DILG prohibits employees, LGUs from online gambling

Released on Tuesday, Memorandum Circular 2025-082 stated that engaging in online gambling activities 'adversely affects the integrity and credibility of government service.'
The Department of the Interior and Local Government (DILG) has prohibited its personnel, employees of attached agencies, and all elected and appointed local government officials from accessing and engaging in online gambling.
Released on Tuesday, Memorandum Circular 2025-082 stated that engaging in online gambling activities 'adversely affects the integrity and credibility of government service.'
These agencies include the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), National Youth Commission, Philippine Commission on Women, National Commission on Muslim Filipinos, Philippine Public Safety College, and National Police Commission (Napolcom).
Individuals who violate the provisions of the memorandum will face administrative and/or criminal sanctions under pertinent laws, rules, and regulations.

In his budget message, President Ferdinand ''Bongbong'' Marcos Jr. said this is an increase of 314.4 percent from the P2.0 billion allocation in the 2025 General Appropriations Act. Marcos said this is to provide support programs, including farm-to-market roads, school buildings, water and sanitation systems, health stations, and electrification for each of the 808 cleared barangays as certified by the NTF-ELCAC. The BDP, a flagship program of the NTF-ELCAC, is an initiative spearheaded by the local government units in the Philippines to promote development at the grassroots level. This program intends to bring sustainable development programs to conflict-prone and conflict-affected communities. It also focuses on addressing the needs and concerns of barangays, which are the smallest administrative divisions in our country, or identified as geographically isolated and disadvantaged areas.—LDF, GMA Integrated News

Philippine National Police (PNP) chief Police General Nicolas Torre III said Tuesday the country's crime rate went down 7.75% from August 2024 to June 2025 compared to the same period of the previous year. In his speech during the 124th Police Service Anniversary celebration at Camp Crame attended by President Ferdinand "Bongbong" Marcos Jr., Torre said the number of crime incidents decreased from 192,677 to 177,735. "Crime incidents dropped by 7.75% with a total of 177,735 incidents from August 2024 to June 2025 compared to 192,677 from the same period of previous year," Torre said. "This significant decline clearly reflects the effectiveness of our intensified anti-criminality operations, especially our increased police presence across the country," he added. In the drive against illegal drugs, Torre said a total of 153,609 operations have been conducted from July 1, 2022 to August 10, 2025. Anti-drug operations resulted in 190,568 arrests and confiscation of contraband worth some P54.6 billion, according to Torre. "This represents a 258% increase compared to the same period of 2016 to 2019. A testament to our bloodless campaign that decisively targets both high-value and street-level offenders," Torre said. Torre said the PNP is also seeking to address cyber crimes, human trafficking, kidnapping, and even fake news. With regard to internal cleansing, Torre said that over the past year, a total of 3,413 members of its personnel were sanctioned. Under the PNP's newly implemented Five-Minute Response Policy, Torre said police responded to 94% of the 3,574 emergency calls within five minutes from June 2 to August 10. "As we mark our 124th year, the question before us is not what have we done? But what more can we do?" Torre said. "As the Chief of the Philippine National Police, I call on every officer and personnel to continue embodying the true spirit of public service.
