In his 12th Independence Day speech that lasted 103 minutes, the Prime Minister also assured the nation he will soon declare from the Red Fort that India has become the third-largest economy in the world.
Countering the Opposition's charge of high unemployment, Modi also said the PM Viksit Bharat Rozgar Yojana being launched on Independence Day will facilitate the creation of 35 million jobs.
On Friday, he said, 'This Diwali, you are going to get a big gift. We are coming with the next generation of GST reforms.' The announcement comes close on the heels of parliamentary approval for two key items of legislation — the
Income Tax
(No 2) Bill and the Taxation Laws (Amendment) Bill — earlier this week. A total of 280 sections have been abolished in the Income Tax Act.
The Prime Minister said the government has decided to constitute a task force to look into the prospects of next-generation economic reforms within a set time frame. 'Current rules, laws, policies, and procedures must be redrafted to suit the 21st century, to fit the global environment and to align with the vision of making Bharat a developed nation by 2047,' he said.
The PM said the policy changes will reduce compliance costs, besides boosting startups and small and cottage industries. Other benefits will include a smoother export process, improved logistics and systems, and the abolition of archaic laws that led to imprisonment for minor matters. Modi urged all sections, including political parties, his rivals and fellow leaders, to take part in the efforts to build a bright future.

'I wish to tell my countrymen, everything I am doing, I am doing for the country, not for myself, not to harm anyone,' he said. 'Whether it is structural reforms, regulatory reforms, policy reforms, process reforms, or the need for constitutional reforms, we have made every kind of reform our mission today.'

is the bedrock on which Viksit Bharat will be built, he said. He asserted that Operation Sindoor, the Gaganyaan mission and the manufacture of indigenous semiconductors has proved the power of self-reliance.
'The greater a nation's reliance on others, the more its freedom comes into question,' he said. 'Misfortune arises when dependency becomes a habit, when we do not even realise it, when we abandon self-reliance and become dependent on others. This habit is fraught with danger, and hence one must remain vigilant every moment to be self-reliant.'
Made-in-India weapons and defence systems helped India during Operation Sindoor, the Prime Minister asserted.
'The enemy had no inkling of what weapons and capabilities we possessed, what power was destroying them in the blink of an eye,' he said. 'Imagine if we were not self-reliant, could we have executed Operation Sindoor with such swiftness? We would have been plagued by worries over who might supply us, whether we would get the required equipment, and so on.'
The Prime Minister also announced the Sudarshan Chakra Mission for creating a complete security cover for all civilian installations across the country in the near future.
Since the 21st century is a 'technology-driven century,' it is imperative that India does not lag behind, the Prime Minister said, adding that every nation that mastered technology scaled the heights of development and attained new dimensions of economic power.
He lamented that although India began the process of building infrastructure for semiconductor manufacture six decades ago, the plan was stalled, delayed and shelved while other countries mastered the technology and strengthened their position.
'Today we have freed ourselves from that burden and advanced the work on semiconductors in mission mode,' Modi said. 'Six different semiconductor units are taking shape on the ground, and we have already given the green signal to four new units.'
India is becoming self-reliant in space technology as well, the Prime Minister stated.
'We are also preparing for Aatmanirbhar Bharat Gaganyaan on our own in space,' he said. 'We are working towards building our own space station. And I am very proud of the reforms done in space recently. More than 300 startups in my country are now working only in the space sector and thousands of youth are working with full potential in those 300 startups.'
He expressed satisfaction at the pace with which the National Manufacturing Mission was progressing and reiterated the importance of the 'vocal for local,' 'zero defect, zero effect' and 'lower price, higher value' themes.
Underlining the need for promoting indigenous products, Modi urged all traders and shopkeepers across the country to put up boards, saying 'Swadeshi goods sold here.'
The new jobs programme is expected to create new employment opportunities for approximately 35 million youth.
'Today, on August 15th, we are launching and implementing a scheme worth Rs 1 lakh crore for the youth of my country,' he said. 'The
Pradhan Mantri Viksit Bharat Rozgar Yojana
is being implemented today… Under this scheme, the government will give Rs 15,000 to the youth, to every son or daughter who gets a job in the private sector.'
Companies that generate more jobs will also be given incentives under the scheme.

