Sceptism from opposition but the budget gets a nod from GNU partners
With a visibly relaxed and confident demeanour, Godongwana presented a budget wrapped in comic anecdotes — with nodding and clapping from the DA benches indicating success for the minister.
The DA, as a GNU partner with whom the ANC shares 60% of the seats in the National Assembly, said it 'cautiously welcomes the revenue and expenditure proposals'.
The DA rejected the previous budget's proposal to increase VAT and challenged it in the courts.
However, the decision to drop the VAT increase carved a pathway to gaining the DA's support, a move which the party believes is 'manifestation of coalition politics in action'.
The DA's spokesperson on finance, Mark Burke, described the budget as a workable outcome in the context of trying economic times.
'The DA was not prepared to get behind a budget that maintained unsustainable government expenditure on the back of raising VAT, making struggling South Africans pay for inefficiencies and waste in government — but today's version from minister Godongwana has gone some way to undo this.
'It is a victory for all South Africans that the mooted VAT hike has now finally been removed from the minister's revenue proposals, after the DA court action in this regard. We see this budget speech as a turning of the tide toward growth and investment. It is turning away from unchecked government spending funded by South African taxpayers.'
The party welcomed the R1-trillion investment in infrastructure over the next three years, the snub on bailouts to state-owned entities, a national spending review which must eliminate all wasteful spending, and ending low-priority projects.
'The DA realises our economy desperately needs to grow and government must budget for this, creating the environment that enables this growth in the private sector. We also note that more realistic economic growth forecasts have been used to model revenue in this version of the budget.'
Despite Godongwana's U-turn on the proposed VAT hike, the EFF, which was vocal and opposed to the proposed VAT hike in the previous tabling of the budget, rejected Wednesday's presentation.
Calling it weak, misguided and disconnected from the lived reality of South Africans, the EFF says the absence of President Cyril Ramaphosa and his deputy Paul Mashatile is a further indicator of how disconnected the executive is from the economic realities facing the poor and the working class.
'We note the deliberate silencing of public discourse around this budget, with mainstream media choosing to focus obsessively on political coalitions and cabinet appointments, while ignoring one of the most consequential events in South Africa's governance calendar. This is not accidental — it forms part of a broader campaign to depoliticise the budget and shield the National Treasury from democratic scrutiny and public accountability.'
Party spokesperson Sinawo Tambo criticised Godongwana for reportedly ignoring proposals from stakeholders and the majority of parties in parliament who claimed that the scrapping of the VAT hike was a product of consultation.
'Not a single alternative revenue-generation mechanism proposed by any political party is present in this third budget, proving once again that the VAT increases were scrapped solely due to the court intervention which was initiated by the EFF. The VAT increases have simply been substituted with austerity.'
Action SA, which played a crucial role in helping the ANC pass its first fiscal framework in the budgeting process, said it was in two minds over Godongwana's proposed expenditure and revenue plans. Herman Mashaba's party welcomed the additional R7.5bn allocated to Sars over the medium term, a move the party had long insisted on.
However, they disagreed with the suite of taxes and levies in the absence of what they described to be meaningful action to curb government wastage.
In a statement, the party said while South Africans are still being forced to carry the burden of an extra R22bn through income tax bracket creep, an increase in the fuel levy, and duty hikes, the funding boost to Sars marks a critical step in the right direction.
'In his speech today, the finance minister confirmed that Sars' performance will be monitored monthly, with the potential for R20bn in tax relief to be granted in the 2026 budget if revenue collection exceeds targets. ActionSA is confident Sars will deliver on this promise, helping to ease the financial pressure on struggling South Africans.'
Rise Mzansi said it was content that the budget baseline remained the same, however they would have wanted additional allocations to things that matter to South Africans — such as health, safety, education and economic infrastructure.
The party believes the country will get out of its financial rut only by making smart, yet tough, decisions.
'Over the past few months, the people of South Africa have made it clear that they do not want to give the government any more money, and that with the existing money, elected representatives must make the country work. This is a fair demand, which has placed us in the difficult position we are now in, notwithstanding an almost 15-year period of poor policy decisions and wanton corruption.
