‘Akka Force' to prevent rape, child marriages: Laxmi Hebbalkar

Hans Indiaa day ago
Bengaluru: Karnataka Women and Child Welfare Minister Laxmi Hebbalkar on Wednesday said that 'Akka Force' will be deployed across the state to address issues concerning women, particularly to prevent rape, child pregnancies, and child marriages.
Akka translates to elder sister in the Kannada language. Hebbalkar announced this in the Legislative Assembly while responding to a question from JD(S) floor leader, MLA C.B. Suresh Babu, regarding the rising number of child pregnancies, child marriages, and rapes in the state.
'The 'Akka Force' is functioning well in Bidar district and will now be introduced across the state. It will be launched on an experimental basis from August 15 in Mysuru, Mangaluru, and Belagavi districts through the department, and later extended statewide,' Hebbalkar said.
She added, 'The 'Akka Force' will comprise women police personnel and senior NCC cadets. They will be provided with vehicles and will visit colleges and other public spaces to minimise incidents such as child marriages and rapes. This is a matter of serious concern for us.'
Hebbalkar further said, 'After assuming office, I formed a committee with members from ten different departments to prevent child marriages.
The committee includes representatives from RDPR, Health, Education, Home, Social Welfare, Revenue, SC/ST Welfare, and other departments. They are responsible for preventing child marriages from the gram panchayat level to the district headquarters.'
She said, 'We have created the '1098' helpline, which is operational 24 hours.'
Earlier, JD(S) MLA and floor leader C.B. Suresh Babu said, according to statistics for 2023-24, at least 405 girls below 18 years were victims of child marriage. In 2023-24, 709 child marriages took place in the state. In 2024-25, 685 girls have become victims. In the past 10 months, 26,463 child pregnancies have been reported in the state. This is a serious concern.'
Responding to this, Minister Laxmi Hebbalkar said, 'I appreciate the concern. Since our government came to power, many amendments have been made to prevent child pregnancies and child marriages. We tabled the bill concerning the prevention of child marriages in the Assembly on Tuesday.'
'The Child Welfare Committee (CWC) operates in all districts and maintains separate statistics. If 26,463 child pregnancies were reported in the state in 10 months, it is indeed a serious concern. Hailing from Belagavi, I can say that the statistics regarding Belagavi district are inaccurate,' she said.
She added that the state government is actively preventing love marriages among minors and child marriages, which still occur in some communities, and social media regulation is also being enforced.

