Andhra Pradesh Chief Minister Chandrababu Naidu seeks Centre support for setting up world-class badminton training centre in Amaravati

Andhra Pradesh Chief Minister N. Chandrababu Naidu met Union Minister for Youth Affairs and Sports Mansukh Mandaviya in New Delhi on the second day of his visit to the national capital on Wednesday, and urged him to extend support for setting up a world-class badminton training centre in the State's capital of Amaravati.
Mr. Naidu discussed key projects and infrastructure plans needed to boost sports development in the State. He also highlighted the need to establish a national water sports training hub in Amaravati, and explained its potential along the banks of the Krishna.
The Chief Minister informed the Union Minister that the State government had already submitted multiple proposals related to sports infrastructure and development projects.
Mr. Naidu shared the proposals to set up a National Centres of Excellence at Nagarjuna University and in Kakinada. He also requested timely completion of infrastructure projects under the Khelo India scheme in Tirupati, Rajamahendravaram, Kakinada, and Narasaraopet.
The Chief Minister sought ₹27 crore for upgrading the Indira Gandhi Municipal Corporation Stadium in Vijayawada, ₹170 crore funds for developing a multi-sports complex at B.R. Stadium in Guntur, and ₹341 crore for overall sports development across various regions of the State.
Mr. Naidu also sought additional Khelo India Centres for identifying talented sportspersons at the district level. He also proposed establishment of a Sports Authority of India (SAI) training centre in Tirupati, located in the Rayalaseema region.

Mr. Naidu said that under the Andhra Pradesh Sports Policy-2024-29, the State initiated important steps to build a comprehensive sports ecosystem. He expressed his gratitude to Mr. Mandaviya for considering Andhra Pradesh as the host for the Khelo India Martial Arts Games-2025, adding that these games would be conducted at top-tier venues in cities such as Vijayawada and Visakhapatnam. He also urged the Centre to sanction ₹25 crore for hosting the Khelo India Martial Arts Games.

CHIEF MINISTER Yogi Adityanath on Wednesday inaugurated the CM YUVA Conclave and Expo-2025 in Lucknow. The CM YUVA Yojna has been launched under the Mukhyamantri Yuva Udyami Vikas Abhiyan. Adityanath said that over 68,000 youths have so far received interest-free and collateral-free loans amounting to Rs 2,751 crore under the scheme. The state government is offering 10 per cent margin money assistance to support budding entrepreneurs further. Highlighting the potential of Uttar Pradesh's youths, he said, 'CM YUVA Yojana is not just a financial aid programme, but a robust platform providing mentorship, market access and essential resources to empower young entrepreneurs.' He directed officials to ensure that at least 50 youngsters from each district visit the exhibition so they can gain firsthand knowledge about various government schemes, startup resources and market opportunities. He also inaugurated the exhibition and launched 'UP Mart', a portal for machinery suppliers, aimed at easing access to essential tools and equipment for startups. Also, 17 MoUs were signed in the CM's presence to boost entrepreneurship in the state. Underscoring the unique features of the scheme, Adityanath noted that it addresses the key challenges faced by aspiring entrepreneurs— lack of capital, training, and guidance. 'This is not just a scheme —it's a movement. A golden opportunity for every youth who has a dream but lacks resources,' he said. Addressing university Vice-Chancellors and youths at the CM YUVA Conclave, Chief Minister Yogi Adityanath expressed concern over the growing disconnect between academic institutions and society. 'Our institutions are becoming isolated islands, increasingly cut off from the people and government schemes. This disconnect is dangerous,' he said. He pointed out that due to lack of information, many young people fall prey to fraudulent schemes, get burdened by debt and are often left with no choice but to migrate in search of opportunities. 'But now, this cycle will end,' he asserted. The CM highlighted several initiatives launched to revive Uttar Pradesh's traditional industries, including handicrafts, cottage industries, and the MSME sector. 'Today, there is no licensing requirement for the first 1,000 days of starting a new enterprise in the state. We are also providing an insurance cover of ₹5 lakh to support young entrepreneurs,' he said. Reflecting on the 2017 Lok Kalyan Sankalp Patra of the BJP, prepared under the guidance of Prime Minister Narendra Modi, the Chief Minister said that a commitment was made to promote traditional industries through a dedicated scheme. Acting on this, a statewide survey was conducted post-2017, which revealed that every district had unique traditional enterprises. However, due to corruption, lawlessness, and large-scale migration, these industries had nearly collapsed. The CM said that the One District One Product (ODOP) scheme has helped boost Uttar Pradesh's exports from Rs 86,000 crore to over Rs 2 lakh crore. 'Earlier, Chinese products flooded the markets during festivals. Today, locally made ODOP items are finding a place in every household,' he added. He also announced that products from Uttar Pradesh would be prominently featured at an International Trade Show scheduled from September 25 to 29, 2025, at the India Expo Centre in Noida. 'The Buyer-Seller Meet held at this event has become a massive platform for showcasing the state's potential. No one would have imagined such innovation and enterprise from UP just a few years ago. From four lakh participants in the first year to five lakh in the second, the show is pushing forward our vision of taking local products to the global stage,' he said.

