Panjim Crowned Cleanest City At Swachh Survekshan 2024-25: Goa Lauded For Cleanliness Efforts Under Swachh Bharat Abhiyan
The award was accepted on behalf of Panaji by Urban Development Minister Vishwajit Rane, Corporation of the City of Panaji (CCP) Mayor Rohit Monserrate, and CCP Commissioner Clen Madeira. "This recognition is not just an award, it is a validation of the work put in through door-to-door waste collection, the Garbage-Free City certification, and the scientific treatment of waste. Panaji has set a benchmark in urban cleanliness," Rane remarked in a heartfelt message following the ceremony.

Minister Rane expressed his gratitude to Chief Minister Pramod Sawant for his unwavering leadership and support. He also gave special commendation to CCP Mayor Rohit Monserrate for his dedication in spearheading strict garbage segregation efforts throughout the city.

Delhi Chief Minister Rekha Gupta on Sunday said that leaders like US President Donald Trump will get a befitting reply when India becomes the world's third-largest economy. 'India is not dependent on America for our exports. The whole world is standing with open arms to do business with India,' Gupta said, apparently referring to Trump's announcement of 25 per cent tariffs on imports from India and an unspecified penalty on the country for buying Russian oil. Prime Minister Narendra Modi's push for 'vocal for local', One District One Product, and the use of swadeshi products means that everything Indians buy should have 'Indianness', Gupta said, 'so that all money spent by us is used by our country only'. 'If we all work together, then it will not take time to become the third-largest economy from the fourth number,' she added. Gupta also talked about the importance of chartered accountants (CAs). 'All the 30,000 CAs in Delhi are my army who encourage everyone to pay their taxes faithfully. Whenever there's a GST raid, the first call goes to a CA. They help ensure tax compliance,' she said. Gupta announced plans to launch a scheme to allow citizens to settle old tax dues without hassle. It would be a one-time opportunity, she said, adding that chartered accountants would play a pivotal role in its execution. 'We are working towards making the tax-paying system completely faceless. People shouldn't fear the Government. We are eliminating the need for multiple licences and simplifying systems,' she said. The chief minister said the public trust in chartered accountants is similar to that in doctors. 'No government campaign can be as effective as a CA's word. People trust their CA and do what they say,' she added. Gupta also stressed the need to end under-the-table transactions and build a governance model that encourages honesty and transparency. AP aims to become waste-free state by Dec-end
Vijayawada: Andhra Pradesh is on track to become a legacy waste-free state by December 2025, said municipal administration and urban development minister Ponguru Narayana. The state government plans to clear an estimated 85 lakh tonnes of existing garbage left by the previous administration, in addition to managing another 20 lakh tonnes of new waste generated by the end of the year. Minister Narayana made the announcement while speaking at a state-level workshop on Information, Education, and Communication (IEC) and capacity building for solid and liquid waste management, organised by the Swachhandhra Corporation in Vijayawada on Monday. He urged municipal commissioners to prioritize these initiatives. 'Municipal commissioners must play a key role in making cities garbage-free,' the minister stated, emphasizing the need for public awareness and cooperation to achieve a Swachh Andhra, aligning with the broader Swachh Bharat mission. He highlighted Chief Minister Chandrababu Naidu's personal involvement in the 'Swarnandhra – Swachhandhra' programme, held every third Saturday of the month, to boost public awareness. Narayana detailed the state's approach to waste management, explaining that daily solid waste is being directed to waste-to-energy plants. Beyond the existing facilities in Visakhapatnam and Guntur, new plants are being established in Kadapa, Kurnool, Nellore, Rajamahendravaram, and Tirupati. Once these new plants are operational, the minister affirmed, the state will be free of traditional dumping yards. In addition to solid waste management, the government aims to establish sewage treatment plants within two years and complete drinking water pipelines using AMRUT scheme funds. Kommareddy Pattabhiram, chairman of Swachhandhra Corporation, announced that three top agencies have been selected for municipal development projects. A recycling park is also being established in the state. To enhance efficiency and reduce costs, 2,000 electric vehicles are being procured for door-to-door garbage collection. Principal secretary for municipal administration S Suresh Kumar underscored that sanitation is a public program, not solely a government one, stressing the necessity of public participation for its success. Director of municipal administration P Sampath Kumar stressed the importance of municipal commissioners conducting early morning inspections of sanitation work. He also revealed a partnership with Axis Bank to provide general insurance coverage of up to Rs 20 lakh for outsourcing staff, which includes death insurance.

Get two more yrs to regularise illegal structures
Panaji: Govt introduced an amendment to the Goa Regularisation of Unauthorised Construction Act, 2016, on Monday, providing a new two-year window for individuals to apply for regularisation of unauthorised constructions. The amendment also covers cases where unauthorised constructions of houses have been carried out on land belonging to comunidade or govt. The land should already have been regularised by the officer authorised in the case of comunidade land and the deputy collector in the case of govt land. The built-up area limits are being revised to permit regularisation up to 500 sqm in panchayat areas and up to 600 sqm in areas under municipal councils or the Corporation of the City of Panaji. The Goa Regularisation of Unauthorised Construction Act, 2016 (Goa Act 20 of 2016) was enacted to provide a one-time opportunity for the regularisation of certain unauthorised constructions built before Feb 28, 2014. However, during the implementation of the act, a number of applications were rejected on technical grounds. Additionally, many applicants were in occupation of lands granted by govt or comunidade, but could not avail the benefit of regularisation due to a lack of tenure regularity at the time of application. 'In view of these gaps and to give effect to the assurance made by the chief minister in the Budget speech 2025-26, it is proposed to amend the said act to broaden the scope of regularisation and provide limited corrective and remedial powers to the authorised officer,' the cabinet said. The amendment further enables regularisation in cases where constructions were carried out in exclusive possession by one co-owner or family member, even in the absence of written consent from others. Such regularisation will remain subject to the outcome of any judicial proceedings. To ensure procedural justice and correct obvious errors, a new section is proposed to empower the authorised officer to review orders passed under the act, either suo moto or on application. Such reviews will be subject to prior permission of the collector and if an appeal has been filed.
