
UT selected for pilot phase of Naksha project to digitise urban land records
Chandigarh: Chandigarh has been selected as one of the 152 urban local bodies (ULBs) across 26 states and three union territories participating in the pilot phase of the 'Naksha' project.
The coverage area in Chandigarh includes five villages — Sarangpur, Burail, Kajheri, Palsora, and Attawa — and Sectors 2 to 17 (excluding Sector 13), encompassing a total area of 30.61 square kilometres with a population of 1.48 lakh.
The need for the 'Naksha' project arises from longstanding challenges such as inadequate maintenance of urban land records, rapid urbanisation, the increasing economic value of land, frequent ownership disputes, hurdles in infrastructure development, difficulties in property transactions and credit accessibility, and the lack of transparency, accessibility, and accuracy in existing land information systems.
To address these concerns, the 'Naksha' project aims to digitise and modernise urban land records, thereby promoting transparency, enhancing administrative efficiency, and driving economic growth.
Expected outcomes of the project include the creation of accurate and up-to-date digital urban land records, reduction in land disputes through improved legal clarity, more efficient urban planning, financial strengthening of ULBs, simplified property transactions, improved credit facilitation, and enhanced public trust in governance.

The initiative also aims to curb corruption and fraud, thus fostering an environment conducive to real estate and infrastructure investment and boosting the overall ease of doing business.
The Deputy Commissioner, Chandigarh, was appointed as the nodal officer for the pilot implementation of the 'Naksha' project. In support of the initiative, a state project management unit (SPMU) was established, and 20 dedicated field survey teams were deployed.
Recognising the importance of information, education, and communication (IEC) in today's digital age, official social media accounts were created on platforms including Twitter, Instagram, Facebook, LinkedIn, and YouTube for all five villages and the covered sectors in Chandigarh to disseminate information and engage with the public effectively.
The department of land resources (DoLR), ministry of rural development, Govt of India, launched the National Geospatial Knowledge-based Land Survey of Urban Habitations (Naksha) as a flagship initiative under the Digital India Land Records Modernization Programme (DILRMP).
This transformative project aims to modernise and streamline the creation and management of urban land records across the country.
The 'Naksha' initiative endeavours to establish a comprehensive and precise geospatial database for urban land records. Leveraging a combination of aerial imagery, field surveys, and cutting-edge Geographic Information System (GIS) technologies, the programme is poised to enhance the efficiency of urban land governance, ensure accurate documentation of property ownership, and support integrated urban planning.
The availability of precise geospatial data is expected to lead to better decision-making, optimal land use, and seamless property transactions.

Revenue department in Coimbatore slashes pending land survey applications in 2 years
Coimbatore: With the introduction of Differential Global Positioning System (DGPS) equipment and substantially increasing manpower, the revenue department has brought down the number of pending land survey applications in Coimbatore over the past two years. In 2023, a total of 50,862 applications — including Not Involving Sub-Division (NISD) and Involving Sub-Division (ISD) — were pending with the revenue department. As of June 8, 2025, the number came down to 14,337. This improvement is also being attributed to the higher number of petitions processed every month. Besides, the Madras high court directed authorities to expedite the disposal of pending NISD applications. Following this, significant progress was made, clearing a substantial backlog within a short time. Two years ago, it took a minimum of six months to one year to dispose of an application. Now, the processing time has been reduced to 15 to 60 days. A senior official from the revenue department said the number of surveyors in the district was 60 in 2022. Over the past two years, the number of surveyors has increased to 125, including 53 temporary staff. "We are now disposing of around 8,000 applications a month. "The state govt has instructed us to dispose of each petition within a month," he added. However, due to the real estate boom, the city is expanding rapidly, leading to a steady rise in survey applications, especially in suburban and rural areas. "In 2022, we received around 8,000 ISD applications from rural areas. This number has now increased to 12,000," the official said. For measuring water bodies and highly disputed areas, the department uses Differential Global Positioning System (DGPS) equipment. "We have five DGPS units in the district. For regular surveys using tape, we charge ₹400 per side of land. For DGPS-based surveys, the fee is ₹1,000 per side," he said. The official also noted that for land, house, or property purchases that do not involve any change in land extent, the title is updated on the online Patta portal within four hours of registration. This system, implemented in 2023, is also a key reason for the reduction in pendency. "We no longer need to verify such properties again after registration," he said.

Give ‘one chance' to two students who tampered with marks: HC to NMIMS
Mumbai: Bombay High Court on Tuesday asked Narsee Monjee Institute of Management Studies (NMIMS) to consider giving "one chance" to two first-year students whose admissions were cancelled for tampering with the marks of a mid-term exam paper. "What has happened, has happened. It shouldn't have happened... Consider from a reformative aspect," said Justices Makarand Karnik and Nitin Borkar. The students, aged 23 and 25, hailing from Haryana and Delhi, were enrolled with NMIMS's School of Business Management for 2024-26 integrated MBA course with six semesters. The second semester exams were held in Jan. In March, the answer sheets of the corporate finance paper were distributed to verify the assessment. The petitioners and another student tampered with the marks "to depict that they had received a high score". On March 20 they were asked to remain present. They tendered handwritten apologies. On March 24 they were barred from appearing for the third semester exams on March 25 and informed by email that their admissions were cancelled for the entire year. The judges said the petitioners have learnt a lesson and have been through trauma since March. They do not find any fault in the college's action. "Otherwise they are good students. Can you not talk to your management?" Justice Karnik asked Kamat. The matter will be heard Wednesday.

Tax drive blows lid off Rs 1.4k cr fraud political donation claims
Hyderabad: A nationwide campaign by the income tax department targeting fraudulent claims under section 80GGC—related to political donations—has resulted in significant financial corrections. Conducted in three phases, the initiative led to the recovery of ₹404 crore in additional taxes and the reversal of ₹949 crore in ineligible deductions, amounting to a total correction of ₹1,353 crore. The "nudge" campaign, which covered assessment years 2022–23, 2023–24, and 2024–25, prompted over 35,000 taxpayers to revise their income tax returns. These revisions primarily involved voluntary disclosures of previously unreported income and the withdrawal of ineligible deductions. Sources within the income tax department noted a surge in last-minute compliance, suggesting a strong behavioural response to the department's enforcement efforts. Updated returns resulted in two key outcomes: Payments of additional tax under section 140B and reductions in deductions claimed under chapter VI-A—especially those related to political donations. In Telangana alone, nearly 15,223 employees are now under scrutiny for potentially fraudulent claims.
