Parliamentary panel on I-T Bill backs time-bound resolution of tax cases
NEW DELHI: There should be a time-bound resolution of litigations, a parliamentary panel that examined the Income Tax Bill, 2025, has suggested, as it made 285 recommendations on the draft legislation aimed at simplifying and modernising tax laws.
The select committee of Lok Sabha headed by BJP's Baijayant Panda examined the IT Bill and adopted the report on the draft legislation, which is expected to be presented in the House on Monday (July 21) - the first day of Parliament's monsoon session. "We have made 285 recommendations. The government has already accepted 250. We have said tax litigations should not linger on and there should be time-bound resolution, although huge improvements have happened as can be seen in the case of refunds," a panel member said.
New IT bill removes redundant provisions
The recommendations of the parliamentary panel that examined the Income Tax Bill, 2025, were largely "corrective" in nature, a panel member told TOI. The simplification efforts have led to the reduction of the size of the document to 600 pages from the earlier 850. The IT Bill, 2025, was tabled in Parliament on February 13 and was aimed at simplifying the language and structure of the IT Act 1961.

The simplification exercise was guided by three core principles, which included textual and structural simplification for improved clarity and coherence, no major tax policy changes to ensure continuity and certainty, and no modification of tax rates, which is aimed at preserving predictability for taxpayers, an official statement had said.
The new IT Bill also aims at eliminating redundant and repetitive provisions for better navigation, reorganising sections logically to facilitate case of reference.
It has opted for simplified language to make the law more accessible and has removed obsolete and redundant provisions for greater clarity.
Existing taxation principles have been preserved to ensure continuity while enhancing usability, the statement had said. "The Income-Tax Bill, 2025, reflects the govt's commitment to enhancing ease of doing business by providing a tax framework that is simplified and clear," it had said.
In an interview to TOI a day after presenting her 8th consecutive Budget in February this year, finance minister
Nirmala Sitharaman
had said that the new IT bill was aimed at making it relevant for the 21st century.
CBDT chairman Ravi Agrawal had said there has been simplification in terms of the language and presentation and it brings more clarity to the system which is expected to reduce litigation.

Mithi desilting scam probe to cover silt removal since 2006
Mumbai: The scope of the investigation into the Mithi river desilting scam will be expanded. While earlier the Special Investigation Team (SIT) was looking at irregularities for only three years, it will now examine the quantum of silt removed from 2006 onwards, said industries minister Uday Samant in the legislative council on Thursday. "It will reveal how remote control duped Mumbai," said Samant. The issue was raised again through a calling attention motion by BJP MLC Prasad Lad, who first brought up the issue leading to the setting up of the SIT. Highlighting the seriousness of the matter, Lad demanded that the investigation into this scam be extended right from 2012, adding the scam may be worth over Rs 1,000 to Rs 1,200 crore. He further said the norms for dumping silt were changed in 2012. "Till 2012, the silt would go to the Deonar dumping ground where even today it is possible to know how much has been dumped since 1930. In 2012, the norms allowed dumping on private sites. Since 2006, Rs 331.73 crore have been spent on the Mithi River desilting work. We have currently checked expenditure from the year 2019 to 2024. Ghaziabad jumps to 11th spot from 38, but poor segregation at source a worry
Ghaziabad: The city has improved its Swachh Survekshan ranking to 11th from 38th last year in the million-plus city category, scoring 11,151 out of 12,500. It was judged on eight parameters, but except under the source segregation head, the city scored over 90% in all parameters. Interestingly, the city scored 100% under the cleanliness of residential and market areas categories, when current ground realities in different parts of the city paint quite a different picture, with sludge from drains and garbage lying in huge dumps in places like Indirapuram, Navyug Market, Kala Patthar, as well as Vaishali. "On four parameters—remediation of dumpsites, cleanliness of residential areas, market areas, and water bodies—GMC areas scored 100%," said municipal health officer Mithilesh Kumar. "It also performed well on door-to-door waste collection (98%), cleanliness of public toilets (97%), and waste processing (91%), but struggled with source segregation, scoring only 57% in this category." GMC collects over 1,400 metric tons of waste daily, with each household producing an average of 350-400 gm waste, both dry and wet. To manage doorstep waste collection, the corporation has 313 CNG-powered vehicles with a capacity of 2.2 cubic metres each. It also has a mobile app to alert residents before garbage collection. But these tech-based interventions have yet to resolve the segregation issue. Still, the city's broader sanitation strategy appears to be paying off. "GMC has been certified as a garbage-free city, which is a big achievement," said mayor Sunita Dayal. "Sewage sludge on parts of the city accumulated over the last 20 days, when the survey is conducted for a specific period. Independent surveyors conduct on-spot surveys, and the GMC has no say in that," said a GMC official.

New facility at Nand Nagri to test 72,000 vehicles annually
New Delhi: Chief minister Rekha Gupta on Thursday laid the foundation stone for a state-of-the-art, fully automated Automated Testing Station (ATS) at the DTC Nand Nagri Depot in northeast Delhi. The new facility will have the capacity to test 72,000 vehicles annually, significantly expanding Delhi's vehicle inspection infrastructure. Delhi currently has about 4.5 lakh commercial vehicles requiring annual fitness certification. However, the only existing ATS in Jhuljhuli in southwest Delhi can accommodate only around 47,919 vehicles per year. The remaining vehicles—including trucks, buses, pick-up vans, goods carriers, and taxis — undergo testing in facilities outside Delhi. The new ATS at Nand Nagri aims to bridge this gap. Officials estimate that the additional centre will generate minimum annual revenue of Rs 3 crore — revenue that presently goes to neighbouring states. Highlighting Delhi's transport statistics, CM said, "Delhi has over 1.53 crore registered vehicles, including about 6.5 lakh commercial vehicles that require annual fitness certification. Currently, only one automated testing station operates at Jhuljhuli, with a capacity to test 47,919 vehicles per year." The new ATS will be fully digital and free from human intervention, ensuring transparency and fairness. It will feature a four-lane system: two lanes for heavy motor vehicles (HMVs), one for light motor vehicles (LMVs), and one for two-wheelers. Advanced testing procedures such as emission testing, roller brakes, suspension inspection (front and rear), underbody inspection, and headlight alignment will be conducted at the centre. With an annual testing capacity of 72,000 vehicles, including 20,000 two-wheelers, the centre is expected to generate Rs 3 crore annually for the Delhi Transport Corporation (DTC). The project cost is estimated at Rs 10 crore. CM Gupta also announced plans for another ATS at the DTC Tehkhand Depot in south-east Delhi to further boost the city's vehicle testing infrastructure.
