inside coach E-2 of train number 20172.
The video also shows MLA Parichha standing nearby during the incident. According to reports, the altercation stemmed from a dispute over seat number 49, which Rajkishore had been allotted.
Parichha, who was travelling with his wife Kamli Singh (seat No 50) and son Shreyansh Singh (seat No 51), reportedly requested Rajkishore to switch seats, so the family could sit together.
When the request was declined, tensions escalated.
Upon arrival at Jhansi station, a group of men allegedly linked to the MLA boarded the train and assaulted the passenger.
Former Madhya Pradesh minister, Congress leader and media head Mukesh Nayak condemned the incident on Instagram, describing it as a grim reflection of "good governance".
He alleged that the elderly passenger was left bleeding from the nose after the attack.
While Parichha has denied involvement in the assault, claiming the passenger misbehaved and caused a nuisance, the Government Railway Police (GRP) in Jhansi confirmed that a non-cognizable report (NCR) was filed by the MLA.
As of now, no formal complaint has been lodged by the victim, who reportedly disembarked in Bhopal and has expressed reluctance to pursue legal action.
The incident has raised serious concerns about passenger safety aboard India's flagship high-speed trains.
With the video continuing to circulate widely, the political and public fallout is far from over.

However, social media users were not convinced and lashed out at the foreigner for acting cheap and blaming a poor street seller. 'I wouldn't call this a scam. I am sure you will buy the same tote in America for much higher price and then pay tip on it too,' wrote one commenter. Another user criticised the vlogger's lack of empathy: 'Give him the 5 dollars and sleep well. He is trying to survive the best he can and for you 5 dollars is nothing. Shame. Make the same calculations for the medicines sold in USA for example, which could be 100 times cheaper.' A third user sided with the street seller: 'Scam? You are cheap. He is just trying to make a living. You buy it back home 5 times his price and I bet you are not going to be crying for a discount," he said.

House panel discusses judges' ‘misconduct', ‘cooling-off period' before taking up post-retirement jobs
MPs, including one from the ruling BJP also questioned why an FIR has not been filed in the Justice Yashwant Varma case yet, and why the Chief Justice o,f India has not taken any action against Justice Shekhar Kumar Yadav, 'whose actions constituted a violation of code of conduct', an opposition MP, who attended the meeting told ThePrint. The Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, headed by BJP MP Brij Lal, also saw lawmakers having a heated discussion on how relatives of judges continue to practice in the same court in blatant violation of the Supreme Court's 1997 Restatement of Values of Judicial Life , the primary code of ethics governing judicial behaviour. New Delhi: A parliamentary panel Tuesday held an animated discussion on violations of code of conduct for judges of higher judiciary, focusing on concerns about some judges misusing their position to secure post-retirement jobs. Lawmakers who attended the meeting told ThePrint that the need for a cooling period before judges can take up post-retirement assignments was among the suggestions made at the meeting. A huge cache of burnt currency notes was found in the storeroom of Justice Varma's official residence in March, while Justice Yadav has drawn sharp criticism for making controversial remarks about Muslims at a VHP event in December last year. Several MPs also spoke about how some judges have political aspirations. 'MPs raised the issue of some judges abusing their power, passing orders against opposition party leaders and then resigning and joining political parties,' said an opposition MP, adding that the members also talked about 'how some judges have political ideology, which reflects in their order…. They go and attend political meetings as well.' According to a source, it was in this context that an opposition MP suggested that like in bureaucracy, there should be a cooling-off period of 5 years for judges before they can take up post-retirement jobs. The source said, 'Another MP also suggested that to stop such abuse of power, the retirement age of judges should be increased, and they should be given good pensions so that they do not take up post-retirement assignments.' In its report tabled in the Rajya Sabha on 7 February, 2024, the Parliamentary committee had stated that it was of the view that the retirement age of judges should be raised and 'the practice of post-retirement assignments to judges of Supreme Court and High Courts in bodies/institutions financed from public exchequer may be reassessed to ensure their impartiality.' 