New report pushes for permanent pedestrian-only Bourbon Street to boost Mardi Gras safety after terror attack
New Orleans' most famous street could soon see sweeping changes if city leaders follow through on bold new safety recommendations after a New Year's Day attack that killed 14 and injured dozens.
On Monday, the New Orleans Police and Justice Foundation (NOPJF) released a statement about a major safety review conducted by Teneo Risk, a global security firm led by former NYPD Commissioner William J. Bratton. The report is blunt. Bourbon Street is dangerously vulnerable, and unless big changes are made, the city remains exposed to future attacks.

The current layout of Bourbon Street makes it easy for a vehicle-ramming attack to happen again. The report recommends a hard perimeter setup that would only allow emergency vehicles, deliveries and hotel drop-offs at certain times.
According to the report, "Bourbon Street is extremely vulnerable to a vehicle ramming attack any time of year," citing narrow sidewalks, frequent pedestrian spillover into the street and a lack of permanent protective barriers.
The firm also said the Department of Homeland Security's "SEAR 1" rating, given to Mardi Gras 2025 for the first time, should be made permanent. That rating brought more federal resources to New Orleans this year, including extra security equipment and personnel. In addition to the Bourbon Street changes, the report highlights weaknesses in emergency response access, officer staffing, coordination between agencies and the city's intelligence capabilities.
Teneo found intelligence gathering by the New Orleans Police Department remains mostly reactive and lacks advanced tools and formal coordination protocols.
The report was based on extensive research, including site visits, document reviews and interviews with city officials, law enforcement and community members. Teneo observed security operations firsthand during the 2025 Super Bowl and Mardi Gras 2025 and used those events to evaluate real-time vulnerabilities.
While the proposal for a permanent pedestrian zone could raise concerns of residents and business owners, Teneo said the change is the best way to protect pedestrians and prevent another attack. Body of missing British hiker found in Dolomites
The body of a British hiker who went missing in the Dolomites on New Year's Day has been found by Italy's alpine rescue service. Aziz Ziriat, 36, was last heard from five months ago while hiking through the mountain range in the Trentino region of north Italy with his friend Sam Harris. The team had swept an entire gully for any sign of his companion. A second search was then undertaken, with the team carefully lowering themselves along the wall below the base of the slope of the site of the first search. Mr Ziriat's remains were transported to the Spiazzo Rendena sports field and collected by representatives of the coroner's office. His family was immediately informed of the discovery. The charity worker had undertaken many hiking trips with Mr Harris, according to Rebecca Dimmock, Mr Ziriat's girlfriend, The pair had last been seen in the San Valentino Valley, near a mountain hut named Casina Dosson. In a video, filmed on the day of their disappearance and shared with The Telegraph, they had discussed plans to scale 3,000-metre high mountains. Heavy snowfall, fog, and sub-zero temperatures had repeatedly hampered rescuers' efforts to find Mr Ziriat, and they were often forced to curtail searches for their own safety. Mr Ziriat was head of community engagement at the Palace For Life Foundation, the official Crystal Palace FC charity. The Foundation, which was set up in south London to help youngsters grow through sport, said at the time of his disappearance: 'Aziz has not only been incredibly impactful in his role, but also a kind, compassionate and generous individual who brought positivity and warmth to everyone he has worked with. 'He is an extremely loved colleague and friend at Palace for Life, having created close relationships with those at Palace and throughout the local community.' Since the body of Mr Harris was found, his family has raised more than £11,000 for Doctors without Borders, the alpine rescue service and St Mungo's Homeless Charity in his memory. Jermaine Donald, 42, and Leo Tate, 31, were extradited back to Louisiana on May 30 after they were arrested in Huntsville, Texas, about 375 miles from New Orleans, the Louisiana State Police said. Authorities in Huntsville said they led law enforcement on a chase through the city before they were apprehended. Both will face charges for the jail escape, and Donald was also charged with resisting an officer. The escapees still at large are Antoine Massey, 32, and Derrick Groves, 27. For more than two weeks, they have evaded a massive manhunt and attempts at foiling any assistance they could get from the public, with authorities arresting and charging over a dozen people who allegedly helped inmates break out or stay on the run. Louisiana police arrest third suspect in Super Bowl reporter Adan Manzano's hotel death
Louisiana police have arrested a third suspect in connection with Super Bowl reporter Adan Manzano's hotel room murder. Manzano, a 27-year-old Kansas City, Missouri-based Telemundo sports reporter, was in New Orleans on assignment to cover Super Bowl LIX. 'Evidence gathered through search warrants, text message records, and digital communications revealed that Anderson, along with previously arrested suspects Danette Colbert and Rickey White, played an active role in a coordinated pattern of targeting victims, drugging them, and stealing personal property, including phones and financial account access,' Kenner police said in a Friday press release. 5 Kenner police announced the arrest of Christian Anderson (right) for his alleged involvement in the murder plot. Records also allegedly show that 'Anderson and Colbert communicated extensively following the incident, and that he played a role in the group's recurring criminal behavior,' Kenner police said. Colbert was recently sentenced to serve 25 years in prison for crimes unrelated to Manzano's death, including theft, computer fraud and illegal transmission of monetary funds stemming from a 2024 case. 5 Kenner PD released a picture that showed Manzano and Colbert at the Kenner Comfort Inn the morning the reporter died.
