Penang passes water resources bill for holistic management
GEORGE TOWN: The Penang Legislative Assembly today passed the Penang Water Resources Bill 2025 to manage the state's water resources in a more integrated, holistic and sustainable manner.
The Bill was passed by a majority voice vote after being debated by six assemblymen from the government and opposition blocs.
When tabling the Bill earlier, State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari, said its introduction is a strategic move toward integrated management of water use, development and protection to enhance greater efficiency.
He explained that the new enactment is necessary to replace the Water Enactment of 1967, which is outdated and limited in scope, as it only grants authority through district officers and lacks the provisions required to meet current needs.
'In addition, there are gaps in existing federal laws, such as the Environmental Quality Act 1974, that hinder a comprehensive approach to addressing water pollution,' he said.
'With mounting pressure from population growth, rapid development and the effects of climate change, water management requires a more systematic, efficient approach backed by strong legal authority,' said Zairil.
He explained that the Bill would provide a solid legal foundation for stricter monitoring and enforcement, the integration of smart technologies in water management, and clearer definitions of the rights and responsibilities of various stakeholders in safeguarding water resources.
As such, he said the state government is confident that the Bill, comprising 61 clauses across 10 parts, will offer a clearer legal framework to govern the abstraction, use, conservation and quality of water resources on the island.
The assembly also passed the Penang Water Resources Board Bill 2025, along with two motions: the Special Report of the Committee on Standing Orders of the Penang Legislative Assembly, and the activation of the Select Committee on Federal-State Relations.
The first meeting of the third session of the 15th Penang State Legislative Assembly, which began on May 19, saw the submission of 75 oral questions, 769 written questions, and the tabling of two Bills and three motions.
The sitting was adjourned to a date to be determined later.

KUCHING (May 30): The Democratic Action Party Socialist Youth (Dapsy) Sarawak has called on the state government to provide a detailed breakdown of the RM100 million allocated for air charter services under the Supplementary Supply (2025) Bill. Dapsy Sarawak treasurer Wong King Yii said the state administration must justify how such a substantial expenditure serves the public interest. 'The Sarawak government must also commit to transparency and public accountability in all supplementary spending,' he said in a statement. Wong described the RM100 million allocation as 'troubling,' citing both the sheer amount involved and the reality that many of Sarawak's basic infrastructure needs remain unaddressed. He pointed out that rural communities continue to suffer from poor road conditions, unreliable utilities, and limited access to public services, while local councils struggle to maintain facilities or respond to long-standing complaints. 'And yet, RM100 million is suddenly available — for air charters?' Wong added that Sarawakians deserve to know what kind of 'increased activities' warrant such a large budget and who stands to benefit from it. He insisted that this is not about political posturing but fairness and responsible spending. 'The government cannot, on one hand, claim poverty when maintaining roads or supporting rural communities, and on the other hand approve high-cost, vague allocations without proper explanation,' he said. Wong emphasised that Sarawakians are not demanding luxuries but expect basic necessities like functioning roads, clean water, and reliable public services. Until those fundamental needs are addressed, he said, every sen spent elsewhere must be thoroughly scrutinised and publicly explained. 'We do not oppose the Sarawak government's efforts to bring in foreign investments and promote economic development, but the premise must be that all allocations are transparent and ensure every sen of public money is spent where it is truly needed – not on high-cost expenditures lacking clear explanations,' he added.

Sarawak DUN wraps up session with six Bills passed, senator reappointed
Sharifah Hasidah moved the motion to adjourn the sitting. – Photo by Roystein Emmor KUCHING (May 28): The first meeting of the fourth session of the 19th Sarawak State Legislative Assembly (DUN), which saw the passing of six bills and the approval of a motion to reappoint a member to the Dewan Negara, was adjourned sine die at 5.13pm today. Deputy Minister in the Premier of Sarawak's Department (Law, MA63 and State-Federal Relations), Datuk Sharifah Hasidah Sayeed Aman Ghazali, moved the motion to adjourn the sitting. On May 20, three bills were passed – starting with the Sarawak Biodiversity Centre (Amendment) Bill 2025, tabled by State Minister for Education, Innovation and Talent Development, Dato Sri Roland Sagah Wee Inn. The Bill aims to strengthen the state's biodiversity governance, ensuring it remains effective, sustainable, and economically viable. It also empowers Sarawak to harness its rich biological resources while promoting the commercialisation of scientific advancements. The Land Code (Amendment) Bill 2025, tabled by State Deputy Premier and Second Minister of Natural Resources and Urban Development, Datuk Amar Awang Tengah Ali Hasan, was also passed on the same day. Awang Tengah said the amendments were essential in strengthening Sarawak's land management and administration, ensuring it remains efficient, adaptable and aligned with the current best practice and standards for governance. Also passed on May 20 was the Local Authorities (Amendment) Bill 2025, tabled by Deputy Premier and State Minister for Public Health, Housing and Local Government, Datuk Amar Dr Sim Kui Hian. The amendment facilitates an increase in the number of councillors in several local authorities across Sarawak, including the Kuching South City Council (MBKS) and Miri City Council (MCC), as well as three municipal councils namely Sibu