SC cancels Darshan's bail; actor, main accused held

Kannada actor Darshan Thoogudeepa was arrested in Bengaluru on Thursday, just hours after the Supreme Court cancelled the bail granted to him by the Karnataka high court in the Renukaswamy murder case. Police took him into custody near his Hosakerehalli residence soon after he returned to the city from an outstation trip. Police arrest actor Pavitra Gowda from her residence after the Supreme Court cancelled the bail granted to her by the High Court in the Renukaswamy murder case, in Bengaluru on Thursday. (ANI) The apex court's order also covered Darshan's associate Pavithra Gowda and five other accused, all of whom were arrested and will be produced before the trial court in Bengaluru, police said. According to police, Gowda was picked up earlier in the day by the Annapoorneshwari Nagar police. Pradoosh S Rao, Lakshman M, and Nagaraj are among those detained. While cancelling the bail to the actor, a bench of justices JB Pardiwala and R Mahadevan said, 'Granting leniency to such persons despite grave charges of conspiracy and murder sends the wrong message to society and undermines public confidence in the justice system.' In a democracy governed by the rule of law, the bench said, 'no individual is exempt from legal accountability by virtue of status or social capital'. In the present case, it said, 'By treating A2's (Darshan) stature as a mitigating factor, the high court committed a manifest perversity in the exercise of its discretion, thereby warranting cancellation of bail.' Police officers said a copy of the Supreme Court order was submitted to the trial court to secure arrest warrants for all the accused before their remand to judicial custody. The order follows a special leave petition filed by the state government challenging the high court's decision in December 2024 to grant bail to the accused. Darshan, who had been away when news of the court's decision reached him, was contacted by police and asked to appear before investigators. He complied, arriving in a luxury SUV before switching to another vehicle to avoid the media assembled outside his apartment. He entered the premises through the back door. The murder case, began with Darshan's arrest in June 2024. Police allege he orchestrated the killing of Renukaswamy, a resident of Chitradurga, after the victim allegedly stalked and abused Gowda on social media. The actor was detained on June 11, 2024, in Mysuru while filming The Devil and was held in custody for 131 days. He was released on interim bail in October and granted regular bail in December. With the latest court order, Darshan is expected to be shifted to the Ballari Central Prison. He was previously housed there after being moved from the Parappana Agrahara Central Prison when images emerged of him smoking and mingling with high-profile inmates. Following that episode, Ballari prison authorities heightened security measures, including raising the perimeter wall to 25 feet and preparing a secure cell. The measures were taken after fans breached prison boundaries during his earlier detention, police officers said. The Supreme Court's decision comes a day before the scheduled release of the first song from The Devil. The film's team had announced on August 10 that the track 'Idre Nemdiyaag Irbek' (You should live in peace) would be released on Independence Day morning, an event now likely to be overshadowed by the arrest. For Renukaswamy's family, Thursday's ruling was a moment of relief. His father, Shivanagouda, welcomed the decision. 'Darshan's bail has been cancelled. There is an order to arrest him. This brings our faith back…The Supreme Court order reinstates the belief that no one can escape the law,' he said. Chief minister Siddaramaiah's legal advisor AS Ponnanna said the verdict would strengthen the prosecution's case. 'We had feared that the investigation would be hampered because Darshan was out on bail. There was a possibility that he could influence the witnesses while he was out. However, now all these challenges will be resolved with the order given by the Supreme Court,' he said. Soon after the court's order was received on Thursday morning, senior police officials briefed home minister G Parameshwara at the Vidhana Soudha. 'The law is the same for everyone. No one is above the law in the country. Everyone should respect the law of the land. The accused have the opportunity to fight for justice further, and that is also allowed by the law,' Parameshwara said.

'Disproportionately Concentrated': Pakistan's Post-War Credit, Awards 'Monopolised' By Asim Munir

Last Updated: This is in sharp contrast to India's treatment of its military in the aftermath of 'Operation Sindoor'. The Centre's gallantry awards only recognise combatants from operations Pakistan's military awards, following its standoff with India, have been monopolised by Field Marshal Asim Munir. This post-war credit has been 'disproportionately concentrated" on the Chief of Army Staff, said top intelligence sources. This is in sharp contrast to India's treatment of its military in the aftermath of 'Operation Sindoor'. The central government's gallantry awards only recognise combatants from operations. Pakistani awards, meanwhile, highlight top-brass self-projection and political weakness. India has not given away ceremonial awards to the three service chiefs. India is honouring nine air force officers with the Vir Chakra for precision strikes on Pakistan's Muridke and Bahawalpur during the conflict. At least 26 armed forces personnel have received the Vayu Sena Medal (gallantry), including S-400 and air defence operators who shielded Indian skies. Senior IAF officers in leadership positions have received Yudh Seva Medals for operational planning, and yet the awards have been restricted to those directly involved. Sixteen BSF jawans have been awarded for counter-drone, anti-infiltration, and enemy surveillance disruption along the western front. Munir, meanwhile, has been taking medals instead of giving them away. First, he was promoted to Field Marshal in May after the conflict, despite the fact that he does not have a frontline combat role. On August 13, Azerbaijan awarded him the Patriotic War Medal for bilateral defence cooperation, unrelated to Indo-Pakistan war performance. According to top intelligence sources, Pakistani authorities have sidelined field commanders and frontline troops creating silent discontent within the ranks. The sources told CNN-News18 that the decoration medals for Munir are seen internally as an attempt to craft a 'war hero" narrative to mask operational setbacks during the conflict. By rewarding himself and restricting honours to select loyalists, he has ensured that real battlefield failures and underperformance do not come into the public domain, they said. The absence of recognition for actual combat units is causing frustration among middle-level officials, signalling a weakening command structure, the sources said. Munir's awards are less about military merit and more about consolidating personal authority within the military establishment, they said. Munir is securing influence over civilian leadership, they added. view comments First Published: Disclaimer: Comments reflect users' views, not News18's.
