Government may slow down declaring more state highways as national highways
In a major policy change, the Centre is preparing a model to provide
financial assistance
to state govts for one-time improvement of
state highways
rather than declaring more of these as
NHs
. The
road transport ministry
will instead focus on building more new
greenfield highways
and expressways.
This comes after PM Narendra Modi's direction to the ministry to come up with a model by July end for the purpose. State govts will maintain the upgraded state highways. TOI has learnt that in the last infrastructure review meeting, Modi had asked the ministry to come up with innovative models for supporting state highway projects and connecting non-major ports under state govts.
This change in approach gains importance considering that in the last 11 years, govt has notified conversion of 55,000 km of state highways to NHs and now, the total length of NHs stands at 1.46 lakh km. This has been highlighted as one of the biggest achievements of govt.
Sources said that after expanding the NH network, now there is a need to focus more on widening them and maintaining them. Data shows that till March, India has more than 63 lakh km of road network.

Union Minister Dr Jitendra Singh said that the last 11 years under the leadership of Prime Minister Narendra Modi have seen a democratisation of India's Civil Services with youths from poor families and remote areas getting selected for the country's top jobs and realising their aspirations. In an interview to Doordarshan News, the minister said that while at one time, the IAS and Civil Services were confined only to a handful of States like Bihar, Tamil Nadu, Kerala etc, today, we get toppers from the States which earlier hardly figured in the civil services list toppers from Punjab, Haryana and J&K. He cited the case of Parsanjit Kour, the young girl from Poonch, a border district in J&K, who made it to All India Rank 11 in the Civil Services Exam of 2022 in very first attempt or the boy from Punjab, Anmol Sher Singh Bedi who got All India Rank 2 in the Civil Services Exam of 2016. This, the Minister said, has restored faith in the objectivity and equal opportunity offered by the system and, thus, also led to democratisation of youth aspiration. 'This is the true essence of democracy -- where every mother, regardless of her socio-economic standing, has the confidence to believe that her child can reach the top," said Dr Jitendra Singh. The Minister said that the 11 years have been nothing short of transformational for India. 'What generations longed for over decades has been made possible in just over a decade,' he stated, adding that PM Modi has wiped the tears of the past and replaced them with eyes full of hope and future aspirations. Each passing year, the Minister said, has marked a new milestone -- be it in infrastructure, governance, technology, or youth empowerment -- creating unprecedented opportunities for every Indian. Union Minister of State (Independent Charge) for Public Grievances and Pensions, Dr Jitendra Singh, stated that under PM Modi's leadership, citizens' self-esteem has been restored. Referring to the PM's historic 2016 call of "Start-Up India, Stand-Up India", he emphasised how it broadened the employment horizon beyond traditional government jobs. 'It was only then people realised that job doesn't only mean "Sarkari Naukri", but also innovation, enterprise, and startups,' the Minister noted. India's biotech sector, he highlighted, is a perfect example -- growing from just 50 start-ups in 2014 to over 10,075 in 2024, with a leap in valuation from $10 billion to nearly $170 billion. He credited this to strong public-private partnerships and forward-thinking policies like Bio-E3 and the National Quantum Mission.

Union Secretary reviews UMEED portal's implementation in Maharashtra
Ahead of the roll out of rules for the Waqf portal, Union Minority Affairs Secretary Chandra Shekhar Kumar held a review meeting with Maharashtra officials for smooth uploading of details related to properties on UMEED, an official said on Sunday. Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995 (UMEED) Central Portal, launched on June 6, needs the rules to support the statutory requirements. During the meeting on Saturday, the Secretary encouraged proactive participation and invited suggestions from state authorities to streamline the implementation process. As per the mandate of the UMEED Portal, details of all registered Waqf properties across India are to be mandatorily uploaded within six months. Those present in the meeting, chaired by the Union Secretary, included the state secretary, senior officials, and the CEO of the Maharashtra State Waqf Board. This was the Union Secretary's second such visit following a similar review in Bihar last week. Secretary Chandra Shekhar Kumar encouraged proactive participation and invited suggestions from state authorities to streamline the implementation process, said an official statement. The CEO of the Waqf Board requested the Centre to revisit and ease certain leasing provisions related to Waqf properties. The Union Secretary assured that the request will be examined sympathetically, reaffirming the Centre's commitment to empowering Waqf Boards and enhancing Waqf property management. Apart from reviewing UMEED implementation, the Secretary also assessed the status of projects under the Pradhan Mantri Jan Vikas Karyakram (PMJVK) in Maharashtra. He directed the state officials to submit all pending proposals to the Ministry within one week for necessary action. Kumar also held a meeting with officials of the Haj Committee of India (HCoI) in Mumbai, congratulating them on the smooth and successful conduct of Haj 2025. He expressed satisfaction that this year recorded the lowest number of deaths and health-related incidents among Indian Haj pilgrims. He attributed this achievement to improved coordination between the Ministry, the Haj Committee of India, deputationists, Saudi Arabian authorities, and local support systems. The Secretary specially acknowledged the effectiveness of the Haj Suvidha App, which played a crucial role in enhancing the pilgrim experience and easing on-ground challenges. He said that insights from this year's Haj operations will be used to further improve arrangements for Haj 2026.

'Won't let them sleep': Amit Shah's monsoon mandate for operation against Naxalism; calls for surrender
File photo NEW DELHI: Union home minister Amit Shah on Sunday issued a strong warning to Naxalites saying that the central government's operations against Naxalism would continue even during monsoon season. "Every time during the rainy season, Naxalites used to get rest (as swollen rivers hamper anti-Naxal operations inside dense forest), but this time, we will not let them sleep during monsoon and we will move further to achieve the target of 31/3 (2026 to eliminate Naxalism)", Shah said. He further called upon the Naxalites to lay down arms and "join the journey of development". "Lay down arms and join the journey of development; no need for talks. Just give up armed struggle and join the mainstream," he said. "I wholeheartedly welcome back all those who have laid down their arms and joined the mainstream and assure them that whatever promises the Chhattisgarh government and the Centre have made to them will be fulfilled, and we will try to help you even more," he added. Shah was in Nava Raipur Atal Nagar, Chhattisgarh to lay the foundation stone for the National Forensic Science University (NFSU) campus and a Central Forensic Science Laboratory. Shah has claimed that Naxalism would be wiped out of the country by March 2026.