The 8th central pay commission (CPC) payouts are likely to tilt the growth-inflation balance somewhat unfavourably and trigger the Reserve Bank of India's (RBI's) rate hiking cycle in late FY27 or FY28, according to a report by private think tank QuantEco Research. The report noted that the 8th CPC is facing administrative delays, with final implementation expected at least a year later than initially anticipated. This implies that revised payouts will be disbursed with sizable arrears, impacting both growth and inflation. Payouts with arrears will weigh more heavily on core inflation as they fuel demand for goods and services over time and cause an immediate reset of housing rents. 'Payout with arrears, though offering some growth support via consumption, will also exert inflationary pressure — through a reset in the housing component and higher demand for other core components. This will tilt the growth-inflation balance unfavourably, prompting the RBI to embark on a rate hiking cycle in late FY27 or FY28,' the report said. Since February, the monetary policy committee (MPC) of the RBI has cut the repo rate by 100 basis points (bps). In its review meeting on August 6, it unanimously decided to keep the policy rate unchanged at 5.5 per cent, while maintaining a neutral stance and cutting the inflation outlook for the current financial year by 60 bps to 3.1 per cent. The report added that the delay in 8th CPC payouts will push the fiscal impetus to growth — earlier expected in FY26 — to FY27 and early FY28. 'Historically, lump-sum payouts with arrears propel urban discretionary consumption. This is a classic real-world application of Engel's law. Household spending tends to shift towards big-ticket goods such as cars, consumer electronics, and services such as air travel. At the same time, part of the rise in disposable incomes will also flow into savings — possibly bank deposits and equity investments,' the report said. The report further highlighted that the 8th CPC's fitment factor could be close to 2, compared with 2.57 under the 7th CPC. This would raise the minimum pay to Rs 35,000–37,000, from Rs 18,000 fixed under the 7th CPC. The overall cost to the exchequer for revising pay, allowances and pensions could range between Rs 2 trillion and Rs 2.5 trillion, more than double the 7th CPC's cost of Rs 1 trillion. 'Assuming a marginal propensity to consume (MPC) between 0.6 and 0.7, we estimate the impact of the 8th CPC to be 65–80 bps on annualised private final consumption expenditure (PFCE) growth and 40–50 bps on GDP growth. With CPC payouts adding at least 0.6 per cent to the fiscal deficit-to-GDP ratio, the government will have to create fiscal space for financing,' the report said. It added that financing these committed expenses under the 8th CPC presents a 'golden opportunity' to push through pending goods and services tax (GST) reforms, as the compensation cess is likely to be phased out by Q4 FY26.

