PM Surya Ghar Yojana: Solar panel system to be installed at houses of local public reps soon
They would include village heads (gram pradhans), members of the block development councils (kshetra panchayats), gram panchayat members and district panchayat members, said Prayagraj district development officer (DDO) GP Kushwaha who issued directives in this regard on June 20.
'The move aims to encourage wider participation in the scheme, especially in rural areas where adoption remains low despite government subsidies,' he added.
The state government is emphasising the use of natural sources of energy. Under the PM Surya Ghar Yojana, people get solar panel systems at subsidised rates. Despite all efforts, people in rural areas are not getting it installed in large numbers as was expected. In view of this, people are now being motivated to install solar panels in every house, said officials.
The DDO has asked all the block development officers (BDOs) to motivate rural public representatives to install solar panels in the first phase, so that other people also get inspired to install it at their places.
The BDOs have also been asked to develop a model village in every block where solar panels should be installed in every house so that other villages nearby are also inspired to follow suit, said officials.
Currently, the district has 1,540 pradhans, 84 district panchayat members, 2,084 area panchayat members and 19,820 gram panchayat members who would all be motivated to install the solar panel systems in their homes as part of this scheme, they added.
Project officer, Uttar Pradesh New and Renewable Energy Development Agency at Prayagraj, Shahid Siddiqui said so far, 4,757 solar power systems have been installed in the district while 11,136 applications have been received and are being processed.
So far, 4,383 people have been granted subsidies by the government that includes ₹ 90,000 for 2KW and ₹ 1.08 lakh for 3 KW systems that are installed by the state government selected vendors under the scheme.
The Government of India approved the PM Surya Ghar: Muft Bijli Yojana on February 29, 2024 to increase the share of solar rooftop capacity and empower residential households for generation and optimum utilisation of green energy.

Bihar electoral roll revision: As next phase starts, EC may deploy its officers to help voters get documents
With a minority of the 7.23 crore applicants submitting documents to prove their eligibility so far, and Bihar's draft electoral roll set to go live Friday, the Election Commission (EC) is weighing a new plan — deploying its own machinery to help issue the necessary papers, The Indian Express has learnt. The poll watchdog has asked District Magistrates, who are also District Election Officers (DEOs), to get Assistant Electoral Registration Officers — usually Block Development Officers acting as AEROs — to use existing government databases to verify eligibility and issue documents, sources said. Specifically, officials will be directed to refer to the Vikas Register maintained under the Bihar Mahadalit Vikas Mission, which contains household-level details of Scheduled Caste families. This register will be used to issue caste certificates to all members of a family. In addition, land ownership records, or khatiyan, will be used to issue residence or identity certificates for entire families. Caste certificates are among the 11 documents listed by the EC that electors can submit to prove their eligibility (age and citizenship) for inclusion in the final electoral roll. While the residence certificate is not listed by the EC, Booth Level Officers have been asking electors to have them made for the SIR drive. The EC order says the list is indicative, not exhaustive. Camps will be held at the offices of Block Development Officers (BDOs) to facilitate electors in getting documents made using existing records, according to EC and state government officials who spoke on condition of anonymity. Apart from that, the EC has already announced that volunteers would be deployed to help electors obtain the documents. According to sources, the EC expects that of the 7.23 crore people who have submitted enumeration forms, about half will fall under the exemption granted to electors listed on the 2003 electoral roll. Under this exemption, voters who figured on the 2003 rolls are not required to submit documentary proof of eligibility and their children can submit that extract as proof for their parents, but would have to submit a document for themselves. The year 2003 has been designated in Bihar as 'probative evidence of eligibility', meaning those on the roll that year, when the last intensive revision was conducted, will be presumed to be Indian citizens unless proven otherwise. For the remaining applicants, the EC hopes to include them in the final electoral roll — scheduled to be published on September 30 — through these special measures being planned to expedite the issuance of documents. In a message to Bihar electors shared on social media on Thursday, Chief Election Commissioner Gyanesh Kumar said the draft roll would be published online and given to all recognised parties on Friday. 'The CEO of Bihar and 243 EROs will also be inviting any elector of that Assembly constituency or any recognised political party in Bihar to come forward and give claims and objections from August 1 to September 1, 2025, for adding names of any missing eligible elector, removing names of any ineligible elector or correction of any entry in the draft electoral rolls,' he said. On June 24, the EC had passed an order to conduct a Special Intensive Revision for the country, starting with Bihar, where Assembly elections are due by November. As opposed to the usual annual Special Summary Revision and pre-election revisions, this time the EC ordered the rolls to be prepared afresh — all existing 7.89 crore electors were required to submit new enumeration forms by July 25 in order to make it to the draft roll. For those who became electors after January 1, 2003, when the last intensive revision was carried out, the EC has asked