Telangana gears up for local body elections; numbers of ZPTC, MPTCs finalised

The State government has issued orders confirming the number of Mandal Parishad Presidents (MPPs), Zilla Parishad Territorial Constituencies (ZPTCs), and Mandal Parishad Territorial Constituencies (MPTCs).
As per official figures, there will be a total of 566 MPP and ZPTC seats, and 5,773 MPTC seats in the upcoming polls. The number of Gram Panchayats has been confirmed as 12,778, while the total number of wards stands at approximately 1.12 lakh.
Local body elections were previously held only once in 2019, after the formation of the State in 2014. At that time, there were 570 MPP and ZPTC seats, 5,817 MPTC seats and 12,848 Gram Panchayats. With several Gram Panchayats having been merged with municipalities and municipal corporations, the number of GPs has come down, said an official.
In a memo issued on Tuesday by the Director of Panchayat Raj and Rural Development G. Srijana, all District Collectors, Zilla Parishad Chief Executive Officers (CEOs), and District Panchayat Officers (DPOs) have been instructed to initiate immediate preparations. These include verifying and maintaining election materials supplied last year and procuring other essential materials locally with the approval of the District Purchase Committees.
The Panchayat Raj department has directed that all necessary arrangements, including the supply and verification of statutory and non-statutory forms, seals, covers and handbooks be completed without delay.
The High Court of Telangana has mandated that the election process be concluded by September 30. Acting on this directive, the State administration has intensified efforts to complete preparations well ahead of the deadline.
Ms. G. Srijana has also cautioned officials that any deviation from the instructions or delay in readiness will be viewed seriously, and the concerned officers will be held accountable. Meanwhile, an ordinance to provide 42% reservation for Backward Classes (BCs) in local body elections has reportedly been forwarded to the Governor for his approval. The reservations in each district will be finalised by the Dedicated Commission on BC Quota after receiving the Governor's assent.

Briefing the media after the Cabinet meeting, minister Ponnam Prabhakar said, 'On August 5, 6 and 7, under the leadership of Chief Minister Revanth Reddy, a delegation of Congress MLAs and MPs and other Opposition leaders in the Lok Sabha and Rajya Sabha will seek appointment with the President.' The Bills provide for 42% reservation for BCs in education, employment and local body polls. Telangana, as per a High Court order, has to conduct its civic polls by August 30. 'As we have to conduct the local body polls by August 30, we have to get the President's assent for the Bills soon,' Prabhakar said. He said that the Bills cannot be struck down for breaching the 50% reservation cap. 'When there is empirical data for the population of BCs, reservation should be based on this population data. Already, the 50% cap is breached with EWS quota,' Prabhakar said, adding that Congress stands for social justice. Telangana's caste survey had revealed that the population of BCs is at 56.3% in the state. 'We have empirical data to prove that there is a need to breach the reservation cap,' Prabhakar said. He also said that Telangana's caste census should set an example for other states in the country. Prabhakar, who himself is a BC leader, also said that BC leaders from the state, including those from the BJP, should support this effort to get the President's assent for the Bills.

Out of 52 councillor seats, he claimed that the BC-E reservation category enabled Muslim candidates to secure 35 seats, which he argued came at the cost of genuine BC communities such as the Yadavas and Gouds. Briefing reporters after a meeting of the state cabinet Monday night, Backward Classes Welfare Minister Ponnam Prabhakar said the Congress government has decided to garner support from all friendly parties at the national level, including Members of Parliament across party lines for providing 42 per cent reservation to Backward Classes (BCs) in local body polls and in education and employment opportunities. 'The chief minister is seeking appointment of opposition leaders in Parliament on August 5, 6 and 7. The Congress party along with its friendly parties and their members in Parliament, Telangana MLAs,MLCs and BC intellectuals will go to Delhi and request the President (for assent)," Prabhakar said adding ministers also would seek President Murmu's appointment. Top leaders Rahul Gandhi and Mallikarjun Kharge are also seeking the President's appointment, he added. The bills were passed in March and sent to the Governor and it is pending assent from the President. Prabhakar sought support from all the political parties in Telangana in order to secure Presidential assent to the bills. The Telangana government earlier this month issued an ordinance facilitating 42 per cent reservation to Backward Classes in local body polls by amending an Act that was passed by the State Assembly in 2018. On June 25, the Telangana High Court directed the state government to hold elections for local bodies within three months.
