Super rule changes to help younger savers, wealthy Australians hit with the new super tax

The government's new super tax has triggered a much wider push to review superannuation rules, with the looming economic summit set to become a forum for change.
With the controversial new 15 per cent tax on amounts above $3m yet to be set in stone, the economic summit, which kicks of on August 19, will hear calls to cut benefits for the very wealthy but also to improve super benefits for younger savers.
The Commonwealth Bank and the Grattan Institute have already supported wealth taxes for older and richer investors.
But those calls are now being balanced with a push to let younger, less wealthy investors gain more access to super through increased contribution caps.
Top advisory firm BDO Australia has sent a shot across the bows with a provocative call to open up the amount investors are allowed to contribute into super each year.
At present, the pre-tax contribution limit is $30,000 per annum – an amount unchanged from a decade ago.
In contrast, the amount older and wealthier Australians can have tax-free in super is $2m – up from an initial level of $1.6m when it was first legislated in 2017.
Similarly, the post-tax contribution limit is $110,00 amount compared to levels of $180,000 in the past.
Lance Cunningham, BDO national tax technical leader, said the current settings are inappropriate.
'They offer limited opportunity for people to contribute at the time they most want to do so,' Mr Cunningham said.
Super policy is becoming more central to the agenda as the government publicly eliminates other items from the debate, including negative gearing.
At the same time, items related to super such as capital gains tax, pension access and family trust rules remain very much in focus.
The summit is due to commence before the government nails down the final terms of the new super tax, tagged as Division 296.
The prospects of the introduction of the tax being delayed are rising since the government is supposed to begin collecting tax revenue from the measure from July 1 next year with guidance on the treatment of unrealised gains still to be clarified.
Two other key issues in super will also be difficult to avoid at the summit, despite a formal focus on productivity:
• The regulation of super is back in the spotlight. The lack of a single regulator for super has emerged as a problem for the government in the wake of the First Guardian scandal, now shaping up as the biggest regulatory failure for many years.
Supervision of super is split between three regulators: ASIC, APRA and the ATO. Following the First Guardian collapse, The Australian reported last week that ASIC has raised the prospect of limiting superannuation investment options and restricting retail access to high-risk funds, as it warned a root-and-branch response is needed to counter financial services industry misconduct.
• Separately, lobbyists from big super funds are pushing the government to review the terms of the performance test in MySuper.
Last year, all of the MySuper superannuation funds passed the APRA Your Future, Your Super performance test for the first time, but industry leaders believe conformity in the tests is leading to a lack of innovation in super products.
There are now calls for the APRA to broaden the scope of the performance tests to ensure it captures more products and allows for diverse strategies across the sector.

The White House has released new details of the upcoming Alaskan summit between Donald Trump and Vladimir Putin. The lead-up to the talks has seen Russia make gains on the battleground in Ukraine, while Volodymyr Zelenskyy has ruled out any deal that involves giving up land. Here's what we know. The summit will be held on Friday, Alaska time, at Elmendorf Air Force Base in Anchorage. Anchorage is Alaska's largest city, although its population is less than 300,000. At time of writing, the exact meeting time had not yet been revealed. The location is seen as being geographically significant as Alaska was part of the Russian Empire until 1867, when the United States purchased it for $US7.2 million, which is about $254 million in today's Australian dollars. Alaska is also the closest US state to Russia. The two superpowers are separated by the Bering Strait, a narrow sea crossing which is just 82 kilometres wide at its narrowest point. The White House says the talks will be one-on-one between Trump and Putin, meaning there is no room at the table for Ukrainian President Volodymyr Zelenskyy. "Only one party that's involved in this war is going to be present," said White House press secretary Karoline Leavitt. Putin said last week he wasn't against meeting Zelenskyy, but said "certain conditions need to be created" for that to happen, and that they were "still a long way off". The White House appears to be trying to dampen down expectations of a quick ceasefire deal, stating the Anchorage talks will be "a listening exercise for the president''. "This is for the president to go and to get, again, a more firm and better understanding of how we can hopefully