NCERT new modules blame Congress for partition, say leaders 'underestimated Jinnah' and failed to foresee horrors

New Delhi:
NCERT
's new special modules on the
Partition of India
have placed significant responsibility on the Congress leadership for the division of the country, saying they "accepted the plans of Partition" and "underestimated Jinnah" while failing to anticipate the long-term horrors that followed.

Two modules, one for the middle stage and another for the secondary stage, were released this August to mark Partition Remembrance Day.
"The Partition of India and the creation of Pakistan were by no means inevitable," the module states. Instead, they argue, three actors shaped the division, "Jinnah, who demanded it; the Congress, which accepted it; and Mountbatten, who formalised and implemented it."

The secondary stage module notes, "None of the Indian leaders had experience in running national or even provincial administration, the army, police, etc. Hence, they had no idea of the massive problems that would naturally arise... Otherwise, such haste would not have been made."
The modules describe Partition as an "unprecedented human tragedy, with no parallel in world history." They document mass killings, the displacement of nearly 1.5 crore people, large-scale sexual violence, and trains of refugees arriving "filled only with corpses, having been slaughtered en route."
Live Events
One section notes, "Some horrors began even before Partition was finalised... The horrific events in Noakhali and Calcutta (1946), and Rawalpindi, Thoha, and Beval (March 1947) stand as chilling examples."
The content highlights that the Muslim League's
Direct Action Day
in August 1946, accompanied by violence, was a turning point. It cites Jinnah's warning, "Either a divided India or a destroyed India," as pressure that led Congress leaders Nehru and Patel to finally concede.
The secondary module also links Partition directly to enduring challenges, including the Kashmir conflict, communal politics, and external pressures on India's foreign policy.
"Pakistan has waged three wars to annexe Kashmir and, after losing them, adopted a policy of exporting jihadist terrorism... All this is a consequence of Partition," it states.
Even Jinnah, the module notes, later admitted he had not expected Partition to materialise in his lifetime: "I never thought it would happen. I had never expected to see Pakistan in my lifetime."
For younger students, the middle stage module narrates the Partition in simpler terms but strikes the same note of shared responsibility. It states, "There were three elements responsible for the Partition of India: Jinnah, who demanded it; second, the Congress, which accepted it; and third, Mountbatten, who implemented it."
The section also emphasises Mountbatten's role in advancing the transfer of power from June 1948 to August 1947, calling the haste "a great act of carelessness" that left millions unaware which country they belonged to even after Independence Day.
The modules conclude by framing Partition as a warning for future generations: "Shortsightedness in rulers can become a national catastrophe. Giving concessions to violence to gain peace results in whetting the appetite of violence-prone groups."
They emphasise that recalling the "horrors of Partition" is crucial only if India draws lessons, rejecting communal politics and ensuring leadership that prioritises national welfare over personal or party interests.

Madigas demand immediate implementation of internal quota within Scheduled Castes

Madiga Jati-Upajati Sanghataneegala Okkuta (Dalit Left category) staged a protest in Kalaburagi on Monday demanding the immediate implementation of the internal reservation within Scheduled Castes as per the recommendations of Nagamohan Das Commission report. Led by okkuta convener for Kalyana Karnataka region Raju Wadekar and district president Parameshwar Khanapur, the protestors gathered at Sardar Vallabhbhai Patel Chowk and took out a march beating the thamate (traditional leather drum) and staged a protest in front of the Deputy Commissioner's office. The agitators also offered milk to the poster of Nagamohan Das and urged the State government to take steps for the implementation of internal reservation for Scheduled Castes without further delay. 'Our community (Madiga) has been fighting for internal reservation for the last 30 years. Other States such as Haryana, Andhra Pradesh, Punjab and Telangana have implemented internal reservation among Scheduled Castes but the Congress, which promised implementing internal reservation in its manifesto for the 2023 Assembly elections, is dilly-dallying on granting the sub-quota,' Mr. Wadekar said. They reiterated that the Sadashiva Commission had earlier recommended 6% reservation to Dalit Left category. Even the Madhuswamy Cabinet Sub-Committee also proposed 6% quota. Though the Supreme Court delivered a verdict on August 1, 2024 authorizing the respective State governments to provide internal reservation after reclassifying sub-castes through a survey, the Siddaramaiah-led government in January 2025 formed the Nagamohan Das Commission to study internal reservation among Scheduled Castes, they said. And, now, even the Nagamohan Das report recommends 6% for Dalit Left category, the agitators said and accused the Siddaramaiah-led State government of doing injustice to Dalit Left communities with inordinate delay in its implementation. They urged Chief Minister Siddaramaiah to implement internal reservation as per the recommendations of the Nagamohan Das Commission on Tuesday, without bowing down to any pressure. They also warned the authorities of intensifying their agitation if the State government fails to implement the report.

