Defence budget tops RM5bil
'Recently, there was an increased military presence by the Philippines and the United States in the south of the Philippines, close to Sabah.
'I contacted Philippine President Ferdinand Romualdez Marcos Jr and according to him, it was due to China's offensive.
'This is definitely concerning and pushes us to improve our preparedness in Pulau Banggi and Sabah to defend ourselves,' Anwar said during Prime Minister Question Time in the Dewan Rakyat.
He was responding to a question by Ahmad Fadhli Shaari (PN-Pasir Mas) who asked about Malaysia's defence readiness amid global and regional geopolitical uncertainties.
Anwar also said that government-to-government negotiations are conducted for defence procurement in various scenarios, which have demonstrated greater effectiveness, transparency and cost savings.
He said the method allows for direct negotiations between the government and the producing country without the involvement of third parties, thereby avoiding delays and cost wastage due to high commission payments to agents.
'We immediately reduce costs when we negotiate directly with governments, as we eliminate the excessively high agent fees.
'That's why we've completed the procurement process now; in the past, orders would always stall,' he stated.
To a supplementary question by Ahmad Fadhli on the proposed purchase of Black Hawk helicopters or F/A-18 fighter jets, Anwar said any decision on the procurement of air defence assets would be made by the Air Force's technical committee.
'The committee will be fully responsible for determining its readiness; if it cannot be justified, we will not sign.
'This is clearly our policy,' Anwar said.
Meanwhile, the Prime Minister has reassured the Indian community that they have not been sidelined, with various forms of assistance channelled beyond allocations under the Malaysian Indian Transformation Unit (Mitra).
Citing examples, he said the government had implemented a list of initiatives in 2022, including RM500mil allocated to the community under the Sumbangan Tunai Rahmah (STR) programme.
Three years later, the allocation for STR to the community rose to nearly RM1bil, amounting to RM972mil in 2025, he said in response to S. Kesavan (PH-Sungai Siput), who asked about the government's focus on uplifting the socio-economic development of the Indian community.

RON95 subsidy: Vehicle and home ownership now criteria
KUALA LUMPUR: Ownership of property and luxury vehicles, along with monthly income, will be among the factors considered in determining eligibility for the RON95 subsidy rationalisation, says Finance Minister Datuk Seri Anwar Ibrahim. He said eligibility would be assessed using various data sources, including income records from the Inland Revenue Board (IRB) and findings from the Household Income Survey (HIS) conducted by the Department of Statistics Malaysia (DOSM). "This ensures a more comprehensive approach in targeting assistance to those who genuinely need it. Several additional criteria will also be taken into account, such as ownership of property and luxury vehicles, alongside monthly income, before a final decision is made and announced by the end of September," he said in a written parliamentary reply. Anwar was responding to Datuk Seri Hamzah Zainuddin (PN-Larut), who had asked when the RON95 rationalisation would be implemented and how the mechanism would work. He assured that at least 85 per cent of Malaysians would not be directly affected by the rationalisation, stressing that only non-citizens and the truly affluent would be excluded from receiving the subsidy. Anwar said that the government remained committed to rolling out the RON95 petrol subsidy targeting in the second half of 2025.

Countering espionage threats, F1 return among highlights in Dewan Rakyat today
KUALA LUMPUR: Government efforts to counter espionage threats that could jeopardise national security and Malaysia's ability to host Formula 1 (F1) again are expected to be in the spotlight in the Dewan Rakyat on Thursday (Aug 21). According to the Order Paper on Parliament's portal, Roy Angau Gingkoi (GPS-Lubok Antu) will ask the Home Minister to outline prevention and intervention measures to address espionage activities that threaten national security during the Minister's Question Time. At the same session, Oscar Ling Chai Yew (PH-Sibu) is set to ask the Youth and Sports Minister whether Malaysia can host F1 again, and the steps to maximise utilisation of the Sepang International Circuit (SIC) so it delivers contributions and benefits to the nation. Datuk Dr Ahmad Marzuk Shaary (PN-Pengkalan Chepa) is expected to seek clarification from the Prime Minister on whether direct-negotiation procurement is still being practised by Lembaga Tabung Haji, a statutory body under the purview of the Minister in the Prime Minister's Department (Religious Affairs). During the oral question and answer session, Rodiyah Sapiee (GPS-Batang Sadong) is expected to ask the Agriculture and Food Security Minister about plans to position Sarawak as a food security hub under the new policy, in line with the successful implementation of the state's Post Covid-19 Development Strategy (PCDS 2030). Dr Halimah Ali (PN-Kapar) is set to ask the Works Minister about measures to address serious damage along key roads in the area - including links to factories and the access route to Northport - caused by frequent heavy-vehicle movements and indiscriminate roadside parking. Meanwhile, Datuk Seri Ismail Sabri Yaakob (BN-Bera) will ask the Health Minister about the current threat level of Covid-19 variants to high-risk groups, noting the country recorded 57 deaths last year. After the Q&A session, the sitting is scheduled to proceed with the first readings of the Legal Aid and Public Defence Bill 2025, the Urban Renewal Bill 2025 and the Atomic Energy Licensing (Amendment) Bill 2025. The House is then set to continue the winding-up of the debate on the 13th Malaysia Plan (13MP) motion by the relevant ministries. The current Dewan Rakyat meeting is scheduled to run for 24 days until Aug 28. - Bernama
