
Food security: Uttar Pradesh to scrap district-wise quota, cover more eligible families
Aiming to bring parity across districts and cover more eligible families, the Uttar Pradesh government has decided to abolish the existing district-wise quota of beneficiaries under the National Food Security Act (NFSA).
While the Centre has fixed a state-wise quota—with separate rural and urban coverage limits—Uttar Pradesh has been following a district-wise cap on the number of beneficiaries. This district-specific allocation often resulted in imbalances. For example, prosperous districts like Ghaziabad, Gautam Buddha Nagar, Meerut in western U.P. received a disproportionately higher share, depriving other districts of their fair entitlement.
'We are going to eliminate the district-wise quota of beneficiaries under NFSA and the work in this regard has already begun to ensure eligible beneficiaries in comparatively poorer districts are not deprived of the benefits due to them,' principal secretary, food and civil supplies, Ranvir Prasad said, speaking to HT.
The Central government has fixed the population coverage under NFSA at 64.46% in rural areas and 78.54% in cities and allocates the food grain to the state, accordingly -- 7.6 lakh MT of wheat or rice every month to cater to the need of over 3.60 crore families with over 14 crore members.
Additional commissioner, food and civil supplies, Satyadev said that the work to increase the share of some needy districts has begun.
'For example, we have recently added 5,000 new beneficiaries each in Sitapur, Barabanki and Lalitpur by deleting the number from Ghaziabad and Gautam Buddha Nagar,' he said.
He said NFSA coverage in all the seven districts in Bundelkhand was being raised to 90% and 85% in all the deserving districts in eastern UP.
'However, the overall limit for the state will remain the same as fixed under the NFSA that is 64.465% for cities and 78.54% for villages. This limit cannot be raised at all,' he said,
Officials said doing away with the district-wise cap will enable the state to redistribute entitlements more equitably, strictly adhering to eligibility norms and actual population figures.
The restructuring is expected to benefit backward and underserved districts, where many eligible families were left out due to the artificial ceilings imposed by the district quota system.
Meanwhile, the department of the food and civil supplies has been placed fourth in disposing of complaints received on the chief minister's IGRS (Integrated Grievance Redressal System portal) as per the report for the month of April.
'Ours has been found to be the fourth best department, after the khadi and village industries, the cooperative and excise in terms of disposal of public grievances on the IGRS portal in April,' Satyadev claimed.
The department of industries and infrastructure development, the housing and urban planning, the environment and climate change and women welfare are said to be among the bottom four departments.

The state govt is virtually struggling to achieve balance between the growers' demands for high prices and the slow response from the traders to pick up stock. Virginia tobacco growers have been complaining about rejection of stocks in the auction platforms particularly in Ongole-I, Ongole-II and Vellampalli platforms in Prakasam district. In order to escape from the demands for high price, the traders are simply rejecting the stocks without offering any price. While the farmers are expecting a price of anywhere around Rs 300 per kg, the traders are ready to pick up the stock between Rs 220 and Rs 250 per kg. State govt held several rounds of discussions with the big exporters, cigarette manufacturing companies and requested them to pick up stocks to avoid further protests from the field. However, the situation did not ease as traders are still awaiting for export orders. CPI(M) state secretary V Srinivasa Rao demanded that the Centre must purchase stocks through state trading corporation (STC) or tobacco board. He criticized the state and Union govts for not responding to the tobacco growers' concerns. The tobacco board authorized a crop of 167 million kg for FCV during the 2024-25 crop season after taking feedback from the growers and traders. However, several farmers went ahead with the additional crop and the production touched almost 240 million kg, which is nearly 70mkg higher than the authorized crop size. Taking advantage of the situation, exporters and traders deliberately slowed down the purchase apparently to exert pressure on the growers. The growers too did not realise the situation in the initial weeks and sticked to their demand for a price above Rs 300 per kg. The stalemate led to almost no purchase situation in the auction platforms. After nearly 70 days of launching the auctions, just 52 mkg of stock was purchased, of the total expected production of 240 million kg. The growers are worried that it might take at least 4 to 5 months to pick up the authorized crop and another two months to pick up surplus stock. This means that auctions might not be going to be completed any time before Nov. Even as the FCV growers struggle to overcome the crisis, the cultivation of about 80 mkg of black burley, which is just a mixing stock, has deepened the crisis. While the white burley was almost picked up by the traders as per the bond, the black burley was left unattended.

State will be 1st to reach 100% target of Awas acheme: CM

He also said a fresh survey would be carried out to identify homeless people who are yet to benefit. The CM was speaking at a PM Awas Yojana award function in Pune with Union minister Shivraj Singh Chouhan as the chief guest. Deputy CM Ajit Pawar was also present at the event. Fadnavis said, "The central govt considered the socio-economic survey of 2011 to identify homeless people when the scheme was launched. However, it was full of faults. Only 10 lakh people from the state were named and housing sanctioned to them all. We carried out a fresh survey in 2018 and the number had gone up to 30 lakh." Meanwhile, the state govt has expedited the process to provide necessary permissions for houses sanctioned by the Centre to the 30 lakh people. "Maharashtra will become the first state in the country to achieve 100% target under the PM Awas scheme," he added. During his speech, Chouhan told the state govt to do yet another survey to zero in on more homeless people. "The Centre has sanctioned houses to all homeless people in Maharashtra as per the 2018 survey. Centre OKs 85% quota for locals in jobs in Ladakh
NEW DELHI: Conceding the longstanding demands of Ladakhi people for safeguarding their economic rights as well as cultural and linguistic identity, the Centre on Tuesday introduced new reservation and domicile policy for the Union Territory, guaranteeing 85% quota to locals in jobs while also reserving one-third seats for women in the Ladakh Autonomous Hill Development Councils. English, Hindi, Urdu, Bhoti and Purgi languages were notified as official languages of Ladakh, with new regulation also requiring boosting institutional mechanisms for promoting native languages like Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi. The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025, defines the conditions for domicile status: anyone who has resided in Ladakh for 15 years, or who has studied for seven years and appeared in Class 10 or 12 examination in a school located in UT, or whose parents are central govt officers who served in UT for 10 years. Children or spouses of Ladakhis fulfilling the 15-year domicile condition will also get domicile status. The procedure for grant of domicile certificate, notified in a separate set of rules, makes tehsildar the competent authority to issue domicile certificates; an officer appointed by the UT administrator will do the same for the children of central govt officers with 10-year service in Ladakh. The Ladakh Autonomous Hill Development Councils (LAHDC) Regulation 2025, notified on Tuesday, states that "not less than one-third of the total number of seats in the council shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies". The move is in line with spirit of the Nari Shakti Vandan Act, which provides for 33% quota to women in Lok Sabha and state assemblies. Ladakh has two autonomous hill development councils - one each for Leh and Kargil. Centre had assured a delegation from Ladakh in Dec 2023 that it was committed to fast-tracking the development of UT and meeting aspirations of the people in the region. Subsequently, an HPC for Ladakh was constituted under Nityanand Rai. In Aug 2024, Centre created five new districts in Ladakh - Zanskar, Drass, Sham, Nubra and Changthang.