bring this war to an end," Leavitt told reporters. Russia has previously demanded that Kyiv hand over the Donetsk, Kherson, Luhansk and Zaporizhzhia regions, which were illegally annexed by Moscow in 2022 at the start of the three-and-a-half-year war. Last weekend Zelenskyy said: "Ukrainians will not give their land to the occupier." However Trump has said "there'll be some land swapping going on … for the good of Ukraine. Good stuff, not bad stuff. Also, some bad stuff for both". This will be Putin's first trip to the US since 2015, when he travelled to New York to speak at the UN General Assembly. Putin and Trump met multiple times during Trump's first presidency, while the Russian leader also met with then-US president Joe Biden in 2021. Although the International Criminal Court issued a warrant for Putin's arrest over alleged war crimes in Ukraine in 2023, the US is not a member of the court and is under no obligation to arrest him. In 2019, during his first presidency, Trump travelled to the Korean Peninsula to meet North Korean leader Kim Jong Un, becoming the first US leader to step into the communist-controlled North Korea. Russian troops have been gaining ground in Ukraine's east, with Ukraine throwing extra troops into heavy fighting around the coal-mining town of Dobropillia in the Donetsk region. Kremlin officials have demanded Ukraine cede "strategically vital" territory in Donetsk as part of a ceasefire agreement, according to Washington-based think-tank the Institute for the Study of War (ISW). Surrendering the rest of Donetsk, according to ISW, would force Ukraine to abandon its "fortress belt" of multiple major cities and settlements running along a 50-kilometre stretch of highway. "Ukraine has spent the last 11 years pouring time, money, and effort into reinforcing the fortress belt and establishing significant defence … infrastructure in and around these cities," the ISW said. "Russian forces are currently still attempting to envelop the fortress belt from the south-west and are engaged in an effort to seize it that would likely take several years to complete." Russia has also launched Russian summer camps and programs designed to send Ukrainian children across the border as part of a "Russification" campaign. Details of exactly when the talks will take place have not been released. A popular Aussie fast-food chain has unveiled a new logo for the first time since it opened its doors almost 40 years ago – but you can only see it once the sun has gone down. Oporto, the iconic Portuguese chicken brand, has unveiled a huge shake-up to its restaurants that sees them transform into a completely different venue come 9pm. The burger company has launched its Late Night Menu, offering food not available during the day alongside a switch-up inside too. 'From 9pm stores will flip to 'Night Mode', where the sun sets, the vibe shifts, and a new menu takes over,' Ben Simmons, Oporto's Head of Marketing, told 'The physical transformation of the store includes new signage and a new logo, swapping out the iconic Oporto sun for a moon.' Mr Simmons said the new after-dark offering comes from Australia's 'growing late-night food demand', largely driven by Gen Z. 'People like students, gamers, and shift workers are looking for a feed outside the usual 'dinner' hours, so we thought it was the perfect time to lean in and satisfy those late night cravings,' he explained. 'The inspiration for the late-night menu and campaign draws from Portuguese culture, where dining at night is social and celebratory. This is our nod to that tradition, bringing that Portuguese vibe to Aussie nights. 'For us, turning on Night Mode isn't just about a new menu. It's about creating a fun and satisfying experience that's made for after dark.' Speaking of food, the new menu still 'delivers those bold Portuguese flavours' Aussies have come to know and love about Oporto, Mr Simmons said, 'but with an after-dark twist'. 'It's snackable, shareable and a little indulgent,' he continued. 'Think delicious options like a Portuguese Pulled Chicken Burger, a Schnitt Faced Burger, Pulled Chicken Loaded Chips, Jalapeño Poppers, BBQ Crispy Wings and Salted Caramel Cheesecake. It's bold, craveable, and made for those moments when you want something fun, filling and a little different.' Be warned, the options are pretty heavy calorie-wise, with the loaded chips and the Bondi Night Box – containing a Bondi Burger, two crispy strips, regular chips, dipping sauce plus a can of drink – all coming in at just under 5000kj (nearly 1200 cals). In Australia, daily calorie recommendations vary based on individual factors like age, sex, activity level, and body size, but generally, women need between 1600 and 2400 calories per day, while men need between 2000 and 3000 calories. Despite only kicking off a few days ago, Oporto – which opened its first store in Bondi in 1986 – has been praised for its new offering. 'Later Dinner – Great idea!' one person wrote on social media. 'You know that's me on the way home from a night out,' another said. As another shared: 'Oporto chips are elite.'
