PAGASA: Ondoy, Carina-enhanced Habagat brought more rain in 24 hours

The Southwest Monsoon (Habagat) brought heavy rains to Metro Manila, causing flooding and traffic jams even before the two low pressure areas outside Luzon developed into tropical cyclones Dante and Emong this week.
But how does it compare to the rainfall dumped by Tropical Storm Ondoy in September 2009 and Super Typhoon Carina-enhanced Habagat in July 2024?
PAGASA Science Garden in Quezon City recorded 285.8 millimeters (mm) of rain from the Habagat on July 21 and 62.3 mm on July 22, 2025.
Speaking to GMA News Online, PAGASA weather specialist Munir Baldomero said 285.8 millimeters of rain is considered moderate to heavy.
'Based sa pagka-categorize, yung 285.8 (mm), pag i-consider natin yung one day, is under moderate to heavy pa rin na ulan,' Baldomero said Wednesday.
'Nasa category po siya kasi moderate to heavy. So, possible pa rin po yung pag ganitong heavy, is pasok na rin po siya kasi sa yellow warning, so flooding pa rin is possible po,' he added.
(Based on the categorization, the 285.8 mm, if we consider it in one day, still falls under moderate to heavy rain. Since it's in the moderate to heavy category, it's still possible to issue a yellow warning, so flooding is still possible.)
Under a yellow rainfall warning, residents are warned about possible flooding in low-lying areas and near river channels.
Baldomero explained that on July 21, the Habagat was observed on the eastern side of Luzon, causing it to affect the weather conditions in Metro Manila.
'Dahil po yung presence ng Habagat sa eastern side ng Luzon. Siya po yung nagpa-iral sa Habagat kaya naka-receive po yung Metro Manila, particularly yung northern part ng Metro Manila, ng ganung amount ng ulan,' Baldomero said.
(The presence of the Habagat on the eastern side of Luzon caused this amount of rain in Metro Manila, particularly in the northern part of Metro Manila.)
However, the Habagat this week dropped less rain in 24 hours than Ondoy and Carina.
Baldomero said that the Carina-enhanced Habagat dumped 323.9 mm of rain in 24 hours or from July 24 to 25, 2024.
'Medyo mas mababa po. Kung 24 hours na paulan yung pag-uusapan, medyo mababa po siya (Habagat) ng ilang mm as compared doon kay Carina po,' Baldomero said.
(It's somewhat lower. The Habagat produced a few millimeters less rainfall than Carina at this time of year if we're talking about rainfall over a 24-hour period.)
Meanwhile, Ondoy released 455 mm of rain in 24 hours on September 26, 2009.
However, Baldomero said that the rains dumped so far in July in Metro Manila exceeded the climatological normal, or average rainfall of the month, of 516.6 mm.
Science Garden alone received 1,005.6 mm of rain between July 1 and July 22.
'Nag-exceed na po siya ng 489 mm dito po sa Quezon City (It exceeded 489 mm here in Quezon City),' Baldomero said.
Metro Manila will continue to receive rain in the coming days due to the Southwest Monsoon enhanced by Emong and Dante, according to PAGASA. —VBL, GMA Integrated News

The Ilocos Region, Batanes, and Babuyan Islands will have cloudy skies with scattered rains and thunderstorms due to the monsoon. Moderate to at times heavy rains may possibly result in flash floods or landslides. Metro Manila, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, and Palawan may expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the Habagat. During severe thunderstorms, flash floods or landslides may occur. The rest of the country meanwhile will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Flash floods or landslides may possibly occur during severe thunderstorms. Coastal areas will be slight to moderate throughout the whole country. Sunrise was at 5:41 a.m. while sunset will be at 6:22 p.m. Podul Severe Tropical Storm Podul, meanwhile, was located at 3 a.m. at 1,875 km east of Extreme Northern Luzon, which is outside PAR. It has maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. Podul is moving westward at 15 km/h. "Posibleng pumasok ng PAR ito mamayang gabi o bukas ng madaling araw," DOST-PAGASA weather specialist Obet Badrina said in the public weather forecast. ([Podul] may possibly enter PAR tonight or tomorrow early morning.) Once it enters PAR, it will be called Gorio. Based on the forecast track, Podul may possibly stay in the northeastern portion of PAR and make landfall in Taiwan on Wednesday before exiting PAR, Badrina said. "Maliit ang tsansang magkaroon ito ng direkta epekto sa bansa," he said. (It has a low chance of having a direct effect on the country.) However, if Podul changes track and goes southward, PAGASA may possibly raise a Tropical Cyclone Warning Signal over Batanes, Badrina said. "Sa ngayon hindi natin nakikita na masyado nitong palalakasin ang Habagat (For now, we don't see that it will affect the Habagat much)," he added. "Kaya in general po, makikita pa rin natin 'yung mga generally fair weather sa malaking bahagi ng bansa sa mga susunod na araw," Badrina added. REUTERS/Eloisa Lopez The number of individuals affected by the combined effects of the Southwest Monsoon (Habagat) and tropical cyclones Crising, Dante, and Emong reached 9,530,350, the National Disaster Risk Reduction and Management Council (NDRRMC) said Saturday. This is equivalent to 2,599,712 families, the NDRRMC said in its situational report. Of this number, 7,524 families or 28,703 persons were served inside 273 evacuation centers, while 12,004 families or 40,729 persons were served outside evacuation centers. The reported death toll due to weather disturbances' combined effects was at 37, with five already validated and 32 still for validation. Injuries numbered 32, with 24 validated and eight still to be validated. Meanwhile, of the eight reported missing, four have already been validated, while four others are still for validation. The NDRRMC also said 815 road sections and 43 bridges were affected. There were 88,492 houses damaged in Region 1, Region 2, CAR, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, NIR, Region 7, Region 9, Region 10, Region 11, Region 12, CARAGA, BARMM. Damage to agriculture was estimated to cost P3,159,733,667.11 representing production loss. A total of 98,307 farmers and fisherfolk were affected. Infrastructure damage was pegged at P16,506,257,464.1, with affected regions as follows: Region 1, Region 2, CAR, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, NIR, Region 10, Region 12.