'The committee suggests that the entire gamut of issues related to such appointments of retired judges may be comprehensively studied again and relooked upon by the Ministry,' it had said in the report. 'MPs said that the 1997 guidelines clearly mentions that kith and kin should not practice in the same court. If it happens, then either the judge should be transferred or the kith and kin should stop practicing,' the sources said. The MPs, both from the ruling BJP and the opposition, also sought to know from Raj Kumar Goyal, the justice secretary, about the number of complaints pending in the Supreme Court and the High Courts across states against judges for violation of code of conduct. The justice secretary, who was summoned for the meeting, sought time to respond to the issues raised by the MPs. Sources said that in his presentation before the parliamentary panel members, Goyal said that every time the department brings a bill, it does not fructify. 'He gave the example of NJAC (National Judicial Appointments Commission Act) and how it was struck down,' one of the sources said. In 2015, the Supreme Court had struck down NJAC, which would have replaced the Collegium system, where the senior most sitting judges of the apex court recommend judges to be appointed to the higher judiciary. The source added that MPs also sought to know from Goyal about how many judges have uploaded their assets, as mandated by the code of conduct. 'To this, the justice secretary answered that he will have to check,' the source said. It is not mandatory for judges to put their assets in the public domain. A Full Bench of the Supreme Court had in 2007 decided to place the assets of judges on the apex court's website, but on a voluntary basis. The opposition MP quoted earlier said that parliamentary panel members also raised the issue of how some judges keep on abusing advocates and lawyers in open court and sought to know if it could be brought under the purview of code of conduct. 'They (MPs) also asked how to restrict judges from making unnecessary and unwarranted political comments in the court that are not connected with the case that they are handling,' the opposition MP added. Lucknow: In a caste-based physical assault case in Uttar Pradesh's Etawah district, a group of Brahmins tonsured the heads of two Yadav community members, a religious preacher and his aide, after discovering their caste identity, ThePrint has learnt. The case has sparked outrage since a video of the incident showing the four men assaulting the preachers surfaced online. Etawah Senior Superintendent of Police Brajesh Srivastava has released a video statement, saying, 'A video from the Bakewar police station area went viral—showing some villagers misbehaving with two persons and forcibly cutting their hair after a religious event. After registering a case, four people, including the main accused, Nikki, have been arrested.' Later, speaking to reporters, Sant Singh Yadav, one of the victims, recounted his ordeal. 'We were invited to the Dandarpur village for a Bhagwat Katha, starting 21 June. Some of the villagers began questioning our caste, saying we were 'chamar'. I clarified, 'I am a Yadav'. But they demanded my identification card and accused me of defiling a Brahmin village with my presence,' he said. He further alleged that the villagers forcibly shaved his hair, sprinkled urine on him, and claimed he was 'purified' after all that. 'They asked how a Yadav dared to conduct religious discourse in a Brahmin village,' Sant Singh Yadav recalled. Akhilesh calls it an 'attack on PDA' The case has sparked a political storm, with the Opposition condemning the caste-based violence and demanding stringent action. On Tuesday, Samajwadi Party chief Akhilesh Yadav invited the victims to the SP headquarters in Lucknow, and he honoured them with a cheque of Rs 51,000 each. Speaking to the media, the SP chief has condemned the Etawah incident, alleging that such acts have been becoming frequent under the BJP-led government in UP. 'These incidents are being allowed to happen. This government is heartless,' he said. Referring to the assault on the men from the Yadav community, Akhilesh Yadav stated, ''Bhagwat Katha' is meant for everyone. If people can listen to it, they should also be allowed to recite it. Who has the authority to decide who can narrate the 'katha'? The government should enact a law on this.' He has alleged that dominant caste groups, who believe they hold exclusive rights over religious practices, refuse to accept religious offerings from members of the PDA (Pichhda, Dalit, and Alpsankhyak) communities. 'The support of the BJP government emboldens these people,' Akhilesh Yadav said, adding that the President of India also could not escape such discrimination.