for additional documents from a list of 11 to establish the date and/ or place of birth of the electors and one or both of their parents, for those born after July 1, 1987. For those on the 2003 electoral roll, an extract of that roll would suffice as proof. For those added after 2003, if their parents were on the 2003 roll, they can submit that extract as proof for their parents but would have to submit a document for themselves. The 11 documents listed by the EC include birth certificate, caste certificate, passport, educational certificate, family register, and land/ house allotment certificate issued by the government. The SIR order has been challenged in the Supreme Court through a batch of petitions filed by activists and Opposition leaders. The court had asked the EC to consider allowing Aadhaar, ration card, and its own Voter ID card as documentary proof, but the Commission has not accepted the suggestion. The matter is scheduled to be heard on August 12 and 13, after the publication of the draft roll but before the scheduled publication of the final roll on September 30. At the close of the first phase of the SIR, the EC said on July 27 that 7.23 crore forms had been received out of the total 7.89 crore electors and around 65 lakh names were set to be removed from the rolls, as the electors were found to have died, permanently shifted, registered in more than one place, or untraceable. The Commission had said that 22 lakh electors were found to be deceased, 36 lakh had permanently shifted or were not found by the BLOs, and 7 lakh were enrolled in multiple places. However, the Commission said the 'exact status of these electors will be known after scrutiny of these forms by ERO/AERO by August 1, 2025. However, genuine electors can still be added back in electoral rolls during the claims and objection period from August 1 to September 1, 2025. Rooftop solar plants to be installed in 1 crore households by 2026-27: Union minister Pralhad Joshi
NEW DELHI: Around one crore households across the country will be equipped with rooftop solar plants by 2026-27 under the PM Surya Ghar: Muft Bijli Yojana, said the Minister for New and Renewable Energy Pralhad Joshi on Wednesday. The minister, while speaking in the Lok Sabha, said the government is implementing various schemes and programmes to promote and develop renewable energy across India. 'The government launched PM Surya Ghar Muft Bijli Yojana in February 2024 for installing rooftop solar for one crore households by 2026-27 across all states and UTs in the country," he said during the Question Hour. India's installed renewable energy capacity has now crossed 245 GW, including 116 GW of solar and 52 GW of wind power. According to the minister, the country has saved nearly ₹4 lakh crore by reducing fossil fuel imports and cutting pollution. India had achieved a major milestone in its energy transition journey by reaching 50% of its installed electricity capacity from non-fossil fuel sources—five years ahead of the target set under its Nationally Determined Contributions (NDCs) to the Paris Agreement.

Kuppam set to become fully solar-powered under new green energy push
Tirupati: As part of promoting green energy, the Andhra Pradesh government has completed a pilot solar power project in Nadimur village of Kuppam constituency, represented by Chief Minister N Chandrababu Naidu. Following its success, plans are underway to expand the initiative across the entire constituency, covering households, agricultural connections, and government buildings. The pilot, launched on January 6, 2025, was implemented under the Central government's PM Surya Ghar – Muft Bijli Yojana scheme in collaboration with APSPDCL and Kuppam RESCO. As part of the project, rooftop solar panels were installed on 100 houses in Nadimuru. Officials estimate that the village is now generating around 15,000 units of electricity, with excess power being fed back into the grid through bi-directional meters. Building on this model, authorities are now extending the solar service to 7,489 identified SC/ST connections across the constituency, for which tenders have already been invited. These beneficiaries will receive connections free of cost. In addition, solarisation of 34,000 agricultural service connections falling under 126 rural feeders is also in progress. The initiative also covers around 43,000 service connections belonging to BC, OBC, and OC categories. The government has announced subsidies of Rs 30,000 for 1 KW systems, Rs 60,000 for 2 KW, and RS 78,000 for 3 KW rooftop solar panels. For the remaining cost, financial assistance will be provided through the Velugu project and bank loans. For instance, the consumer contribution of Rs 40,000 for a 1 KW system can be split into Rs 20,000 from a bank loan and Rs 20,000 from women's self-help group loans. The system uses two-way meters to measure both consumption and excess generation. Any unused power is transferred back to the RESCO, and the consumer receives billing credits accordingly. A 1 KW system is expected to generate about 120 units of electricity per month, which could reduce a typical electricity bill from RS 1,000 to Rs 338, resulting in annual savings of approximately Rs 8,000. To facilitate the expansion, the government has begun collecting consent forms from households in all four mandals of Kuppam. Each mandal is targeting 600 homes in the initial phase. The consent process is being supported by 5,661 women self-help groups under the Velugu programme, involving over 56,000 members. Village Organisation leaders and community coordinators are creating awareness and encouraging residents to adopt solar power. Officials noted that while the high upfront cost of rooftop systems has made some households hesitant, the combination of subsidies and financing options is expected to improve participation. The project aims to reduce dependence on conventional energy sources while offering long-term savings for residents. Authorities said they are working to implement the Chief Minister's vision of making Kuppam a fully solar-powered constituency.