IiAS opposes Hindustan Zinc CEO's reappointment over remuneration terms

Hindustan Zinc's (HZL's) three board resolutions, which will be put to vote shortly, have come under scrutiny with voting advisory firm Institutional Investor Advisory Services India (IiAS) recommending an 'against' vote on them. The key resolution flagged by IiAS concerns the reappointment of HZL's whole-time director and chief executive officer, Arun Misra. While supporting his continuation as CEO, the advisory firm has opposed the terms of his remuneration. Misra drew Rs 13.54 crore in FY25 from HZL, in addition to stock options worth Rs 6.37 crore from holding company Vedanta, taking his total package to Rs 19.9 crore. IiAS estimates his FY26 remuneration at Rs 31.42 crore. HZL does not have a stock option scheme, and its senior executives are allotted stock options by Vedanta. 'As stated in the annual report, the cost of the stock options is borne by Hindustan Zinc under an agreement between Vedanta and Hindustan Zinc. We believe that, since Misra is an executive director at Vedanta, the cost of stock options should be shared by Vedanta and Hindustan Zinc in proportion to the duties discharged, rather than borne solely by Hindustan Zinc. We also call for greater transparency on the quantum of proposed stock options and disclosure of performance metrics for variable payouts,' IiAS said in its report. Requests for comment from HZL on the IiAS report went unanswered at the time of going to press. IiAS is also opposing the reappointment of two independent directors, Pallavi Joshi Bakhru and Anoop Mittal. Bakhru, a senior leader at Grant Thornton Bharat, previously served as group head–taxation at Vedanta between 2015 and 2020. IiAS stressed that best governance practice discourages the appointment of former executives alongside their prior supervisors within a five-year cooling-off period — a threshold not met in her case. Further, Grant Thornton advised HZL on the Black Mountain Mining deal in 2023, raising potential conflict-of-interest concerns regarding her role, the advisory firm said. IiAS also opposed the reappointment of Chatterjee, a 1999-batch IAS officer representing the government of India, which holds a 27.92 per cent stake in HZL. It said the resolution contravenes board independence norms. Since the chairperson of HZL is a non-executive promoter, regulations mandate that half of the company's board comprise independent directors. As of August 8, HZL's independent representation stood at only 33 per cent, IiAS noted. 'This matter is pending with the Ministry of Mines, government of India, for the appointment of more independent directors. We expect the government to first address board composition before appointing nominees. We do not support this resolution,' IiAS said. The advisory firm has, however, recommended 'for' votes on the other seven resolutions put forth by HZL, which will be voted on between August 20 and August 24, ahead of the company's annual general meeting on August 25.

Prime Minister Narendra Modi on Sunday took a swipe at Opposition leaders, saying that those "who dance with a copy of Constitution on their head" had maintained unjust and regressive laws while in power, trampling the spirit of the Constitution. Addressing an event in the national capital after inaugurating two expressways, the prime minister also said that opposition parties have not been able to digest the success of BJP in Delhi and its adjoining states of Haryana, Rajasthan and Uttar Pradesh. He said: "Ye jo log samvidhan sar par rakh kar naachte hain na, woh samvidhan ko kaise kuchalte the, woh Baba Saheb (Ambedkar) ke bhavna ko kaise daga dete the, woh sachai main batane jaa raha hoon. (Those people who are dancing with a copy of Constitution on their heads, how they used to trample the Constitution and betray B R Ambedkar ideas, I am going to tell you the truth now.)" "You will be astonished after hearing this. Our sanitation workers in Delhi are fulfilling huge responsibilities. We should thank them every morning. "Earlier governments used to treat them like slaves," he said, adding that there was a provision in the Delhi Municipal Corporation Act that sanitation workers could be jailed for a month on failure to report for duty without prior notice. "What they used to think about sanitation workers? You will put them in jail for a small mistake," Modi asked. Congress leader Rahul Gandhi and other Opposition party members are often seen carrying a copy of Constitution, swearing to protect it from the onslaught of the ruling BJP. The Opposition parties which now talk big things about social justice had enacted many such rules and laws in the country, Modi said, adding that the government is identifying and repealing such regressive laws. The government has already repealed hundreds of such laws, and the process is continuing, the prime minister said. During his speech, Modi also highlighted the unique alignment wherein BJP governments are currently in place in Delhi, Haryana, Uttar Pradesh, and Rajasthan. He said this reflects the immense blessings the entire region has bestowed upon their party and its leadership. Modi emphasised that recognizing this responsibility, the government is fully committed to the development of Delhi-NCR. He pointed out that certain political parties are still unable to accept the public's mandate. He stated that these parties have distanced themselves from both public trust and ground realities. Recalling how, a few months ago, conspiracies were hatched to pit the people of Delhi and Haryana against each other, the prime minister mentioned that false claims were made alleging that Haryana residents were poisoning Delhi's water supply. He asserted that Delhi and the entire NCR have now been freed from such negative politics.
