Upgrade for Kelana Jaya LRT Line
Works will take place during weekends, public holidays, says Prasarana Malaysia
THE Kelana Jaya LRT Line is undergoing a major signalling system upgrade, which will extend its lifespan by 20 years.
The RM150mil upgrade, which is over 80% complete as of June 30, involves replacing the automatic train control (ATC) system with the latest SelTracTM Generation 8 technology.
Prasarana Malaysia Bhd group chief operating officer (strategy and development) Dr Prodyut Dutt explained that the ATC system involved train movement, safety and operations.
'The Kelana Jaya line is currently using an outdated version of the ATC system.
'With the current upgrades, we hope to improve reliability to avoid operational disruption.
'The new system uses the latest technologies that will provide real-time data analytics, enhanced cybersecurity and more stable communications,' Dutt said during a press conference at Menara Prasarana in Ara Damansara, Petaling Jaya in Selangor.
The upgrade will take place in three phases.
Service will be temporarily disrupted on weekends and public holidays during the upcoming works from Aug 9 to Nov 22 to accommodate testing in real operating conditions.

'The closures will only take place on weekends and public holidays, with operations on weekdays set to run as usual,' said LRT chief operating officer Nor Azmi Mohd Yusof.
'This is to minimise the impact on commuters, especially since we have up to 300,000 passengers daily on weekdays,' he added.
Selected stations during the system upgrades will start operating at 9am, a later time than the usual opening hour of 6am.
Phase 2 will take place from Aug 9 to Sept 14, affecting 10 stations between KLCC and Gombak.
Phase 3, from Oct 11 to Nov 22, will involve 17 stations from Lembah Subang to Ampang Park.
Stations not involved in the testing will operate as usual.
Phase 1 had been completed on July 19 with no service disruption as it was conducted during night maintenance hours near depot areas.
'We estimate that around 7,000 passengers will be affected daily in Phase 2 and around 20,000 in Phase 3, at a rough estimate of around 300 passengers per station,' said Dutt.
'To further reduce inconvenience, Prasarana will provide free shuttle buses and vans connecting the affected stations throughout the disruption period,' he said.
Trained personnel, including station staff, auxiliary police and Prasarana Troopers will also be present to assist passengers.

The sudden move caused panic among property owners, including businessman S. Suresh, 44, who said he received a notice from Pasir Gudang City Council (MBPG) regarding his arrears. 'I am aware of the arrears of RM3,922.65 which had accumulated from the second term of 2019. 'After hearing about the measures taken by local councils, I paid extra to cover the arrears as well as this year's assessment rate. 'The house is actually my investment property that I rent out. So, I had overlooked paying the assessment rate,' he told StarMetro. He acknowledged that enforcement was necessary but urged local councils to provide better support and flexibility for taxpayers. 'I do not think seizing a person's home is something the council can treat lightly. 'But ultimately it is our responsibility to pay, and it is just a matter of now or later. 'However, local councils should consider offering more time or flexible payment terms based on a homeowner's financial condition,' said Suresh, who has two children. He suggested that the state government and local councils introduce more practical solutions for those struggling to settle arrears. 'Perhaps they can reduce the assessment rates or allow monthly payment options like how Tenaga Nasional Bhd does. 'Paying in smaller instalments would ease the burden, compared to settling the full amount in one lump sum,' he added. While the crackdown is mainly aimed at those with long overdue payments, even those without any arrears have been affected. Forklift driver Md Helmee Jumari, who lives in Taman Scientex, said he received a notice of arrears from MBPG despite never having missed a payment. 'What shocked me even more was that the notice had not been delivered to my house but had instead been found by a neighbour who then handed it to me. 'I have always paid my assessment tax on time. 'So I was surprised to be told that I had arrears,' the 42-year-old said, adding that he had yet to clarify the issue with MBPG. When contacted, Johor housing and local government committee chairman Datuk Mohd Jafni Md Shukor confirmed that local councils across the state had begun enforcement operations earlier this year. He said these target residential and commercial premises with long overdue payments. If these arrears are not settled, the council will seize the premises concerned. 'For vacant land, a Form F (warrant) will be issued before the council proceeds to issue a Form H notice to start the auction process. 'If movable assets are present, the council will seize items equivalent in value to the arrears. 'If there are no assets, the property will be auctioned,' he said. Mohd Jafni said proceeds from the auctioned assets would be used to settle the debts. 'If there is a surplus after settling the arrears, the balance will be returned to the property owner. 'The same process applies if a property is auctioned,' he said. He stressed that the enforcement process must comply with Section 148 of the Local Government Act, beginning with the issuance of a Form E notice. Mohd Jafni also pointed out that almost every local council in Johor still issued physical assessment tax bills, with only Johor Baru City Council having adopted a digital billing system. 'I urge those with assessment rate arrears to make their payments promptly, as the tax revenue is channelled back to the public in the form of infrastructure and services such as roads and waste collection,' he added.

Chinese-funded tech challenge launched to boost African youth skills
NAIROBI, July 28 (Xinhua) -- The 10th edition of the Africa Tech Challenge (ATC), sponsored by Chinese firm AVIC International, officially commenced on Monday in Nairobi, the capital of Kenya, reaffirming efforts to equip African youth with practical, market-ready technical skills. Hosted by Kenya's Ministry of Education, AVIC Innovation Holding Limited, and the China Education Association for International Exchange, the initiative features 142 teams comprising 568 participants from 12 African countries. This year's event includes a month-long training phase from Monday to Aug. 27 before culminating in a two-day competition from Aug. 28 to 29, with participants competing in three categories: mobile application development, mechanical engineering, and computer numerical control turning. Esther Mworia, principal secretary in Kenya's State Department for Technical and Vocational Education and Training, said the ATC has, over the past decade, offered a platform to reskill African youth, drive innovation, and hasten economic growth. "This remarkable initiative continues to be a beacon of innovation, skills development, and youth empowerment across Africa," Mworia said, hailing the contribution of Chinese firms in building a critical mass of technically skilled youth on the continent. According to Mworia, more than 1,300 young Africans have benefited from previous editions of the ATC, gaining hands-on experience in advanced manufacturing techniques, including computer numerical control machining and design technologies. Wang Runlan, president of AVIC INNO Project Engineering Company, said that the ATC has been instrumental in transforming the livelihoods of African youth by providing technical training, mentorship, and real-world industry exposure. According to Wang, Chinese enterprises are committed to sustainable development in Africa by nurturing local talent and creating jobs and business opportunities for the youth. "We celebrate more than technical skills; we celebrate resilience and ambition," Wang said, adding that ATC participants will immerse themselves in rigorous learning, pushing boundaries, and discovering their potential. The top two winners of this year's ATC will be awarded fully-funded scholarships to pursue further studies in China, while the runners-up will be awarded cash prizes.
