
Works Ministry needs RM4 billion a year to maintain roads
However, its Minister Datuk Seri Alexander Nanta Linggi said the ministry only receives about 30 per cent of that amount each year to repair federal roads, which fall under its jurisdiction.
As a result, he acknowledged that the ministry faces challenges in ensuring all roads under its care are properly maintained.
"We consistently submit funding requests to improve road maintenance. We do so earnestly because maintaining roads requires a budget of RM4 billion.
"But usually, we only receive 30 per cent or even less of that amount as approved in the annual budget.
"If possible, we hope this gap can be narrowed, as we really need more funds for this purpose," he said during the BH Podcast Borak Harini programme titled 'Salah jalan atau salah orang punca ramai mati di jalan' recently.
He said this year's budget allocated RM10.35 billion to the ministry, a nine per cent increase from RM9.511 billion last year.
Nanta added that the RM4 billion allocation is not only for road repairs but also for rebuilding aging infrastructure, as many road facilities are becoming increasingly worn out.
In a related development, he said the ministry aims to improve highway facilities by focusing on the implementation of the barrierless toll collection system, known as the Multi-Lane Fast Flow (MLFF).
He said that while it is difficult to specify a timeline for the MLFF rollout, the ministry is committed to implementing the system as soon as possible to ease highway traffic flow.
"Currently, we're using various methods including Radio Frequency Identification (RFID) and cards, all of which are improvement measures. But ultimately, the ministry is in the process of transitioning to MLFF.
"The government is identifying a company or agency that can manage MLFF. Since we plan to implement it, we're not prioritising major investments in other toll payment system upgrades that would require significant spending.
"If we invest in upgrading another system now and then switch to MLFF in a year or two, that investment wouldn't be worthwhile.
"So we're holding off a bit longer to move ahead with MLFF," he said when asked whether the ministry plans to improve the current RFID system.
Previously, the Public Accounts Committee had said the ministry must ensure there are no financial implications for the government or users under the proposed MLFF system, which is expected to be finalised soon.
Meanwhile, Nanta said abolishing highway tolls is not feasible under current economic conditions, as it would place a significant financial burden on the government due to high road maintenance costs and compensation to concessionaires.
He said that eliminating tolls would require the government to allocate billions of ringgit for highway maintenance and compensation, funds that could be better used elsewhere.
"Abolishing tolls is not a small matter because it would involve huge financial implications related to maintenance and payments to concession companies. Is that reasonable?" he said.
On the MYJalan mobile application launched by the ministry in August 2023, Nanta said it has received 39,371 complaints to date.
Of that number, only 11,959 complaints, or 30.38 per cent, involved federal roads under the ministry's jurisdiction.

Water tariff hike to boost infrastructure, offset rising costs
KUALA LUMPUR: The recent water tariff revision offers water operators greater flexibility to improve infrastructure, speed up the replacement of old pipes, and address non-revenue water (NRW) issues. CIMB Securities said the tariff adjustments also helped offset significant increases in electricity costs and other operational expenses faced by water treatment plant (WTP) operators. "For instance, the Negeri Sembilan government has seen the monthly water pumping expenses, especially for commercial and industrial sectors in the state, rising by RM700,000 since July 2024," it said in a note. The research house noted that several states have already detailed their plans for utilising the additional revenue from the revised water tariff structure. It added that the Penang Water Supply Corporation (PBAPP) anticipates generating an additional RM20 million in revenue in the second half of 2026 from the new tariffs, which it plans to reinvest in enhancing Penang's water supply infrastructure. "The projects in the pipeline include the construction of the Mengkuang Park Water Treatment Plant, the new Sg. Kerian WTP, and the construction of a new treated water pipeline from the Macallum area to Bukit Dumbar," it said. CIMB Securities said there is an urgent need to upgrade and rehabilitate ageing water infrastructure, noting that 98 out of 350 WTP nationwide are operating beyond their intended capacity, while another 120 WTP are grappling with operational issues. The firm emphasised that addressing these challenges is vital to