'This is particularly about arresting corruption, how we spend money, and what we spend that money on. Especially, when we are told that the GDP growth outlook has been revised down from 1.9% to 1.4% for 2025, with projections also revised downwards over the medium-term. The consequence of this is also muted revenue collection.'
Party leader and Scopa chair Songezo Zibi said it is important to ensure that the debt-servicing costs and interest which costs the fiscus about R1.2bn a day, must not be placed at the feet of future generations as a burden.
'Any further borrowing must be about igniting economic growth and a jobs boom. Borrowing to plaster over poor decisions is something Rise Mzansi will fight against. In this context, it is of the utmost importance that we focus on making the right policy choices that may not bear fruit today but are for the future, which means investing in skills and education that will contribute to the building of a modern and resilient economy.
'Furthermore, we must aggressively invest in infrastructure and health. We must invest in the things we need, not the things we want.'
Zibi vowed to use his position at Scopa to advance accountability, ensuring that every rand is spent properly and accounted for, and that savings are cemented.
'We will work with the National Treasury to claw back on wasted and recklessly spent public funds. The next few years will tough, particularly for poor, working-class and middle-class South Africans, but with mature leadership, which often means making politically unpopular decisions, we will be able to get out of this mess, and truly build a prosperous South Africa.'

A free 1996 booklet titled "The Constitution of the Republic of South Africa", bearing the signatures of South African greats, is now valued at nearly R1 million. These were the words uttered by former President Nelson Mandela when he was asked to autograph a 1996 booklet, "The Constitution of the Republic of South Africa", lovingly gathered over a few years by retired chef Neels du Plooy. Now the much-travelled booklet is on sale on Facebook Marketplace with a price tag of a million rand, which might seem steep were it not for the fact that it has the signatures of 30 iconic South African political leaders and judicial pioneers who crafted our peaceful transition to democracy. Many South Africans got a copy of the beloved booklet when it was released, but while ours have no collector value, Du Plooy's is sure to pique the interest of collectors of Mandela memorabilia and those fascinated in our transition to democracy. It has the signatures of former presidents, Nelson Mandela and Mbeki, as well as the last apartheid president, FW de Klerk and current head of state, Cyril Ramaphosa. It also bears the signature of the King of Lesotho and the first Speaker of Parliament, Frene Ginwala, Albie Sachs, Chief Justice of the Constitutional Court in 1999 and a host of others. Du Plooy, 71, was given a copy of the booklet by a journalist friend, and he wasted no time as a chef with Fedics to gather as many signatures as he could of the influential personalities whenever the opportunity arose. "I cooked 99 percent of them, so I always carried the booklet with me and would ask the head chef if I could ask them for autographs. "I even cooked for former President Thabo Mbeki and his wife on a game farm at Mapungubwe in 1999, where we spent four days just before Christmas, and that is when I got both their signatures," he said. He was involved in the catering for the inauguration of Mbeki. Image: Debbie Yazbek "In the late '90s, I was at the opening of the Lesotho Highlands Katse Dam and took the booklet with me, and after the meal, there were a lot of MPs, including Ramaphosa and five or six premiers of the first administration whose signatures I was able to get." That's where he also got the signature of King Letsi III, ruler of the Kingdom of Lesotho. Du Plooy managed to get the signatures of George Bizos, Mangosuthu Buthelezi, Kader Asmal, Arthur Chaskalson and Govan Mbeki. Du Plooy, who lives in Sandringham, Johannesburg, was later a chef at a restaurant in the Joburg Civic Centre in Braamfontein, and so he used that opportunity to gather signatures of important people when they came to dine. He believes it is the only booklet in the world that bears the signatures of four state presidents. But there is one signature at the top left of the first page of the booklet which he has not been able to identify. "I only got signatures of significant people at the time, so it was someone important, I am just unable to work out whose signature it is," he said. The signature at the top left of this page has turned out to be a puzzler for Neels du Plooy, who only sought the signatures of significant players in our transition to democracy. Image: Supplied Du Plooy said there is one signature he wishes it had, and that is of Roelf Meyer, who was a key drafter of the Constitution, with whom he has lost contact. The Marketplace advert states that the booklet is accompanied by a provenance certificate and official ISBN registration. "This volume is a verified original - an irreplaceable piece of South African history... Ideal for collectors of Mandela-era memorabilia, constitutional scholars or institutions preserving democratic heritage."

