Brunei Sultan announces landmark reforms and digital transformation on 79th birthday
These blueprints – the Human Resource, Social, and Economic blueprints – are expected to bring about significant impact, particularly in ensuring the continued well-being of the people and residents of Brunei.
This was underscored in his speech, delivered in conjunction with his 79th birthday celebration at Balai Singgahsana Indera Buana, Istana Nurul Iman, on Tuesday (July 15).
'In this new era filled with challenges, it is very important for us to examine and adapt our methods and work approaches in line with the changing social landscape and current needs,' His Majesty said.
In this regard, the Government has introduced several improvements to existing policies and legislation. Among them is the Land Code (Amendment) Order 2025, which His Majesty has approved to come into effect on 1 August 2025.
The amendment aims to improve and simplify the land ownership process for citizens and several categories of residents in Brunei Darussalam, including those with 'stateless' status.
The Government is also drafting the Digital Brunei Transformation Plan, which will highlight the potential of Artificial Intelligence (AI) across multiple sectors as part of the country's transformation agenda.
In addition, His Majesty has given consent for the Personal Data Protection Order 2025, which will come into force on 1 January 2026. The order is intended to prevent the risk of data misuse and any form of cyber threats, thereby protecting the interests of the people and residents of the nation.
'From an economic perspective, our Government has also expanded the implementation of the Employment (Minimum Wage) Order to seven additional industries, starting on 1 April 2025,' His Majesty added.
These sectors include Banking and Finance; Technology and Info-Communications (ICT); Securities; Tourism and Accommodation; Architecture, Professional Engineering, Quantity and Land Surveying; Medicine and Dentistry; and Private Higher Education.
Meanwhile, skills development will continue to be enhanced through the introduction of sixteen new courses under the SkillPlus Programme, tailored to meet the needs of the current market and industry demands. His Majesty expressed hope that Brunei's youth will seize this opportunity to progress, acquire new skills, and become resilient future leaders.
The monarch also conveyed his deepest appreciation and gratitude to all levels of society – the general public, civil servants, members of the security forces, and those working in the private sector, including Bruneians serving abroad – for their contributions and continued support to the government.
His Majesty further acknowledged the efforts and services of all members of the National and District-level Celebration Committees in ensuring the success of the birthday festivities.
'I pray that Allah Subhanahu Wata'ala will continue to shower His blessings upon all the people whom I love dearly, and that Brunei Darussalam will remain blessed, peaceful, and prosperous under the protection of Allah Subhanahu Wata'ala,' His Majesty said.
His Majesty also expressed sincere gratitude and appreciation to all parties who had sent congratulatory messages to him and the royal family in conjunction with the celebration. - Borneo Bulletin/ANN

Poisons Act amendment boosts enforcement in Malaysia
PUTRAJAYA: The Dewan Rakyat passed the Poisons (Amendment) Bill 2025 yesterday, signalling the government's continued commitment to curbing the misuse of controlled substances through more robust and inclusive enforcement. In a joint statement today, the Ministry of Health (MOH) and Home Ministry (KDN) said the Bill aims to enhance the effectiveness of enforcement under the Poisons Act 1952, which governs the use, possession, and distribution of poisons and psychotropic substances in Malaysia. 'These amendments are intended to allow for faster, more comprehensive and responsive action in addressing threats to public health and national security,' the ministries said. The Bill was passed by a majority voice vote after being debated by 12 Members of Parliament from both the government and the opposition. Key provisions include expanding enforcement authority to all police officers regardless of rank, and to other officers appointed by the Health Minister — including those from other ministries or agencies — as needed. Under the current provisions, only three categories of officers have enforcement authority - Drug Enforcement Officers (pharmacists in the public service), police officers ranked Inspector and above, and senior Customs officers. 'However, in practice, patrol and inspection duties are usually carried out by lower-ranked officers such as constables and corporals. Therefore, expanding enforcement powers to all police personnel will improve operational efficiency and coverage,' read the statement. The Bill also addresses enforcement gaps in areas where authorised officers are not present. The Health Minister is now empowered to appoint other officers, under set terms and conditions, to assist in enforcement when needed. Additional focus has been placed on enhancing officer training, supervision, and coordination of control over listed poisons and prohibited substances, including those found in vape products, to ensure stronger safeguards for both public health and national safety. - Bernama

Implications of toll rate hike and new electricity tariff in Dewan Rakyat
KUALA LUMPUR: The implications for highway users if the Government does not postpone the increase in toll rates in 2025, as announced by the Prime Minister on 23 July will be among the issues focused on at today's Dewan Rakyat sitting. According to the Order Paper published on the Parliament's official website, Datuk Seri Sh Mohmed Puzi Sh Ali (BN-Pekan) will raise the matter during Minister's Question Time, followed by Datuk Mohd Suhaimi Abdullah (PN-Langkawi) who will ask the Communications Minister to state the MCMC investigation procedures for complaints related to statements on social media. Dr Mohammed Taufiq Johari (PH-Sungai Petani) will ask the Energy Transition and Water Transformation Minister to state the objective of the new electricity tariff schedule in achieving the energy transition agenda and long-term sustainability and explain claims that the tariff places a burden on the public. During the Questions for Oral Answers Session, Datuk Seri Tuan Ibrahim Tuan Man (PN-Kubang Kerian) will ask the Energy Transition and Water Transformation Minister regarding the current status of the waqf water programme that was launched during the previous administration and whether the ministry plans to officially include the waqf water programme in the National Water Resources Policy or the 13th Malaysia Plan (13MP). Other questions include the welfare of senior citizens by Datuk Seri Dr Wan Azizah Wan Ismail (PH-Bandar Tun Razak) who will ask the Women, Family and Community Development Minister about measures and efforts to introduce more comprehensive laws to protect senior citizens against neglect and abuse by family members. After the session ends, the sitting will continue with the tabling of the several bills for second reading, including the Cross-Border Insolvency Bill 2025, the Fisheries (Amendment) Bill 2025 and the Energy Commission (Amendment) Bill 2025.
