Bullying will not be tolerated, minister warns
Minister Datuk Seri Dr Zambry Abdul Kadir told the Dewan Rakyat that the incidents, recorded between 2014 and 2025, involved both physical and cyberbullying. He said contributing factors included social and psychological issues, campus environments, social media influence and lack of parental supervision.
'The ministry will not protect offenders and will cooperate fully with the authorities to ensure transparent and professional investigations.'
Students in public universities found guilty of bullying may face disciplinary action under Regulation 3(1)(a)(2) of the Student Disciplinary Rules, which were standardised through amendments in 2024.
'Penalties vary according to the seriousness of the offence and include warnings, up to 24 hours of community service, fines of up to RM500, bans from certain campus areas, expulsion from student residences, suspension or permanent expulsion from the university.'
For private institutions, Zambry said the Private Higher Educational Institutions Act 1996 (Act 555) places responsibility on chief executives to oversee student welfare and discipline, including the prevention and management of bullying.
He stressed that the ministry practises zero tolerance towards bullying and will cooperate fully with authorities.
'Public universities have taken steps including fostering a zero-tolerance stance, creating channels for reporting, increasing CCTV coverage, running awareness campaigns, strengthening character-development programmes and establishing standard procedures for addressing misconduct.'
To a supplementary question from Afnan Hamimi Taib Azamudden (PN–Alor Setar) on the 'You Touch, You Go' approach by Mara Junior Science Colleges – where swift action is taken upon detecting bullying – Zambry said serious or criminal cases are promptly referred to the authorities.
When asked for an update on the investigation into the death of cadet trainee Syamsul Haris Shamsudin, Zambry said the task force is expected to finalise its report soon. Syamsul Haris was a cadet trainee from Universiti Teknologi Malaysia Skudai Reserve Officers Training Unit. The 22-year-old died on July 28 at Kota Tinggi Hospital after completing training at the Combat Inoculation Range, Army Land Training Centre in Kota Tinggi, Johor.
A special committee comprising representatives from the Defence, Home and Health ministries was formed to review the case.
'We anticipate the findings soon. On Monday, I met with the family and spoke with the mother. She formally requested a reinvestigation, and I have conveyed the matter to the Attorney General's Chambers.'
Zambry stressed that the ministry would not shield perpetrators of bullying or violence in higher learning institutions.
'If it's serious and a criminal offence, we will immediately report it to the police.'
On Aug 1, police launched a detailed investigation into the cause of death. Kota Tinggi district police chief Superintendent Yusof Othman said statements from witnesses and medical officers would be recorded to determine the circumstances surrounding the incident.

187,652 Malaysians cleared of bankruptcy since 2023
KUALA LUMPUR: A total of 187,652 individuals with debts not exceeding RM200,000 were cleared of bankruptcy between March 2023 and June this year, the Dewan Rakyat was told today. "The government has high hopes that this second chance will provide them with a renewed lease of life and enable them to carry on with their daily lives, in line with the Malaysia Madani agenda, which emphasises the concept of compassion (ihsan) for all through acts of human empowerment," he said.

Proposal to separate AG-public prosecutor roles to be presented to Cabinet in August
KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has announced that a proposal to separate the roles of the Attorney General (AG) and the public prosecutor will be tabled before the Cabinet at the end of this month. "The distinction between these roles has been a long-standing request. Now we are seeing encouraging progress," Anwar said during Minister's Question Time in the Dewan Rakyat on Thursday (Aug 14). He said this in response to Datuk Rosol Wahid (PN-Hulu Terengganu), who had asked which outdated laws were being reviewed or abolished in line with the government's reform agenda and the timeline for their implementation. Anwar said that there had been 23 legal reforms, including two constitutional amendments - one involving citizenship and the newly passed Parliament Services Act 2025. Among the reforms cited were amendments to the Evidence of Child Witness Act, the enactment of the Public Finance and Fiscal Responsibility Act 2023, the Abolition of Mandatory Death Penalty Act 2023, the Ombudsman Bill 2025 and the Cyber Crime Bill 2025. The Prime Minister said that five new acts were introduced and 34 acts amended in 2023; another five new acts were enacted and 57 acts amended in 2024; and four new acts have been passed, with six acts amended, along with two new bills and 11 other bills amended so far this year. On the subject of anti-party-hopping laws, Anwar said he had no objection to enhancing or updating the current legislation. – Bernama

TH to study proposal to extend pilgrims' stay in Madinah by two days
KUALA LUMPUR: The duration of Malaysian haj pilgrims' stay in Madinah, which had been reduced from eight days to six, was due to rising accommodation costs. Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar said maintaining the eight-day stay would incur substantial expenses for Lembaga Tabung Haji (TH). "However, TH remains committed to safeguarding the welfare of haj pilgrims. As such, TH will conduct a detailed study on the proposal to extend the pilgrims' stay in Madinah to eight days," he said in response to Dr Abd Ghani Ahmad (PN-Jerlun). Ghani had inquired about the duration of the stay in Madinah, which has been reduced from eight days to six. He said that previously, pilgrims were allowed to stay for eight days in Madinah, allowing them to perform forty consecutive prayers in Masjid an-Nabawi (the Prophet's Mosque in Madinah), which stems from a hadith. Meanwhile, for the 1446H haj season, Na'im said TH had taken proactive steps to ensure the comfort of Malaysian pilgrims, including providing bus transportation facilities in the Holy Land to ease movement and allow pilgrims to perform their religious duties more comfortably. He said the transportation services are part of TH's continuous efforts to deliver the best possible service to Malaysian haj pilgrims. "The transport services cover long-distance movements such as from the airport to pilgrims' accommodation, domestic travel between Makkah, Jeddah and Madinah, as well as movements from accommodations to key ritual sites (Masyair), including Arafah, Muzdalifah, and Mina. "To facilitate access to Masjidil Haram, TH ensures that all rented accommodations are located within one kilometre of the mosque compound," he said. He added that the close proximity allows pilgrims to walk easily to the mosque. "However, pilgrims also have the option of using taxi services or public buses, which are readily available near their accommodation. "The location of Malaysian pilgrims' accommodation is also significantly closer to Masjidil Haram compared to pilgrims from other countries, whose lodgings are located more than five kilometres away from the mosque," he said.