De Lille dissolves SA Tourism board – but Outa calls her decision ‘disgraceful'
Patricia de Lille dissolves the SA Tourism board for governance failures. However, Outa said it is 'outraged' by her action. Tourism Minister Patricia de Lille has dissolved the SA Tourism board with immediate effect over what she called unlawful decisions. De Lille informed the board of her decision on 19 August, following consideration of their written representations as to why the board should not be dissolved. De Lille removes SA Tourism board for unlawful conduct The minister said the board members neglected to address the crucial question of the legality of the process the board used when calling a special board meeting on 1 August, when the unlawful resolution was taken. De Lille said legal advice to her confirmed that the board's special meeting on 1 August 2025 was convened unlawfully. She said section 18(2) of the Act empowers only the board chairperson to convene a special board meeting. 'As of 1 August 2025, the board had no chairperson to lawfully convene a special board meeting following the resignation of Professor Gregory Davids the day before (31 July 2025), but this notwithstanding, the board elected to convene a special board meeting, and in doing so, the board acted unlawfully and ultra vires its powers,' the minister said. In a meeting with the board on 4 July 2025, and a letter to the board on 13 July 2025, the minister voiced her concerns about the board's disregard for governance protocols. The minister said this compromised the board's integrity and may have made the results of such meetings invalid and unlawful. The board responded by letter on 22 July 2025, assuring De Lille that it had put in place interventions, and these 'enhancements have and will ensure that all meetings are properly constituted, chaired and documented…' 'In the exercise of its powers, the board must always be guided by the principle of legality, which is part of the rule of law as set out in section 1(c) of the Constitution of the Republic of South Africa,' De Lille said. The department said the minister will initiate the process to appoint a new board and invite nominations for eligible people in due course. In the interim, De Lille will appoint one or more individuals to manage the board's affairs until she installs a new board. 'The minister assures South Africans and the tourism sector that these developments will not derail the ongoing programmes, including SA Tourism's collaboration with the Tourism Business Council of South Africa, to deliver a successful G20 summit,' the department said. Outa calls De Lille's decision 'disgraceful' In response to De Lille's action, the Organisation Undoing Tax Abuse (Outa) said it is 'outraged'. 'This action is nothing short of gross political interference and represents a direct assault on governance and accountability within a state entity,' it said. Outa said the SA Tourism board was addressing serious governance concerns, including irregular financial conduct. It added that it suspects De Lille's decision was made to protect the suspended SA Tourism CEO Nombulelo Guliwe. 'Instead of supporting her own competent board for holding executive management accountable, the minister has chosen to protect the SA Tourism CEO by disbanding the very body tasked with oversight. 'As far as Outa is concerned, the fact that the board does not have a chairperson – which incidentally is the minister's fault – doesn't make the board's decision unlawful in taking the necessary action that it did. We believe the board was quorate and unanimous in how it arrived at the decision to suspend the CEO, pending a disciplinary enquiry into her conduct. 'Distorted and Inaccurate': South Africa dismantles US Human Rights report allegations

The controversy has revived a long-standing false narrative, one previously amplified by high-profile figures such as US President Donald Trump and billionaire Elon Musk. Trump also threatened to skip the SA G20 summit later this year because 'bad things are happening in South Africa'. Musk, in turn, has echoed similar sentiments in public statements and online, warning of an alleged 'white genocide' in the country. The Department of International Relations and Cooperation (DIRCO) labelled the assertions as 'distorted and inaccurate,' reaffirming its commitment to a transparent, evidence-based approach to rural safety. In a revised statement issued this week, DIRCO spokesperson, Chrispin Phiri, clarified what it described as "misleading interpretations" of crime data in South Africa's farming communities. 'We address all forms of crime, which remain a significant challenge for all of our citizens, regardless of race or location,' said Phiri. 'The suggestion that these crimes represent a concerted practice of racially motivated attacks is not borne out by the facts.' According to the South African Police Service (SAPS), only six murders were reported in farming communities between January and March 2025.
