MUSCAT: HH Sayyid Fahd bin Mahmood al Said, Deputy Prime Minister for the Council of Ministers, received on Tuesday Luc Triangle, Secretary-General of the International Trade Union Confederation (ITUC). The guest is currently visiting the Sultanate of Oman to attend a symposium titled Towards a More Sustainable Social Dialogue, organised by the General Federation of Oman Workers. After welcoming the guest, HH Sayyid Fahd expressed the Sultanate of Oman's appreciation for the constructive role undertaken by the ITUC in encouraging cooperation among trade unions worldwide. He also underlined the Sultanate of Oman's full cooperation with the ITUC through the General Federation of Oman Workers, which seeks to protect workers' interests, raise their productive efficiency, consolidate work values, develop their skills, refine their capabilities, and enhance their professional level. HH Sayyid Fahd pointed out that Oman places great importance on supporting the three parties to the production process—the government, represented by the Ministry of Labour; business owners, represented by the Oman Chamber of Commerce and Industry (OCCI); and workers, represented by the General Federation of Oman Workers. This support aims to enable each party to fulfil its responsibilities in achieving the objectives defined by the Omani Labour Law, with the prime goal of improving the work environment and conditions for all workers in the country. The meeting reviewed cooperation between the Sultanate of Oman and the ITUC and explored ways to strengthen it across various areas. It also examined the potential for exchanging expertise in a manner that serves workers' interests and contributes to sustaining the positive rates of comprehensive and sustainable development in Oman. For his part, the Secretary-General of the ITUC expressed his gratitude for the well-organised preparations for the symposium. He affirmed that Oman is one of the leading countries in regulating trade union work and protecting workers' rights.

The delegation was headed by Hamad Faraj Dalmuq, Assistant Under- Secretary for Expatriate Labour Affairs and Khamis Mohammed al Nuaimi, Assistant Under-Secretary for National Workforce Affairs in the Private Sector. The visit aimed to review Oman's trade union framework and national labour regulations, as well as the GFOW's mandates in key areas. These include organising trade union representation for workers, providing legal support and advocacy for labour claims while explaining relevant procedures and exploring the GFOW's local and international partnerships to improve workers' conditions. During the visit, two presentations were delivered. The first provided an overview of Oman's trade union structures, covering the GFOW, sectoral unions and trade unions. It highlighted 2024 training programmes and awareness campaigns, along with the distribution of unions across governorates and economic sectors. The presentation also addressed women's roles in trade union structures, the GFOW's complaint-handling mechanisms, key updates to Oman's Labour Law and Social Protection Law; and the GFOW's contributions through its memberships in local and international councils. Recent cooperation agreements aimed at improving workers' socio-economic conditions were also discussed. The second presentation focused on several key aspects, particularly the right to unionise in Oman and the legal framework for trade union work. This included laws established by Royal Decree, ministerial decisions and statutes governing the GFOW and sectoral unions and trade unions. The presentation also covered the mandates of various trade union structures and highlighted workers' legal right to peaceful strikes under Oman's Labour Law and its regulatory conditions.

By OUR CORRESPONDENT Muscat – In response to public and institutional requests, Ministry of Labour (MoL) has announced an extension of the status correction period for workers and employers till December 31, 2025. In a circular issued on Monday, MoL confirmed that the decision follows numerous appeals from individuals, employers and workers across the sultanate seeking additional time to complete legal procedures. The original deadline was set for July 31. 'This extension is aimed at allowing the largest possible number of beneficiaries to finalise their legal requirements,' the ministry stated, stressing that this will be the final grace period. It urged all concerned parties to take advantage of the extension and rectify their status in accordance with the law. The ministry directed all relevant departments and agencies to take necessary steps to implement the new deadline in line with public interest. The amnesty initiative, introduced in January and approved by the Council of Ministers, includes a set of exemptions and waivers exceeding RO60mn. Key measures include cancellation of fines for expired labour cards inactive for more than seven years and exemption from repatriation ticket costs for workers who left before 2017. Labour cards unused for over ten years will be cancelled, though these can be reactivated under certain conditions such as submitting renewal requests, transferring services or reporting work abandonment. Companies that were officially liquidated can also have financial obligations waived provided their employees are repatriated or transferred to other employers. During the amnesty period, which began on February 1, fines associated with labour cards will be dropped if certain conditions are met. These include renewing the cards, paying fees for two years and cancelling existing work abandonment reports. MoL reiterated that the amnesty extension aims to create a balanced, legally compliant labour market, protect the rights of all parties and improve regulatory oversight.

Manila, Philippines – Oman Visa and Medical Examination Centre was inaugurated in the Philippines capital Manila on Monday as part of a strategic initiative by the sultanate to streamline and regulate work visa procedures in accordance with employment contracts approved under Omani Labour Law. The opening ceremony was held under the patronage of H E Sayyid Badr bin Hamad al Busaidi, Foreign Minister, and H E Dr Mahad bin Said Ba'awin, Minister of Labour. The centre is a comprehensive, one-stop facility, including bio- metric fingerprint registration, medical examinations, document and employment contract attestation, and other services. Designed to enhance efficiency, protect both workers and employers, and reduce reliance on unregulated intermediaries, the centre enables employers to verify skills and qualifications to ensure they match job requirements. Additionally, the centre provides services such as issuing Omani phone numbers and opening bank accounts in Oman. It also features a dedicated application information centre and will conduct awareness sessions on workers' rights and obligations. These activities will ensure workers receive the necessary information and support throughout the employment process, facilitating a smooth pre-departure experience, a statement said. The Manila centre is the first in a series of similar facilities Oman plans to establish in key labour-exporting countries, with additional centres expected to open in the near future. 'This initiative is part of a broader strategy to enhance labour mobility frameworks and safeguard the rights of workers and employers in accordance with Omani Labour Law.' The Omani delegation held official talks with the Philippines Department of Migrant Workers, where both sides reaffirmed their shared commitment to protecting workers and employers while promoting ethical employment practices. The two sides agreed to cooperate closely to ensure the success of this initiative in line with their mutual objectives. The event was attended by H E Nasser bin Said al Manwari, Oman's Ambassador to the Philippines.