securing the long-term sustainability of the country's water services. It also stated that the recent water tariff adjustments mark a significant step forward in enhancing water service quality under Malaysia's Water Sector Transformation Plan 2040 (AIR 2040). "This is crucial to support the country's water demand, which is growing at an average rate of 2 to 6 per cent per annum," it said. CIMB Securities noted that while water tariff increases are a step forward, the sector still needs alternative financing models involving private sector participation. This would help ease the federal government's financial burden in supporting the significant investments needed under the AIR 2040 plan. "For exposure to water-related plays, we reiterate our view that licensed water operators under Suruhanjaya Perkhidmatan Air Negara (SPAN) would be the immediate beneficiaries of the water tariff revisions. "Apart from Ranhill Utilities Bhd, PBA Holdings Bhd is the only other licensed water operator in the country that is listed on Bursa Malaysia. "Pending further updates on the private sector's role in Malaysia's water sector transformation, we maintain Gamuda Bhd as our preferred play for water-related infrastructure construction," it added. The firm said Gamuda is well-placed to win construction contracts valued at RM4 billion under the Ulu Padas and Northern Perak water supply projects. It noted that the Northern Perak scheme will be implemented through a privatisation model with a minimum concession period of 40 years. "As the main WTP contractor for Phase 1 of the Rasau Water Supply Scheme worth nearly RM2 billion, we also expect Gamuda to be in the running for more jobs under the second phase," CIMB Securities said.

‘Fake and fraudulent': Viral RM26m gratuity letter ‘never issued', says works minister
KUALA LUMPUR, Aug 5 — Works Minister Datuk Seri Alexander Nanta Linggi has denied the issuance of a letter dated July 28, 2025, which has gone viral on social media, that was supposedly from the ministry regarding a gratuity payment to an individual. Nanta said that the letter was fake and was never sent out by the ministry or by him as the minister. 'The ministry never issued any official invitation for such a gratuity payment ceremony. As such, I advise the public not to be deceived by such documents, which clearly contain elements of fraud and impersonation,' he said. He said the ministry had taken note of the matter and is working together with the authorities to conduct further investigation. Those who have any doubts about the authenticity of documents or communications allegedly from the ministry are advised to contact the ministry's official channels via its website at or the ministry's official hotline. Govt disbursed RM4bil in 'wang ehsan' to Terengganu, RM967mil to Kelantan
KUALA LUMPUR: The government has distributed a total of RM4 billion in compassionate funds, or 'wang ehsan', to Terengganu and RM967 million to Kelantan between 2023 and 2025. The Finance Ministry said these funds were used to cover emolument costs for both state governments, implement poverty eradication and infrastructure projects, and fulfil other commitments. "To date, no petroleum resources have been 'won or saved' within the waters of Kelantan or Terengganu. "All resources off the East Coast of Peninsular Malaysia are located beyond the three-nautical-mile limit under the Territorial Sea Act 2012 (Act 750)," the ministry said. It said this in response to Datuk Ahmad Marzuk Shaary (PN–Pengkalan Chepa), who asked about the status of petroleum royalty payments to Kelantan and Terengganu, including the justification for channelling them through federal entities and whether the government is prepared to restructure the policy for greater transparency and alignment with the 1975 Petroleum Agreement. The ministry explained that petroleum royalties are only paid directly to states for resources found and extracted within their three-nautical-mile territorial waters, in accordance with Act 750. However, the federal government has disbursed compassionate funds to the Kelantan and Terengganu governments to fund projects and programmes benefiting the people of both states. "Wang ehsan is specifically allocated to Kelantan and Terengganu and is not used for expenditure in other states. "The federal government has also provided allocations through federal agencies, such as the Prime Minister's Department's Implementation Coordination Unit and the Public Works Department, to carry out poverty eradication and infrastructure projects for the people of both states," it added. The ministry said the government remains open to discussions and willing to consider proposals from the Kelantan and Terengganu governments for programmes and projects to be funded under the wang ehsan grant, especially efforts aimed at reducing poverty and improving basic infrastructure.