Municipal Council (SMC), Padawan Municipal Council (MPP), and Kota Samarahan Municipal Council (MPKS). The number of councillors for each of these councils would be increased to 33 from 30, excluding the mayor and deputy mayor for the city councils; and the chairman and deputy chairman for the municipal councils. Deputy Premier Datuk Amar Douglas Uggah Embas tabled the remaining three bills – the Infrastructure Development Trust Fund (Dissolution) Bill 2025, which was passed on May 21, along with the Supplementary Supply (2024) Bill 2025 and Supplementary Supply (2025) Bill 2025, both passed on May 22. The Infrastructure Development Trust Fund (Dissolution) Bill 2025 seeks to dissolve the Infrastructure Development Trust Fund, which has been deemed redundant in view of today's economic landscape. The trust fund, which was set up in 1985, served as a revolving fund consisting of money appropriated from time to time from the State Consolidated Fund into the trust fund for the purpose of building certain basic infrastructure such as roads, water and electricity supplies to any development area. The august House also unanimously passed two Supplementary Supply Bills involving a total of RM391,429,717 for additional expenditures that were not covered in previous allocations. The Supplementary Supply (2024) Bill allocates RM153,769,197 to meet the cost of various services incurred by various ministries and departments for which funds were not provided for or insufficiently provided for in the 2024 estimates. The Supplementary Supply (2025) Bill provides RM237,660,520, including RM100 million required by the Sarawak Premier's Department to cater for rental of air-charter services due to increased activities. On May 22, the DUN also approved a motion to reappoint Senator Datuk Ahmad Ibrahim, 56, as a member of the Dewan Negara for a second term. The motion was proposed by Deputy Premier and Bukit Sari assemblyman, Datuk Amar Awang Tengah Ali Hasan, and seconded by Deputy Premier and Batu Kawah assemblyman, Datuk Amar Dr Sim Kui Hian. Ahmad's current term, which began on July 22, 2022, is set to expire on July 21, 2025. His new appointment will take effect the following day. During the sitting, a total of 320 questions, both written and oral, were submitted by 41 honourable members. Meanwhile, Sharifah Hasidah, in her remarks, emphasised the importance of maintaining the dignity and integrity of the DUN as the highest legislative authority in the state. 'All laws passed in this House must be respected, enforceable, and recognised without doubt. Let there be no question about their legitimacy,' she said. Sharifah also spoke of Sarawak's achievements on local, national, and international fronts. Citing the Post-Covid Development Strategy (PCDS) 2030, she reiterated the state's ambition to become a high-income economy and Asean's energy powerhouse. She praised Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg's leadership, noting Sarawak's increasing recognition as a hub for green energy and hydrogen innovation on the global stage. On the Malaysia Agreement 1963 (MA63), Sharifah reaffirmed Sarawak's unwavering commitment to asserting its constitutional rights. 'We will pursue our rights within the parameters of the law, guided by the Federal Constitution, MA63, the IGC Report, and Sarawak's State Constitution,' she said. Meanwhile, DUN Speaker Tan Sri Datuk Amar Mohamad Asfia Awang Nassar commended the cooperation and decorum demonstrated by assembly members. [UPDATED] Nik Nazmi resigns as cabinet minister
KUALA LUMPUR: Nik Nazmi Nik Ahmad has resigned as natural resources and environmental sustainability minister. The Setiawangsa member of parliament said he had submitted his resignation letter to Prime Minister Datuk Seri Anwar Ibrahim. Nik Nazmi said the resignation will take effect on July 4. "I will be on leave starting tomorrow until July 3. "Since being appointed to the cabinet, first as the natural resources, environment and climate change (from December 2022 to December 2023), and later as the natural resources and environmental sustainability (from December 2023 to July 2025), I have done my utmost, alongside the deputy minister and dedicated civil servants, to implement much-needed reforms," he said in a statement today. Nik Nazmi, who lost the PKR vice-president post in the recent party election, said he was aware that the position was a key factor in his cabinet appointment. He said he decided to step down as the minister as he was not re-elected to the post. "I would like to express my deepest appreciation to the dedicated civil servants, my outstanding team, and all parties across the public sector, private sector, and civil society who have taught me so much and made possible the implementation of numerous important reforms during this period. "We have consistently strived to adopt an open, consultative approach in shaping policies and introducing legislation." He said among the key achievements of these two ministries are the phase 1 amendments to the Environmental Quality Act 1974 and improvements in transparency concerning Environmental Impact Assessment (EIA) reporting. He said Malaysia also became one of the earliest countries to submit its National Biodiversity Strategies and Action Plan (NBSAP) to combat environmental degradation. A significant reduction in deforestation rates has also received recognition from the United Nations secretary-general António Guterres, he said. "Just weeks after taking office, we successfully implemented the targeted restructuring of electricity subsidies under the Imbalance Cost Pass Through (ICPT) mechanism in Peninsular Malaysia. "We also passed the Energy Efficiency and Conservation Act in the Dewan Rakyat." He said the ministry also introduced the much-needed Tariff Setting Mechanism in the water sector. Nik Nazmi said the ministry initiated the drafting of the National Climate Change Bill, which is now in its final stages before being tabled to the cabinet and parliament. "I now look forward to resuming my responsibilities as a member of parliament and focusing on serving my constituency in Setiawangsa. "To borrow the words of the late British MP, Tony Benn, I left the cabinet to devote more time to politics and public service."
