Despite spending, flood-prone areas growing in state: RJD MP
Buxar: RJD MP, Sudhakar Singh, on Tuesday criticised state's water resources department, alleging that despite spending over Rs 80,000 crore on flood control and irrigation in the past two decades, the drainage capacity has declined by 25% and flood-prone areas have increased.
Addressing a press conference here on Tuesday, the MP claimed that during Rabri Devi govt in 2005, 12.5 lakh hectares of land had irrigation facilities, but this has now decreased to 9.5 lakh hectares. Despite an annual expenditure of over Rs 4,000 crore on flood control, the area affected by floods has increased, he said.
He alleged that change in the tradition of releasing water in canals before May 15 during the 'Rohini Nakshatra' by the govt would delay sowing of paddy.
"The new schedule, extending canal operations until June 15, is expected to delay sowing, reduce crop yields and threaten food security," he said.
He said the Sone canal system, which is crucial for several districts, is not performing well. While Indrapuri Barrage used to release 9,000 cusecs of water, it now releases only 3,000 cusecs. Additionally, 1,158 million cubic meters of water in the Van Sagar agreement with Uttar Pradesh remain untapped.

UP's birth and death registrations go up: Census data
1 2 3 Lucknow: A critical policy reform undertaken by the UP govt improved the state's performance in terms of birth and death registrations. The outcome is visible in the recently released Vital Statistics of India based on the Civil Registration System-2022 report. A look at the numbers shows that birth registration increased from 48 lakh in 2020 to 54 lakh in 2022, while death registrations rose from 8.7 lakh in 2020 to 12.23 lakh in 2022. Also, 61.8% of the births were registered within 21 days in 2022, up from 50% in 2020. Also, 68% of the deaths were registered on time in 2022 compared to 50% in 2020. In 2021, the state's health and family welfare department came up with an order to designate all govt hospitals (even at the level of sub-centres) as registrars, with an explicit requirement to issue birth certificates before the mother's discharge, which powered this turnaround. Complementing this, private hospitals are designated as informants, responsible for seamlessly transmitting information about each birth or death to local area registrars. This institutional shift — from individuals to the state — enabled suo motu registrations at the point of occurrence, improving both coverage and timeliness. "It also aligns with welfare service delivery: several schemes in UP (including Mukhyamantri Kanya Sumangala Yojana and the National Family Benefit Scheme) already validate beneficiaries using the CRS API, eliminating the need for physical verification of certificates. Going forward, replicating this model for death registration and cause-of-death data, especially in institutional settings, will be key," she said. Notwithstanding the achievements, a look at UP's position on the whole suggests that there is room for improvement, as UP is still far from the top-performing states and Union Territories where more than 80% registration of births to the total births and deaths to total deaths registered within the prescribed time period has been recorded.

Relief for Gali: HC suspends conviction, grants him bail in illegal mining case
Hyderabad: Telangana high court Wednesday suspended both the conviction and sentence of Karnataka former minister and mining baron Gali Janardhan Reddy in an illegal mining case while also giving him bail, an order that would save Gali's position as an MLA. Following the conviction and seven-year sentence imposed by a special CBI court, Gali stood disqualified as an MLA and the election authorities would have held a bypoll soon for his seat (Gangavathi). Agreeing with the arguments of the legislator's lawyer, senior counsel S Nagamuthun, that damages from the conviction were irreversible, Justice K Lakshman also ordered his release from jail with certain conditions. Gali was told not to leave the country or commit unlawful acts anywhere and to furnish two sureties worth Rs 10 lakh. He has already served half of the seven-year sentence while being a remand prisoner. The HC had earlier discharged her from the case but the CBI had appealed in the Supreme Court, which directed the HC to hear the CBI version also before arriving at a conclusion. On Tuesday, senior counsel P Venugopal, appearing for Srilakshmi, said she has an apprehension about Justice Lakshman hearing her revision plea in view of last year's judgment delivered by him where he had refused to quash the case against her. When CBI counsel Srinivas Kapatia sought a week's time to file their counter, the judge reminded him that the CBI could not dodge filing a counter now, saying, "You complained to the apex court about the HC not hearing your version. But here you have not filed your counter despite a three-month deadline fixed by the Supreme Court asking the HC to decide the issue." Srilakshmi had succeeded Kripanandam as industries secretary. The special court, while convicting Gali and the others, had acquitted Kripanandam as well as then industry minister Sabitha Indra Reddy in the illegal mining case.
