After Ajit Pawar's intervention, only police can take action against illegal cattle transport: Maharashtra police order
The circular issued by Special Inspector General (Law and Order) Dr Manoj Kumar Sharma stated that many traders have submitted statements on private individuals stopping and checking when traders transport cattle, with some of them being beaten up.
'Only police or other authorities concerned should take action against people involved in illegal cattle transport as soon as they receive information. It is not legal for private individuals to stop vehicles and check/beat them (traders) up. However, if any citizen complains about illegal cattle transport, they (authorities) should immediately take legal action,' it stated.
The circular further stated that it should be ensured that traders who follow all the rules while transporting animals are not disturbed. Also, legal matters should be completed regarding the return of captured animals from traders who follow all the rules and action should be taken as per the rules. 'It should be ensured that in the case of animals mentioned in the Maharashtra Animal Preservation Act, 1976 (As amended in 2015), action will be taken only under Section 8 (3) of the said Act,' it concluded.
On August 6, Pawar had asked police authorities to direct district police heads to not allow private individuals to inspect vehicles transporting animals. Several delegations of the Qureshi community were present at the meeting with Pawar. It was attended by Director General of Police Rashmi Shukla and Mumbai Police Commissioner Deven Bharti along with other officials.
In a memorandum of demands submitted to Pawar, the representatives of the community demanded a ban on illegal gaurakshaks (self-styled cow vigilantes), protection to transport legally allowed animals, withdrawal of false cases and clearing restrictions on transport licences.
'The Qureshi community is traditionally associated with meat trade and is a part of Maharashtra's agriculture-based economy. Therefore, no injustice will be allowed to be done to the traders of this community and the farmers who transport animals,' Pawar said in the meeting, as per the official statement from the Deputy Chief Minister's office.
The delegation had raised the issue of harassment of animal traders by illegal gaurakshaks. 'The violent acts against the traders from Qureshi community and farmers who transport legally allowed animals has led to many losing their lives. The community is forced to call for a strike… Following the 2015 ban on cow slaughter, the transport is already limited. Now, the ongoing actions will affect the legal transport of animals such as buffaloes,' said the letter submitted to Pawar.

Punjab Police arrest 2 Lawrence Bishnoi gang members with extensive criminal history, over 15 cases
The Punjab Police's Anti-Gangster Task Force (AGTF) Thursday arrested two most-wanted alleged operatives of the Lawrence Bishnoi gang from the Patiala-Ambala Highway near Shambhu village, and recovered an Austrian-made 9 mm Glock pistol along with six live cartridges from their possession. Gaurav Yadav, Director General of Police (DGP), Punjab, said the arrested men have been identified as Akshay Delu and Ankit Bishnoi alias Kakkar, residents of the Khairpur village in Fazilka's Abohar. The arrested men were operating on the instructions of their foreign-based handlers, identified as Anmol Bishnoi and Arzoo Bishnoi. 'Preliminary investigation reveals that they fled to Nepal after committing the murder & returned on directions of foreign-based handlers to commit a sensational crime in Punjab. Both the accused have extensive criminal history and over 15 heinous crime cases registered against them in Punjab, Delhi, Rajasthan & Gujarat, including under various criminal Acts,' Yadav said in a post on X. He added they were also wanted in the murder of a man, Bharat Ratan alias Vicky, which took place in Fazilka on May 2. Sharing operational details, Promod Ban, Additional Director General of Police (AGTF), said they received a tip-off that the two men were trying to enter Punjab. 'Acting swiftly on the intelligence, special teams were formed, who tracked down the accused persons on the Ambala-Patiala Highway and apprehended them near Village Shambu in an early morning operation,' Ban said, adding that a sophisticated weapon was recovered from their possession. Gurmeet Chauhan, DIG (AGTF), said after executing the criminal task given by their handlers, the gang usually flees to Nepal and uses hideouts provided by their associates or foreign handlers. A First Information Report (FIR) No 6 was registered under Section 111 (3)(5) of the Bharatiya Nyaya Sanhita (BNS) and Section 25 (6)(7) of the Arms Act at the Punjab State Crime Police Station in SAS Nagar.

SC suggests converting Noida into a metropolitan corporation. What does this mean?
The Supreme Court on Wednesday asked the Uttar Pradesh government to consider converting the Noida authority (NOIDA) into a metropolitan corporation to make it more citizen-centric. Noida is currently the only major city in India to not have an elected local government. The Court also asked for a probe into the Authority, based on an apex-court constituted SIT which flagged its various flaws and shortcomings. It was hearing the bail pleas of two NOIDA Authority officials accused of allowing excess compensation payouts. It was created during the Emergency when Sanjay Gandhi, son of then Prime Minister Indira Gandhi, wanted to move industries out of Delhi. The Authority comes under the purview of the UP Infrastructure & Industrial Development Department. Its day-to-day activities are run by an appointed IAS officer in his role as its Chief Executive Officer. It covers 81 revenue villages and a total of about 20,316 hectares of land. How is it different from other cities? Noida does not have a separate municipal body that performs daily civic functions, like dealing with garbage, street lighting, sewerage and public health, among other issues. It is an anomaly in that the development authority, which is supposed to be responsible for the acquisition of land, planned development, and infrastructure creation, is also undertaking civic functions here. For instance, in Delhi, these services are provided by the Municipal Corporation of Delhi (MCD) and in Mumbai by Brihanmumbai Municipal Corporation (BMC), whereas Delhi Development Authority (DDA) and Mumbai Metropolitan Region Development Authority (MMRDA), respectively, are responsible for planned development in these cities. What is a metropolitan council? The Constitution (74th Amendment) Act, 1992, recognised three different types of urban local bodies or municipalities: Nagar Palikas for areas transitioning from rural to urban; municipal councils for smaller urban areas; and municipal corporations for larger urban areas. A metropolitan area was defined in the Act as an area having a population of above 10 lakh. Noida had breached the 10 lakh-population mark way back in 2010. Municipalities are supposed to be elected directly by the people and are the third tier of government in urban areas after the Union and state governments. They are the equivalent of Panchayats, but in urban areas. They are supposed to look after public health, waste management, sanitation, provide urban facilities like parks and playgrounds, as well as amenities like street lighting, parking lots, bus stops and public conveniences, among other functions. What are the benefits of having a municipality? Proponents argue that having a self-governing local body leads to more effective, responsive, citizen-friendly, transparent, and accountable governance, in contrast to having an appointed bureaucrat in charge of local governance. Not having a municipality has a huge negative impact on the area, according to Srikant Vishwanathan, CEO of Janaagraha, an organisation that works on urban governance. 'An elected municipality is the bridge between people's aspirations and the government's priorities and policies, especially for the urban poor,' Vishwanathan says. In 2017, then District Magistrate BN Singh of Gautam Buddha Nagar (under which Noida falls) had recommended withdrawing municipal functions from the Authority and the formation of a separate municipal corporation. However, the NOIDA and the Greater NOIDA bodies, later that year, concluded that they did not need municipal bodies.