As the Central government prepares for the next delimitation exercise, which will redraw constituency boundaries based on the first Census after 2026, Telangana and Andhra Pradesh were waiting for their Assembly constituencies to be increased, as promised in the Andhra Pradesh Reorganisation Act, 2014. However, a recent Supreme Court judgment has dampened their hopes. According to the 2014 Act, the number of seats in the Legislative Assemblies was to be increased from 175 to 225 in Andhra Pradesh and from 119 to 153 in Telangana. However, the delimitation process was stalled as the Census could not be conducted in 2020-21 — first because of the COVID-19 pandemic and later for various other reasons. Telangana has represented the matter to the Central government on many occasions. The State government brought it up during meetings convened by the Union Home Ministry to resolve bilateral issues between Telangana and Andhra Pradesh post-bifurcation and also during Southern Zonal Council meetings held under the chairmanship of Union Home Minister Amit Shah from time to time. In a letter addressed to Union Home Secretary Rajiv Mehrishi in June 2016, the then Telangana Chief Secretary, Rajiv Sharma, recalled the provision made under Section 26 of the Act for delimitation of constituencies in the two States. As the new State of Telangana came into existence with effect from June 2, 2014, Mr. Sharma requested the Home Ministry to place the matter before the Election Commission of India (ECI) for increasing seats in the Telangana Legislative Assembly from 119 to 153 as envisaged in the Act as soon as possible. Telangana's former Chief Electoral Officer, Rajat Kumar, also spoke of the impact of transferring a few mandals of Khammam district in Telangana to neighbouring Andhra Pradesh post-bifurcation. He said that the three constituencies were reserved for Scheduled Tribes. Professor K. Purushottam Reddy filed a plea in the Supreme Court seeking readjustment of seats in the Assemblies of the two States, pointing to the exercise in Jammu and Kashmir as a precedent. In its judgment last week, the Supreme Court ruled out delimitation of constituencies till the completion and publication of the Census, which is expected to start in 2026. The Court dismissed his petition saying granting relief would be 'contrary to the letter and spirit of constitutional design'. It said that 'Article 170 [which deals with composition of Legislative Assemblies in States] has no application to Union Territories...' It said that the Centre therefore did not discriminate against the electorates of Andhra Pradesh and Telangana, nor dampen their legitimate expectations by conducting delimitation of constituencies in the Union Territory of J&K, which was being governed by a distinct constitutional and statutory regime. Justice Surya Kant also explained that there was a specific constitutional embargo in Article 170 stating that delimitation in States was barred until after the completion of the first Census post 2026. Article 170(3) lays down that 'upon the completion of each Census, the total number of seats in the Legislative Assembly of each State and the division of each State into territorial constituencies shall be readjusted by such authority in such a manner as Parliament by law determine'. The next Census, scheduled to begin in 2026, is likely to be conducted in two phases. The official headcount and house-listing process that will precede it are expected to be completed by March 1, 2027. The numbers will take a few years to be finalised and released. The Delimitation Commission can base its work only on the published Census figures and this could further delay the delimitation exercise in the two States. This means that the exercise will start only after the publication of the next Census data. While the verdict has dashed the hopes of the States, it is also unsurprising. No political party, including the Bharat Rashtra Samithi which claims to have played a crucial role in drafting the Act, seems to have paid notice to the wording of the Act. As former MP B. Vinod Kumar rightly said at a press conference, simply adding the words 'notwithstanding Section 170 sub clause 3' in the 2014 Act would have resolved the problem. If that had been done, delimitation in these two States would possibly not have been clubbed with delimitation across the country.

Andhra Pradesh Chief Minister N. Chandrababu Naidu and Ministers Nara Lokesh (IT & HRD), P. Narayana (Municipal Administration) and T.G. Bharat (Industries & Commerce) wrapped up their four-day visit to Singapore with a series of high-level meetings on Wednesday. In all, the delegation from Andhra Pradesh held 26 meetings with a host of dignitaries, including Singapore President Tharman Shanmugaratnam, former PM and current Senior Minister Lee Hsien Loong, Ministers Tan See Leng and K. Shanmugam. During the deliberations, which were aimed at attracting investments and enhancing Andhra Pradesh's brand image, Mr. Naidu sought cooperation from the Singapore Government for the development of the State, with due emphasis on helping the A.P. government in transforming Amaravati into a vibrant capital city. Mr. Naidu and his team studied prestigious projects in Singapore with the intent of implementing similar models in Andhra Pradesh. Tan See Leng, Singapore Minister-in-Charge of Energy and Science & Technology in the Ministry of Trade and Industry, posted a message on the social media platform X saying that his government would continue to support the development of A.P. and Amaravati through technical cooperation in urban development by working together with the partners like World Bank. Mr. Naidu succeeded in restoring the relations between A.P. and Singapore that came under strain between 2019 and 2024, and managed to regain the trust of the Singapore government. The Chief Minister expressed commitment to rectifying the 'past mistakes', said an official release. He invited the Singapore government representatives to attend the Global Investors' Summit, scheduled to be held in Visakhapatnam on November 14 and 15. Indian High Commissioner to Singapore, Shilpak Ambule, extended support to the A.P. delegation during the tour. Mr. Naidu held discussions with the representatives of major companies such as Surbana Jurong, Sembcorp, SIA Engineering, AI Singapore, Keppel Corporation, GIC, Sumitomo Mitsui Banking Corporation, CapitaLand Investment, EverSendai Engineering, TomSec, Wilmar, TVS Motors, Mandai Wildlife, and Adani Ports. He explained the investment opportunities in A.P. and the slew of policies being implemented by the State government. Mr. Naidu urged the companies to consider Andhra Pradesh as their preferred investment destination in India, while assuring them of incentives. He participated in roundtable discussions on urban development, IT, Artificial Intelligence, fintech, maritime, and port infrastructure. The delegation also visited the Bidadari Estate (housing project), Jurong Petrochemical Island, Tuas Port, and the Singapore Sports School, where they inquired into the best and modern practices followed in those projects. A major highlight of the trip was the Telugu Diaspora Meet held in Singapore, in which Telugu people from across Southeast Asia took part.