BJP president Nadda hails Modi, slams Nehru over Indus Waters Treaty

Bharatiya Janata Party (BJP) president J. P. Nadda on Monday (August 18, 2025) said that by putting the Indus Waters Treaty (IWT) in abeyance, Prime Minister Narendra Modi had tried to correct a 'Himalayan blunder' committed by India's first Prime Minister, Jawaharlal Nehru. In a series of posts on X, Mr. Nadda went into details on the inception of the IWT and that former Prime Minister Nehru had not taken Parliament into confidence while concluding the agreement. 'The most appalling aspect was that he did it without consulting the Indian Parliament. The treaty was signed in September 1960. However, it was placed before Parliament only two months later, in November, and that too, for a token discussion of mere two hours,' Mr. Nadda said. 'History must call it what it was: Nehru's Himalayan Blunder. A Prime Minister who disregarded Parliament, gambled away India's lifelines, and tied India's hands for generations. Even today, India would have continued to pay the price for one man's misplaced idealism, if not for Prime Minister Modi's bold leadership and his commitment to nation first,' he added. By putting the IWT in abeyance, Mr. Modi has corrected 'yet another grave historical wrong committed by Congress', Mr. Nadda said. The IWT was suspended by India following the April 22 Pahalgam terror attack, which claimed 26 lives. Mr. Nadda's remarks came after Pakistan Army Chief Field Marshal Asim Munir recently told members of the Pakistani diaspora in the U.S. that any reduction in water flow would be met with destruction of Indian infrastructure. He also issued a nuclear warning, stating, 'We are a nuclear nation. If we think we are going down, we'll take half the world down with us.'

SCERT told to debar textbook development team over errors

Minister for General Education V. Sivankutty has directed the State Council of Educational Research and Training (SCERT) to debar the members of the textbook development team responsible for errors in the draft of the teacher text for the new class IV Environmental Science textbook from further academic activities. As soon as inaccuracies about freedom fighter Subhas Chandra Bose came to his attention, instructions were given to the SCERT to make corrections by including historical facts and only then print the teachers' handbook. The corrected portions were available on the SCERT website, the Minister said in a social media post on Monday. The Minister said that the State government position on the issue was different from that of the Union government that distorted historical facts for political gains. The State had tried to pass on to students historical truths that upheld Constitutional objectives during the entire curriculum revision process and it would continue to do so. Meanwhile, Akhil Bharatiya Vidyarthi Parishad (ABVP) Kerala unit shot off a letter to Union Minister of Education Dharmendra Pradhan and the National Council of Educational Research and Training (NCERT) Director alleging that distorted history was being published in the State Council of Educational Research and Training (SCERT) textbooks. The letter said the Class IV Social Science textbook contained grave errors and its content demeaned the nation. Chapter II of the textbook mentioned that Subhas Chandra Bose fled to Germany fearing the British regime, the letter pointed out. It pointed out further inaccuracies in the same lesson. The names of Assam and Jharkhand had been deliberately omitted from the national map, the letter alleged, pointing out that Subhas Chandra Bose was a valiant freedom fighter while Assam and Jharkhand were an integral part of the country. The textbook errors were very serious and would misguide the young generation, the letter to the Union Minister said, calling for an inquiry and action against those responsible. The SCERT, however, denied that the nation's integrity was under question. The map of the country was intact with all States represented; only the name of two States had been left out. 'Directives for correcting the errors on the SCERT website had already been given. It may not be possible to ensure that everything is 100% accurate in the textbooks published by us. Factual errors should be pointed out; only then can these be corrected. Even the NCERT recently said it was ready to examine feedback on textbooks and take appropriate action in the wake of the row over the map of the Maratha empire,' SCERT Director Jayaprakash R.K. said.
